The Targeted Social Assistance Program of Georgia is a last resort social program that is considered a best practice among proxy-means-tested (PMT) programs. It achieves high targeting accuracy for a relatively high level poverty incidence. In 2013, the Government of Georgia embarked in the revision of the program to ensure its continuous effectiveness and to revise some of the parameters of the eligibility formula that could be subject to manipulation. In particular, the government was concerned about the subjective evaluation of social agents and about concealable goods. This report assesses the technical work and the policy actions taken by the Georgian government during the last two years. In this way, it covers the full cycle of the reform of a social assistance program, from establishing the objectives to the design of compensation measures to minimize the number of newly ineligible beneficiaries. In particular, it describes the revision of the PMT formula, the introduction of a scheme of benefits that decreases with the score and an associated program for children, the pre-testing of new formula, and the design of compensation measures. The report also includes a chapter with specific recommendations for Georgia to improve the system of social protection and labor.

This article is a criticism of the Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR), adopted by the United Nations General Assembly and currently the non-binding international policy on this topic. It deconstructs the SFDRR'S technocratic approach to disaster risk reduction, due to natural hazards, given the fact that it invites, paradoxically, to the adoption of policies that increase people´s vulnerability. Epistemologically speaking, the SFDRR holds a rationalist understanding of disaster risk, whose origin is in the modernisation theory of development. The undesired outcome of the technocratic understanding of disaster risk is because this approach is not able to trace the grounds of this phenomenon which are the human decisions represented in the social, economic and political structures of society which cause poverty, a vulnerability to disaster risk. In deconstructing the SFDRR'S rationalist understanding of disaster risk, I found this approach is grounded on two paradigms: 1) the idea of discharging on science and technology the responsibility to solve man-made problems such as vulnerability to disaster risk, and 2) the modernization theory of development. These paradigms do not recognize the role of human decisions in creating vulnerability. ; Este artículo es una crítica el Marco de Sendai para la Reducción del Riesgo de Desastres 2015-2030 (MSRRD), que la Asamblea General de las Naciones Unidas adoptó como el actual marco internacional de referencia no vinculante sobre este tema. Esta crítica de construye el enfoque tecnocrático que el MSRRD utiliza para comprender qué es el riesgo de desastres por eventos de la naturaleza, porque paradójicamente este enfoque promueve la adopción de políticas que aumentan la vulnerabilidad de las personas a este fenómeno. Hablando en términos epistemológicos, el MSRRD presenta una aproximación racionalista al riesgo de desastres. La señalada paradoja ocurre porque el enfoque tecnocrático no está diseñado para establecer cómo la conducta humana que se refleja en la estructura social, económica y política de la sociedad es un factor causal de vulnerabilidad al riesgo de desastres. Con la deconstrucción que el artículo desarrolla, se demuestra que el MSRRD se fundamenta en los siguientes paradigmas: 1) la idea de descargar en la ciencia y la tecnología la responsabilidad de resolver los problemas creados por el hombre, como por ejemplo la vulnerabilidad al riesgo de desastre, y 2) la modernización como teoría del desarrollo. Estos paradigmas no reconocen a la conducta humana como factor causal de vulnerabilidad.

Intended to modernize infrastructure and halt environmental degradation, its tactics in western China have resulted in the displacement of pastoral Tibetans to urban residence and sedentary livelihoods, causing massive social and economic shifts and uncertainty and eventually leading to signs of discontent in ethnically Tibetan regions. Based on more than a decade of fieldwork, Exile from the Grasslands documents the viewpoints of both the people affected—Tibetan pastoralists in Qinghai Province—and the Chinese officials charged with relocating and settling them in newly constructed housing projects. As China's international influence expands, the welfare of its ethnic minorities and its handling of environmental issues are receiving close media scrutiny. Jarmila Ptáčkova's study documents a politically and ecologically significant process that is happening—unlike events in Lhasa or Xinjiang—largely outside the view of the wider world.

What is it about the concept of "home" that makes its loss so profound and devastating, and how should the trauma of exile and alienation be approached theologically? M. Jan Holton examines the psychological, social, and theological impact of forced displacement on communities in the Congo and South Sudan and on indigenous Batwa tribespersons in Uganda, as well as on homeless U.S. citizens and on U.S. soldiers returning from the wars in Afghanistan and Iraq. She draws on ethnographic work in Africa, extensive research in practical theology, sociology, and psychology, as well as on professional work and personal experiences in America and abroad. A partir de la construcción de series de datos de inversión pública rural (IPR) a nivel departamental, con base en fuentes oficiales, este estudio analiza los efectos de sus distintas categorías sobre la pobreza rural para el caso peruano durante el periodo 2004-2012, con énfasis en el rol de los niveles subnacionales de gobierno. Los resultados muestran que los componentes de riego, caminos, telecomunicaciones y programas de apoyo al productor tienen un efecto significativo sobre la reducción de la pobreza rural, y que este se manifiesta principalmente por medio de mejoras en la productividad agrícola. Así mismo, el fortalecimiento del capital humano y las inversiones en conectividad y acceso a mercados también resultan relevantes, con un impacto que se manifiesta mediante cambios en los ingresos y la composición de la ocupación rural. Con relación al rol de los gobiernos subnacionales, se encuentra que la descentralización de los recursos de la IPR tiene un efecto significativo sobre la reducción de la pobreza, pero que este depende fuertemente del sector analizado. Así, en los casos en los que esta significancia existe —como caminos y programas de apoyo al productor—, dicho efecto parece sustentarse en posibles mejoras en el diseño y focalización de intervenciones desde los niveles subnacionales de gobierno, y no necesariamente en ganancias de eficiencia en la ejecución de los recursos IPR disponibles. De manera integrada, estos hallazgos permiten definir criterios para una mejor orientación de la inversión pública en áreas rurales, con el fin de lograr objetivos simultáneos de incremento de la productividad agrícola y reducción de la pobreza.
