In the article the phenomenon of motivation is examined as the psychological factor of political behavior, the peculiarities of its structure are revealed. As it was determined the motive is one of the basic factors which influence the personal choice. The influence of various crucial factors in the formation of motivation is analysed. The connection between the subject's experience and motivation of his political involvement is established. The role of factor of informing the society was investigated as means of manipulation of the consciousness during studying the problem of the political uncertainty. Fundamental obstacles in making competent political decisions are identified. The author suggests while making the choice to pay attention to the critical perception of the information and its conformity to one's own convictions. З'ясовано, що політична поведінка – складний для аналізу термін, адже в біополітичному середовищі постійно точаться дискусії з приводу того, яка складова – генетична чи соціальна – більшою мірою впливає на соціальну та політичну поведінку людини. Запропоновано інтеграційну модель біополітичного погляду на цю проблематику, яка органічно поєднує різні концептуальні підходи і включає як генетичні чинники: схильність до соціальної адаптації, політичного домінування і підкорення, так і соціальні: виховання, соціалізація, еволюція свідомості, що сприяє уточненню наукового знання стосовно проблематики політичної поведінки у біополітиці, підкреслює міждисциплінарний статус цієї дисципліни і конкретизує сферу її наукового інтересу. During the study it has been found tested that political behaviour is the difficult question to analyse as in bio-politics there are a lot of discussions about genetics and social origins of political behaviour. An integration model of bio-political view of political behaviour has been suggested at the article, which includes both genetics (adaptation, domination and subordination) and social factors (education, socialization, the evolution of consciousness). «Homo Politicus» is genetically related with another biological Wight and this definitely influences his behavior in social and political spheres. For instance, every human being as any social primates has genetic inclination to adaptation, domination, subjugation. In case with «Homo Sapiens» this has a form of genetic and social adaptation, political domination and subjugation. The inclination to the domination from one side and to the subjugation to another side is genetically «imprinted» into the nature of the «Homo Politicus». Particularly this two features lie is the basis of his political behavior. However, it is important to mention that, nevertheless the «Homo Sapiens» shares inclination of social primates for hierarchical social organization at the same time he has developed the following capabilities, which are unique in animal world, such as: language, culture and morale. Thus, ideas and values created by the human being have commenced changing of his behavior in social and political sphere. It is important to underline that in above mentioned dichotomy «genetic – culture/morale» such very core analysis element as human brain is absent. According to this, it is has to be mentioned that we keep in mind that the human brain participates in formation of every act or idea, what is fulfilled in the process of the political supervision of subject of management, as well as in the process of social action of management object. So, the political and social behavior of «Homo Politicus» depends not only on his biological factors, such as inclination to the biological adaptation, creation of hierarchical structure, social and political domination and subjugation, but also on social factors as well, such as language, culture, morale and so on. In this case, the human brain comes out as a center of formation of political behavior and awareness of «Homo Politicus» himself and his actions. ; Основной целью является исследование политического поведения в современном биополитическом дискурсе. Предложено интеграционную модель, которая органично сочетает различные концептуальные подходы и включает как генетические факторы: склонность к социальной адаптации, политическому доминированию и подчинению, так и социальные: воспитание, социализация, эволюция сознания. Такой подход способствует уточнению научного знания относительно проблематики политического поведения в биополитике, подчеркивает междисциплинарный статус этой дисциплины и конкретизирует сферу ее научного интереса. Важно отметить, что склонность к доминированию с одной стороны и подчинению с другой, генетически заложенные в природе «человека политического». Именно эти две характеристики лежат в основе его политического поведения. Выяснено, что человеческий мозг выступает центром формирования политического поведения и осознания «человеком политическим» самого себя и своих поступков.
The article sets out to establish structural elements of political culture of a personality. It analyses approaches and terms of the concept of "political culture", "orientation of political behavior" of cadets studying at higher military establishments. It has been found that there are several powerful centers of biopolitical research, in particular in the USA and Germany. The American biopolitical school is represented by scientists from the University of Nebraska and the University of California. The Nebraska group focused on discovered and investigated genetic foundations of political ideologies. They believe that differences in political ideologies include a genetic component. Scientists from the University of California focused on creating a holistic set of scientific knowledge devoted to the genetic component of political behavior. They state that protossocial behavior is associated with specific genes. In 1903, the American Political Science Association was founded, which brings together over 13,000 scientists from 80 countries around the world. The main directions of their research are the nature of «political man», biological determinants of social and political behavior, the evolution of political systems, etc. The goal is to create a biologically oriented political science. A powerful biopolitical center was initiated in Germany by H. Flor and P. Mayer, who believed biopolitics to use the approaches, theories and methods of biological sciences in political science. It is stated that biopolitics is an innovative discipline of modern political discourse, and therefore the scientific community still does not produce a clear idea of the origins of biopolitics, its subject area and vocation. Accordingly, there is no clear idea of its significance for contemporary political science. A comprehensive approach is proposed that will cover most of the existing biopolitical schools and research areas and will highlight those aspects of biopolitical issues that are relevant to contemporary political theory and practice. ; Основною метою є дослідження провідних біополітичних шкіл, їх внеску у сучасну політичну науку. Military conflict in the East of Ukraine, annexation of the Crimea, socioeconomic crisis, distrust to power institutions have all caused a number of issues associated with the internally displaced people. Political adaptive relations in the society are viewed as processes of identification in which a person identifies him\herself with certain aims and political values.The main problem, which internally displaced people face, include access to social services, having a constant place of residence and registering at the new place of residence. Such citizens receive help through oblast administrations and NGOs. As practice shows, the actions of the authorities regarding the problems of internally displaced people are mostly of a declarative nature. However, in addition to social and psychological, political adaptation is also important as it facilitates the integration of a society and its development.Factors that influence the political adaptation of internally displaced people in the modern Ukrainian society have been identified. 1. The set system of relations between a person and the state is ruined due to state institution crisis and power decentralization. 2. The possibilities for political activity of individuals as well as social groups in the course of exercising their rights and satisfying their interests are widened. 3. Activation of non-governmental institutions facilitates the organized citizen participation in the political process, which facilitates the popularization of an active public opinion. 4. Peculiarities of the work of political actors, their reputation, level of responsibility and efficiency. 5. Social environment of a person, level of his/her education and political culture. 6. Mass media, which popularize certain patterns of political behavior, manipulate consciousness, impose stereotypes etc.The author notes that internally displaced people are limited in their rights and freedoms in comparison with the rest of the population (deprivation of the right to vote, discriminative control of their place of residence, limitations as to the choice of a banking institution for receiving pensions and social support etc.). internally displaced people actually have no right to participate in solving local issues, despite the fact that this right is guaranteed by the Constitution of Ukraine. By this we mean participation in public hearings, local initiatives, general assembly of the community. In addition, internally displaced people cannot participate in establishment of bodies of population self-organization, which is one of the important forms of participation of territorial community members in solving local issues.There is an ambiguous attitude towards the IDPs from the East of Ukraine – compassion mixed with apprehension. On the one hand, local authorities wish to provide maximum possible help for the internally displaced people. At the same time, there is a growing tension in the relations due to the increasing number of citizens who died in the zone of the conflict.One of the key problems that hinders the adaptation of IDPs is the absence of a common national program concerning the internally displaces people as well as of a body that would be directly responsible for dealing with the issues of IDPs. Consequently, displaced people cannot trust state institutions, may perceive the political system as an enemy that does not facilitate their socialization.The process of political adaptation of internally displaced people to the change of political space has certain peculiar features. 1. Social disorientation is caused by the deformation of the socioeconomic system of a society and is a consequence of destruction of social links, statuses and roles, the system of political norms, behavioral ideals. 2. New social identification happens through establishment of new social identities and entering the institutional structure of a society. 3. Collective political participation is carried out through citizen associations, influence on making important political decisions is made at the level of non-governmental institutions. 4. Tolerance to value foundations of a democratic society is being established. ; The article analyses the problems of political adaptation of Ukrainians. Military conflict in the East of Ukraine, annexation of the Crimea, socioeconomic crisis, distrust to power institutions have all caused a number of issues associated with the internally displaced people. Political adaptive relations in the society are viewed as processes of identification in which a person identifies him\herself with certain aims and political values.The main problem, which internally displaced people face, include access to social services, having a constant place of residence and registering at the new place of residence. Such citizens receive help through oblast administrations and NGOs. As practice shows, the actions of the authorities regarding the problems of internally displaced people are mostly of a declarative nature. However, in addition to social and psychological, political adaptation is also important as it facilitates the integration of a society and its development.Factors that influence the political adaptation of internally displaced people in the modern Ukrainian society have been identified. 1. The set system of relations between a person and the state is ruined due to state institution crisis and power decentralization. 2. The possibilities for political activity of individuals as well as social groups in the course of exercising their rights and satisfying their interests are widened. 3. Activation of non-governmental institutions facilitates the organized citizen participation in the political process, which facilitates the popularization of an active public opinion. 4. Peculiarities of the work of political actors, their reputation, level of responsibility and efficiency. 5. Social environment of a person, level of his/her education and political culture. 6. Mass media, which popularize certain patterns of political behavior, manipulate consciousness, impose stereotypes etc.The author notes that internally displaced people are limited in their rights and freedoms in comparison with the rest of the population (deprivation of the right to vote, discriminative control of their place of residence, limitations as to the choice of a banking institution for receiving pensions and social support etc.). internally displaced people actually have no right to participate in solving local issues, despite the fact that this right is guaranteed by the Constitution of Ukraine. By this we mean participation in public hearings, local initiatives, general assembly of the community. In addition, internally displaced people cannot participate in establishment of bodies of population self-organization, which is one of the important forms of participation of territorial community members in solving local issues.There is an ambiguous attitude towards the IDPs from the East of Ukraine – compassion mixed with apprehension. On the one hand, local authorities wish to provide maximum possible help for the internally displaced people. At the same time, there is a growing tension in the relations due to the increasing number of citizens who died in the zone of the conflict.One of the key problems that hinders the adaptation of IDPs is the absence of a common national program concerning the internally displaces people as well as of a body that would be directly responsible for dealing with the issues of IDPs. Consequently, displaced people cannot trust state institutions, may perceive the political system as an enemy that does not facilitate their socialization.The process of political adaptation of internally displaced people to the change of political space has certain peculiar features. 1. Social disorientation is caused by the deformation of the socioeconomic system of a society and is a consequence of destruction of social links, statuses and roles, the system of political norms, behavioral ideals. 2. New social identification happens through establishment of new social identities and entering the institutional structure of a society. 3. This article explores the interrelationship of political participation and political socialization as complex phenomena of the modern political system. The main directions of theoretical research in Western and domestic political discourse are analyzed and its main problem field is indicated. All researchers admit that political participation is one of the most democratic does not fully investigate the extremely important issue of determining political participation as the main factor of socialization. The characteristic features of political participation as spheres of political activity and political behavior of the individual are highlighted. It is established that political participation is an important factor in political socialization, depends on the level of political education of society. Political education is a practice of systematic dissemination and knowledge of citizens about their rights, freedoms, and mechanisms for their implementation, ways of solving problems of public life, political system and institutions of public administration, procedures for their functioning and ways of influencing them, which results in the competent citizen participation in public life.Key words: political participation, political socialization, political education, political activity, political process, political system institutions, which ensures the realization of the main function of the political system - the identification, formation and expression of the interests of citizens, but the work of scientists ; У даній статті досліджуються питання взаємозв'язку політичної участі та політичної соціалізації як складних феноменів сучасної політичної системи. Стверджується, що політична участь за сучасних процесів системних трансформацій українського суспільства набуває значущих характеристик демократизації соціуму. Проаналізовано основні напрямки теоретичних досліджень в західному та вітчизняному політологічному дискурсі та з'ясовано його основне проблемне поле: від теорії професійної політичної участі до концепцій учасницької (партисипаторної демокартії). Висвітлено характерні особливості політичної участі, як сфери політичної діяльності та політичної поведінки індивіду. Встановлено, що політична участь є важливим фактором політичної соціалізації, що знаходиться в залежності від рівня політичноїосвіти суспільства. У статті автор розглядає особливості політичної поведінки людей у період виборчих кампаній. Вибори − це особливий вид діяльності в якому електорат може проявляти свою девіантну поведінку. У той же час, політична еліта, використовуючи об'єктивні й суб'єктивні фактори може маніпулювати поведінкою електорату. Автор виділяє форми політичної девіації. Особливе місце займають різні види пропаганди. Автор показує перехід політичної поведінки із соціально прийнятної до відхиленої від норми. Також автор доводить, що у випадку комплексного маніпулювання з урахуванням регіональних особливостей, в електорату формується не протестна поведінка, а згода й підтримка правлячої еліти, навіть за умови різкого погіршення рівня життя. Таким чином, в окремому випадку політичні девіації стають нормою в окремо взятій державі. ; В статье автор рассматривает особенности политического поведения людей в период избирательных кампаний. Выборы это особый вид деятельности в котором электорат может проявлять свое девиантное поведение. В тоже время, политическая элита, используя объективные и субъективные факторы может манипулировать поведением электората. Автор выделяет формы политической девиации. Особое место занимают различные виды пропаганды. Автор показывает переход политического поведения из социально принятого в отклоняющееся. Также автор доказывает, что в случае комплексного манипулирования с учетом региональных особенностей, у электората формируется не протестное поведение, а согласие и поддержка правящей элиты, даже при условии резкого ухудшения уровня жизни. Таким образом, в отдельном случае политические девиации становятся нормой в отдельно взятом государстве. ; In the article, the author considers the peculiarities of political behavior of people during election campaigns. Elections are a special kind of activity in which the electorate can manifest its deviant behavior. At the same time, the political elite, using objective and subjective factors can manipulate the behavior of the electorate. The author highlights the forms of political deviation. A special place is occupied by various types of propaganda. The author shows the transition of political behavior from socially accepted to deviating. The author also argues that in the case of complex manipulation, taking into account regional peculiarities, the electorate is not formed by protest behavior, but by the consent and support of the ruling elite, even under the condition of a sharp deterioration in living standards. Thus, in a separate case, political deviations become the norm in a single state.
