Russia's aggression against Ukraine in February 2022 caused Europe's largest influx of war refugees to the European Union after World War II. This is unprecedented in many aspects, covering primarily the Central and Eastern Europe, which historically have been countries of emigration rather than migration. Against this background, grassroots initiatives and civic actions taken in Poland, local government bodies, state authorities, as well as the Catholic Church are considered. The key challenges and problems in supporting migrants from Ukraine are interpreted in terms of the theory of resource mobilization and the concept of "new social movements".

One kind of institution join the several types and areas of power (e.g. subordination of the legislative and judicial authorities to the will and disposition oftheexecutive, conversion of parliament and orchards, public prosecutor's office into tools of government, governing party). The permanent effect of such changes may bethe monopolisation of the authorities – theexclusive practical ability to govern for a given political force and the process of immortalisation,reproductionofsuch a monopoly
The mass media play a crucial role in modern societies. Media allows reaching with information's about current events to the broad masses of recipients, they interpret it and construct their meanings, they create a community of values, organize entertainment in leisure time and mediate in mobilizing social movements. Mass communication is also related to conduct of public debate and developing public opinion awareness about social problems. The aim of this article is to bring closer look on the results of empirical analysis of selected messages perceived by older people in the press, radio and television that are related to their image, problems and interests. Work outlines the expectations of senior citizens towards activities of mass media on local and national level.
Transitions, democratization and recent democratic backsliding in CEE provide a rich context for examining the meaning and shifting of civic activism and how people participate and organize in civil society today. This article offers a fresh and comparative analysis based on empirical data on the question of what motivates formal and informal activism, and the potentially transformative role of civil society that has recently faced such challenges as democratic backsliding, shrinking public space and polarization. It looks specifically at the responses of Polish and Hungarian activists and advocacy CSOs to these new challenges. Their strategies bring an important lesson on how civil society actors can adapt, continue their mission, or even turn challenges into opportunities. These new trends indicate that civic space in CEE is shifting which is further influenced by the reactions to new forms of social, economic and political crises. It is argued that this shift and the new trends in civic activism require not only fresh empirical data, but also a revision of normative and methodological approaches that have so far been used in civil society and social movement research.
Dynamism and complexity of international environment is reflected in Incessant rotation of values. Experience and knowledge from disaster of Two Enormous World Wars, grounded in complicated structure of contemporary world - democratic values, which have dominated circle of principles. The main role in this process was plaid by United Nations, that became promoter of peace and regard for otherness. The author analyze how international community had been changed. The awareness of circulation of values determines the way of human thinking and proclaimed such important factors in global system. Disproportions in development in different parts of the World are escalated by increasing economic cooperation between international actors, and Hitech achievements. Singular nation cannot solve this issue by itself. Challenges of globalization like: poverty and hunger, pollution, or gender unequal, demand transnational activity. Most of those disadvantages has argued how necessary global social movements are to neutralize global disproportions. The author notices that social activities in global assessment created new attitude for global citizens. Members of this new global community identify world as a common place. That project has been creating and in authors opinion belongs to one of the most important challenge in the future.
Odrodzenie samorządu terytorialnego w 1990 r. stanowiło zasadniczą zmianę ustrojową. Niedawno minęło 25 lat od tego wydarzenia, ale obraz rozwoju samorządności w Polsce trudno jednoznacznie ocenić. Celem niniejszego artykułu jest zarysowanie odpowiedzi na pytanie, w jakim stopniu oczekiwania związane z rewitalizacją społeczności lokalnych poprzez odrodzenie samorządu terytorialnego zostały spełnione, a więc w jakim stopniu realizację znalazła idea pomocniczości. Kwestia ta jest analizowana na przykładzie kilku obszarów życia społecznego: a) aktywności tzw. trzeciego sektora i współpracy organizacji pozarządowych z jednostkami samorządu terytorialnego (pomocniczość pozioma); b) stosowania procedur i technik partycypacji (włączania obywateli do procesu podejmowaniu decyzji publicznych); c) działania jednostek pomocniczych (rad osiedli i sołectw ‒ pomocniczość pionowa); d) aktywności obywatelskiej w postaci ruchów i inicjatyw społecznych (zwłaszcza tzw. ruchów miejskich); e) regionalizmu.Jeśli uznać, że celem reformy samorządowej było praktyczne zrealizowanie idei pomocniczości, to cel ten został osiągnięty. Jednak niewątpliwy sukces polskiej samorządności, który zmienił Polskę na lepsze, nie przełożył się na sukces polskiej samorządności rozumianej jako sfera harmonijnej współpracy wybieralnych władz lokalnych odpowiedzialnych wobec aktywnych społeczności. Struktury samorządu zdominowały życie lokalne, w wielu przypadkach urzędy stanowią największego pracodawcę, co ma negatywne oddziaływanie zarówno w sferze ekonomicznej, jak i społecznej. W tym sensie więc można mówić o częściowej porażce samorządności, która jest dzieckiem sukcesu reformy samorządowej. ; The revival of local government in 1990 constituted a fundamental change in the Polish political regime. However, on the twenty-fifth anniversary of this event the picture of local government in Poland is still unclear. The article offers answers to questions about how the expectations related to the revitalisation of local communities through the revival of local government have been met and about the scope of the idea of subsidiarity implementation. The following areas of social life are analysed: (i) the activity of what are known as third sector organisations and their cooperation with local government (horizontal subsidiarity); (ii) the use of procedures and techniques of participation by local government; (iii) the functioning of local government auxiliary units (district councils and village councils – vertical subsidiarity); (iv) activities of urban social movementsand initiatives; (v) regionalism. Considering the practical implementation of the idea of subsidiarity as the main purpose of the local government reform, the objective has been achieved. However, the unquestionable success of the Polish self-government which have changed Poland for the better does not entail the revival of Polish local communities. The harmonious cooperation of elected local authorities accountable to an active community is still missing. Local government structures have dominated local life, being in many places the largest employer, with all negative consequences of this in terms of both economic and social life. In this sense, it can be argued that a partial failure of self-government is a side effect of the success of the self-government reform.
The article discusses the condition of civil society in contemporary Serbia, with special emphasis on the relations between its representatives and the authorities (both at the local and state level). The main objective of the analyses is to answer the question of the position of the civil sector within Serbia's broadly understood political system. What role do both formal non-governmental organizations and grassroots non-institutionalized social movements play in this relatively young democracy? What is the attitude of the authorities to grassroots civil activities, which often manifest criticism towards the decisions and actions of those in power? These questions will constitute the central axis of my considerations in this article. The research problem indicated above is analysed on two essential levels. Firstly, the article discusses existing studies and research on the nature of civil society in Serbia and the ways in which it functions. Secondly, the author analyses the results of qualitative research carried out at the late 2018 and early 2019 among representatives of Serbian civil movements and organizations. The conclusions stemming from these analyses are presented in the final part of the article. The analyses carried out indicate the problems that face the civil sector in Serbia. First and foremost, one should draw attention to the authorities' rather negative view of the civil sector. What is also noteworthy is an extended network of connections of the authorities with the private sector as well as with right-wing, nationalist, pro-government organizations. These circumstances to a large extent hinder or even preclude dialogue (and further cooperation) between public and civil institutions.

The factors which create appreciation to two political parties, Palikot's Movement (presently Your Movement) and Poland Comes First and their leaders, were shown. The assessment of sympathy towards the parties was made in order to nd out if it is not related with the political organizations from which the leaders come (Civic Platform and Law and Justice). The issue of emotions was also analysed since they are important elements of the attitudes, as well as they form them. The studies associated with the political attitudes improve that emotions towards the candidates have an impact on the voting process. Electors often have preconception feelings towards the candidates when they don't know anything about their platforms. The survey shows, that Janusz Palikot is much more recognizable as the politician than Paweł Kowal. The attitudes towards his party are very emphatic and they are related with the antipathy to Law and Justice and Jarosław Kaczynski and with the sympathy to Donald Tusk, the prime minister. The analysis also suggest that the supporters of Poland Comes First create their views through the traditional socializing agendas like the social background, whereas the supporters of Janusz Palikot's party form their views on the basis of contact with their partners, at the same time rejecting the traditional socializing institution as the church.

This paper is devoted to the analysis of the socio-political changes that occurred in Poland in 2016 as a result of the outbreak of the so-called black protests. The protests, which later became known as the All-Poland Women's Strike, were activated several times in the following years, as a result of subsequent events related to the provisions regulating the right to abortion in Poland. The empirical findings contained in this text result from the analysis of statistical data (CBOS reports), dedicated to the research of political party electorates, which was carried out in 2015, 2017 and 2021. Moreover, the article presents own research conducted in the period from April to July 2021 using the method of analysis of the content published on social media by entities established after 2016. The results of the research confirm that the outbreak and the subsequent periodic activation of protests, supported by the activities of entities promoting the right to abortion, initiated two significant changes in Poland. The first is the clear polarization of political party electorates regarding the right to abortion, and the second is the intensification of the discourse on the very right to abortion, introducing new arguments regarding termination of pregnancy to the agenda (as well as other topics related to the situation of women and broadly understood sex education). Both of the indicated outcomes resulted in the phenomenon of abortion being visible in the public discourse, especially in social media. The following analysis is part of the trend of social research devoted to the importance of socio-political protests in democratic countries and the role of social media as an immanent tool used in the activity of new social movements.
The subjective point of view of experts is often translated into attempts at free reinterpretation of legal acts. The participants of the " dispute about a monument" may include the investor, architect, conservators, politicians, officials, as well as third parties - citizens. In order to make it possible to objectivize the decisions made, to establish a dialogue based on a common point of reference or to give the public the opportunity to object, I suggest performing oculographic examinations. Eye tracking (or oculography) allows to track how people become visually familiar with the objects presented to them. By registering the movements of eyeballs of a large group of observers, it is possible to examine the preferences governing this process as well as to observe the changes resulting from modifications introduced within the presented object. The article briefly discusses the possible use of eye trackers for the purposes of diverse legal protection of historical monuments and a multifaceted opportunity for the society to participate in this process. The text also includes arguments for and against the introduction of such a method to common use. For the legibility of the argument, the phenomenon is described based on the example of the library erected in Ostrów Tumski in Wrocław. The aim of the article is not to undertake an individual criticism of the mentioned realization, but only to list the problems that could be efficiently solved thanks to a completely new research approach. ; Subiektywny punkt widzenia ekspertów często znajduje przełożenie na próby swobodnej reinterpretacji zapisów aktów prawnych. Uczestnikami "sporu o zabytek" mogą być zarówno inwestor, architekt, konserwatorzy, politycy, urzędnicy, jak i osoby trzecie - obywatele. W celu umożliwienia obiektywizacji podejmowanych decyzji, nawiazania dialogu opartego o wspólny punkt odniesienia lub danie społeczeństwu możliwości sprzeciwu, proponuję wykonywanie badań okulograficznych. Eye tracking (czyli okulografia) pozwala na śledzenie tego, w jaki sposób ludzie zapoznają się z prezentowanymi im przedmiotami. Dzięki rejestracji ruchów gałek ocznych dużej grupy obserwatorów możliwe jest zbadanie preferencji rządzących tym procesem jak i zaobserwowanie zmian wynikających z modyfikacji wprowadzanych w obrębie prezentowanego obiektu. W artykule zwięźle omówiono możliwe zastosowanie okulografów dla potrzeb różnorodnej, prawnej ochrony zabytków oraz wielowątkowego umożliwienia społeczeństwu uczestnictwa w tym procesie. W tekście umieszczono również argumenty za i przeciw wprowadzeniu takiej metody do powszechnego użytku. Dla czytelności wywodu zjawisko opisano w oparciu o przykład biblioteki wzniesionej w obrębie wrocławskiego Ostrowa Tumskiego. Celem artykułu nie jest podjęcie jednostkowej krytyki wspomnianej realizacji, a jedynie wyliczenie problemów, które mogłyby być sprawnie rozwiązane dzięki zupełnie nowemu podejściu badawczemu.
Zmiany polityczne na Ukrainie dokonują się w szczególny sposób. Są one efektem rywalizacji różnych grup politycznych, ale także bywają wymuszane przez ruchy obywatelskie takie, jak pomarańczowa rewolucja czy Euromajdan. Autor artykułu podejmuje próbę analizy przyczyn, przebiegu i obecnych oraz przyszłych konsekwencji zmian systemu sprawowania władzy na Ukrainie. W oparciu o analizę systemową dokonuje szczegółowej analizy kolejnych zmian w systemie politycznym Ukrainy, wskazując na ich niekonstytucyjność i naruszenie zasad demokratycznego państwa prawa. ; Political changes in Ukraine are taking place in a peculiar way. They are the outcome of the competition between different political groups on the one hand, but they are also enforced by such social movements as the Orange Revolution a Euromaidan on the other. The author of this paper analyzes the reasons, the course and the present as well as future consequences of the changes in the system po\{er in Ukraine. On the basis of systemic analysis, he examines the subsequeril changes in the political system of ukraine in detail, indicating that they are unconstitutional and in breach of the principles of a democratic state of law. author also presents his forecast concerning the long-term outcomes produced by taking instrumental advantage of the temporary dominance enjoyed by vari groups of politicians and the threats related to the implementation of changes the political System of the state by means which go beyond the realm of law.
Die Pommersche Militärorganisation bestand von Ende 1918 bis Anfang 1920 und war eine von mehreren polnischen regionalen konspirativen Militärorganisationen, die nach dem 1. Weltkrieg entstanden und sich den Anschluss ihrer Regionen an den wieder entstehenden polnischen Staat zum Ziel setzten. Als Teil der polnischen Nationalbewegung in der Provinz Westpreußen und dabei auch ein Abbild ihrer sozialen Struktur stellt sie nach dem Ablauf von hundert Jahren ein interessantes Phänomen aus der Perspektive der Militärgeschichte, aber auch der Sozialgeschichte dar, sowohl im regionalen wie im gesamtpolnischen Maßstab. Die schlechte Quellenlage hat bis heute dazu geführt, dass der Forschungsstand zu dieser Organisation bescheiden ist. Im vorliegenden Text werden im Rahmen der durch die Quellen gegebenen Möglichkeiten die verschiedenen Etappen ihrer organisatorischen Entwicklung und die Hauptgebiete ihrer Aktivität vorgestellt, in Verbindung mit den Aktivitäten der polnischen Bewegung in Pommern und der politisch-militärischen Lage dieses Gebiets im Jahr vor der Rückkehr seines größten Teils an Polen im Januar und Februar 1920, ebenso die sich in dieser Zeit wandelnden Erwartungen an die Organisation von Seiten des Kommissariats des Obersten Volksrats und der Obersten Führung der Streitkräfte im Preußischen Teilungsgebiet in Posen und der obersten polnischen Militärführung in Warschau. Formuliert wird auch die Notwendigkeit weiterer Forschungen zur Organisation, ihres Führungskaders auf zentraler und lokaler Ebene sowie ihrer Mitgliederbasis, in Verbindung mit analogen Forschungen zu anderen polnischen militärischen Konspirationen in dieser Zeit: der Polnischen Militärischen Organisation, der Polnischen Militärischen Organisation des Preußischen Teilungsgebiets sowie der Polnischen Militärischen Organisation von Oberschlesien. ; The Military Organization of Pomerania, operating from the end of 1918 to the beginning of 1920, was one of several Polish regional underground military organizations established after World War I, aiming to incorporate their districts into the reviving Polish state. As part of the Polish national movement in West Prussia, it reflected the provinces's inhabitants' social structure. After a hundred years it constitutes an interesting phenomenon from the point of view of not only military history, but also social history- both on a regional and national level. The poor condition of the preserved source base still results in a modest state of research concerning this organization. The presented text presents subsequent stages of its organizational development and the main areas of activity, along with the activities of the Polish movement in Pomerania and the political and military situation of this area in the year preceding the return of most of Pomerania to Poland in January and February 1920. It also takes into consideration the expectations towards the Military Organization of Pomerania as expressed by the Commissariat of the Supreme People's Council and the Main Command of the Armed Forces in the Prussian Partition in Poznań and the Polish Supreme Military Authorities in Warsaw. Formuliert wird auch die Notwendigkeit weiterer Forschungen zur Organisation, ihres Führungskaders auf zentraler und lokaler Ebene sowie ihrer Mitgliederbasis, in Verbindung mit analogen Forschungen zu anderen polnischen militärischen Konspirationen in dieser Zeit: der Polnischen Militärischen Organisation, der Polnischen Militärischen Organisation des Preußischen Teilungsgebiets sowie der Polnischen Militärischen Organisation von Oberschlesien. ; The Military Organization of Pomerania, operating from the end of 1918 to the beginning of 1920, was one of several Polish regional underground military organizations established after World War I, aiming to incorporate their districts into the reviving Polish state. As part of the Polish national movement in West Prussia, it reflected the provinces's inhabitants' social structure. After a hundred years it constitutes an interesting phenomenon from the point of view of not only military history, but also social history- both on a regional and national level. The aim of the article was the analysis of the political thought of Unia Demokratyczna, Unia Wolności and Partia Demokratyczna demokraci.pl, that refers to one of fundamental pillars of the activity of this group, i.e. the past, and the influence of Komitet Obrony Robotników (Workers' Defense Committee) and "Solidarności" (Solidarity) on the ideological heritage and functioning of UD, UW and PD. The focus was also put on the issue if, and in what way the leading figures of the analysed political subjects emphasised, in the new political reality, their origins while being in widely understood political opposition in the 70s and 80s of the 20th century, and how the program content of KOR and "Solidarity" was reflected in UD, UW and PD statements. The research aim undertook within the considerations was verification of the following research hypotheses: 1) referring to the tradition of Solidarity in the communities of UD, UW and PD was treated as legitimization of power and social trust; 2) associating of UD, UW and PD with the tradition deriving from the period of political opposition was something artificial and created entirely for the purposes of the political campaign and treated as a marketing measure. Among the applied research methods a significant meaning had the analysis of the sources of political thought, including program documents, stenographs of conferences or numerous interviews, as well as the comparative method that served to compare positions of political parties towards particular issues. The conducted analyses imply that UD, UW and PD had different approaches towards the tradition of KOR and "Solidarity", which resulted from grading the political heritage and adaptability of these aspects of activities undertaken in 70s and 80s that suited the new political reality. In this sense the only acceptable form of emphasising the tradition of "Solidarity" in the political thought of UD, UW and PD was using it for promotional purposes in the period of political campaigns, with almost no reference to the tradition of KOR. ; Celem artykułu była analiza myśli politycznej Unii Demokratycznej, Unii Wolności i Partii Demokratycznej demokraci.pl odnosząca się do jednego z zasadniczych filarów działalności tego środowiska, tj. przeszłości, a zwłaszcza wpływu tradycji Komitetu Obrony Robotników i "Solidarności" na dorobek ideowy i sposób funkcjonowania UD, UW i PD. Uwagę skoncentrowano również na tym, czy i w jaki sposób czołowe postacie analizowanych podmiotów politycznych, podejmując aktywność w ramach szeroko pojętej opozycji politycznej w latach 70. i 80. XX wieku, akcentowały w nowej rzeczywistości politycznej swój rodowód oraz na ile treści programowe KOR i "Solidarności" znalazły swoje odzwierciedlenie w enuncjacjach UD, UW i PD. Celami badawczymi podjętymi w ramach poczynionych rozważań była weryfikacja następujących hipotez badawczych: 1) powoływanie się na tradycję "Solidarności" w środowisku UD, UW i PD traktowano w kategoriach legitymizacji władzy i społecznego zawierzenia; 2) utożsamianie się przez UD, UW i PD z tradycją wywodzoną z okresu działalności opozycji politycznej było tworem sztucznym stworzonym wyłącznie na potrzeby kampanii wyborczych traktowanym jako zabieg marketingowy. Wśród wykorzystanych metod badawczych istotne znaczenie odegrała analiza źródeł myśli politycznej, w tym licznych dokumentów programowych, stenogramów konferencji czy wywiadów, oraz metoda komparatystyczna, służąca porównaniu stanowisk partii politycznych wobec podejmowanej problematyki. Z przeprowadzonych analiz wynika, iż UD, UW i PD odmiennie podchodziły do tradycji KOR i "Solidarności", co wynikało z różnicowania dziedzictwa opozycyjnego i zarazem adaptowalności tych aspektów działalności z lat 70. i 80. XX wieku, które przystawały do nowej rzeczywistości politycznej. W tym znaczeniu jedyną akceptowalną formą eksponowania tradycji "Solidarności" w myśli politycznej UD, UW i PD było wykorzystywanie jej do celów promocyjnych w okresie kampanii wyborczych, przy znikomym wręcz odniesieniu do tradycji KOR.
