A terminology lineation of process of introduction of social technologies is the issue of the day of newest scientific and philosophical diskurs. Modern informative revolution assists distribution of technological approach in the different spheres of public life - economic, political, educational, management and others like that. Social technologies are the system of procedures, methods, receptions of adjusting of social processes and phenomens. But instead of concept of social technology terms "social engineering" and "social constructing" are often enough used. However a concept "social engineering" recreates the concrete aspects of organization of engineering activity. A term "social constructing" is used mainly in modern sociology of knowledge, which does not deal with the direct constructing of reality.In modern scientific and philosophical diskurs terms "social technology", "social engineering" and "social constructing" there are occupied the special place. In accordance with inherent to her rich in content features social technology is the integral system of procedures, methods, receptions of adjusting of social processes and phenomens on the whole. And here the social engineering is mainly interpreted as an aggregate of approaches of the applied social sciences, or applied sociology, oriented to the purposeful change of organizational structures which determine a human conduct and provide control after her. In relation to the social constructing, then by means of this concept one of varieties of engineering activity, which directly belongs to the social management, is done distinctly.Thus, in modern scientific and philosophical diskurs terms "social technology", "social engineering" and "social constructing" are occupied the special place. It is the applied sociology, oriented to the purposeful change of organizational structures which determine a human conduct and provide control after her. The social constructing is one of varieties of engineering activity in the field of social management. ; Актуальною проблемою сучасного наукового і філософського дискурсу є термінологічне увиразнення процесу впровадження соціальних технологій. Будь-яка технологія втілює соціальну форму практики, способи регулювання, контролю і управління взаємодією між предметом праці та знаряддям праці, його технологічним змістом. Під цим оглядом у "Словнику російської мови" С. Ожегова технологія постає сукупністю виробничих методів і процесів у певній галузі виробництва, тобто технологією виробництва загалом або технологією будь-якої царини його розгортання зокрема [8, 546].

U ovome radu bavimo se pitanjem kako preferencije skupine individualaca spojiti u jednu preferenciju koja bi najbolje opisivala preferenciju društva. Na početku, u prvom poglavlju upoznajemo se s nekim od najpoznatijih načina glasovanja i problemima koji se javljaju prilikom primjene istih. U drugom poglavlju razmatramo funkciju društvenog blagostanja koja profile preferencije svih individualaca u društvu preslikava u jednu relaciju preferencije. Pokazujemo da kada postoje tri ili više alternative, ne postoji funkcija društvenog blagostanja koja zadovoljava određene uvjete. Zatim u trećem poglavlju se bavimo funkcijom društvenog izbora koja sve profile preferencije skupine individualaca preslikava u jednu alternativu, i to onu koja bi društvu bila najpoželjnija. Tu također pokazujemo da takva funkcija ne postoji u slučaju kada imamo tri ili više alternativa i određene uvjete koje bismo htjeli da funkcija zadovoljava. U četvrtom poglavlju, u obzir uzimamo i mogućnost manipulativnosti, odnosno gledamo što se događa ako individualci iskažu preferencije koje se razlikuju od njihovih stvarnih preferencija. Na kraju, u petom poglavlju razmatramo slučaj ponderiranog glasovanja, gdje svaki individualac na raspolaganju ima određen broj glasova koji mu je dodijeljen prema nekim pravilima te proučavamo dva načina na koja možemo odrediti koliku moć ima odredeni individualac u takvim sustavima glasovanja. ; In this thesis we deal with the question of how to aggregate preferences of a group of individuals into a single preference that would best describe preference of the society. At the beginning, in the first chapter we meet some of the most famous voting systems and problems encountered when applying them. In the second chapter, we consider the social welfare function which maps profile preferences of all individuals into one preference relation. The features of Ukrainian social politics are considered based on research of the existing in foreign and home science going near understanding of social politics. The study examined the impact of market reforms on the development of the state social policy in Ukraine. The specific of social politics is exposed. The contradiction in the acceptance of political decisions in this sphere is certain. The general trends in the transformation of social policy, reflecting the specific functioning of the welfare state under conditions of market transformations are educed. The basic lacks of realization of social politics in Ukraine are certain. It is proved that the existing system of social protection requires significant improvement, because a significant portion of the population lives below the poverty line, has a low level of well-being. It was revealed that the social policy of Ukraine has a number of drawbacks, namely: non-transparent legislative framework, the presence of a large number of inefficient social benefits, imperfect system of financing and bureaucracy in the bodies of social protection and the like. It is proved that the improvement of the social security system should be based on improving the organizational, legal, financial measures provided by relevant government programs that need to be focused on economic development and improving living standards.

The critical state of society can be measured by a system of interrelated indicators - economic, technologi­cal, political, cultural, ethnic and demographic. However, it is no exaggeration to state that they originally focused on the social aspects of life people lead to an integrated life crisis at a time of social transformations. There is no universal model of social dialogue; it is a means of improving productivity and competitiveness. Social dialogue - not only a form of crisis management, sometimes governments are turning to social part­ners only in case of economic crisis, seeking their support in taking unpopular measures. This approach is fundamentally wrong, because the dialogue is based on mutual trust and confidence, cooperation achieved over the years. That social dialogue should be used not only in adverse but also in favorable socio-economic circumstances. Opposition, competition, conflict, alternative, dissent is not only inevitable characteristics of a complex human world, but necessary factors that discourage stagnation, stagnation of society, the condi­tions of its constant renewal and development. Clarification of the nature and essence of social conflict as a specific manifestation of the contradictions of social relations requires consideration of a number of interre­© І.З. First of all, we should take into account the fact that modern society is the very course of change in scientific thinking, social structure, is drawn into a new state, which is accompanied by adapting social transformation. That is why these problems require analysis of the conditions of its emergence, development methods and tools for forecasting and warning deviation from social norms. Social process includes ways of interaction between state and society, institutions and groups, political system and social environment, government and citizens. Social dialogue is one way of interaction between state and society; its interests are represented, including trade unions and organizations. Under the social dialogue process should be under­stood that includes all types of negotiation, consultation and exchange of information aimed at the successful solution of social and economic policy. The whole history of the formation of social, political, ethical thought is an attempt to find optimal development of society, get rid of unpleasant disorders that often the danger to life and well-being, deviations from accepted values and standards. All social human history represents a continuous process of self-education and self-organization of the individual and society, the development and changes of various types and forms of regulation relationships, their ordering, discipline and regulation. Society through social factors governing rules create institutions of social control over the behavior of people in order to guarantee public order and tranquility; They include a huge number of methods and means of in­fluence, habits, moral principles, traditions, customs, common rules, regulations, standards and enforcement points. Synthesis same concept is the social norm, as an important means of targeting individual or social group in a rather complex personal, group, social ties and relations in the period of social transformation. ; Кризовий стан суспільства можна виміряти цілою системою взаємозв'язаних показників - економічних, технологічних, політичних, культурологічних, національно-етнічних, демографічних та ін. Однак не буде перебільшенням стверджувати, що всі вони своєрідно фокусуються у соціальні сфери життя людей, зумовлюють інтегральну кризу життя людини у час суспільних трансформацій. Не існує універсаль­ної моделі соціального діалогу, він є засобом підвищення продуктивності праці та конкурентоздатності. Соціальний діалог - не лише форма управління кризою, іноді уряди звертаються до соціальних партне­рів лише у випадку економічної кризи, шукаючи їх підтримки у вжитті непопулярних заходів. Такий підхід докорінно помилковий, оскільки діалог повинен ґрунтуватися на взаємній довірі та впевненості, що досягаються роками співробітництва. Тобто соціальний діалог повинен використовуватися не лише за несприятливих, але й за сприятливих соціально-економічних обставин. Протистояння, опозиція, конкуренція, конфлікт, альтернативність, інакомислення є не тільки не­минучими характеристиками складного світу життя людей, а й необхідними факторами, що відвертають застій, стагнацію суспільства, умови його постійного оновлення і розвитку. З'ясування природи і суті соціального конфлікту, як специфічного прояву суперечності суспільних відносин вимагає врахування цілої низки взаємопов'язаних факторів. Насамперед слід взяти до уваги ту обставину, що сучасне сус­пільство самим ходом змін, що відбуваються у науковому мисленні, соціальній структурі суспільства, втягується в якісно новий стан, адаптація до якого супроводжується суспільними трансформаціями. От чому названа проблема вимагає аналізу умов її появи, розробки методів і засобів попередження і прогно­зування відхилень від соціальних норм. Соціальний процес включає способи взаємодії держави і суспільства, інститутів і груп, політичної системи і соціального середовища, уряду і громадянина. Соціальний діалог є одним із способів взаємо­дії держави і суспільства, його інтереси представляють, у тому числі, професійні спілки та організації. Під соціальним діалогом слід розуміти процес, що включає всі типи переговорів, консультацій та обміну інформацією, спрямований на успішне вирішення питань соціально-економічної політики. Вся історія становлення суспільно-політичної, етичної думки є спробою знайти оптимальні шляхи розвитку сус­пільства, тобто звільнитися від неприємних порушень, які нерідко є небезпекою для життя і благополуч­чя людей, відхиленнями від загальноприйнятих цінностей і стандартів. Вся соціальна історія людства уособлює безупинний процес самовиховання і самоорганізації індивіда і суспільства, розвитку і зміни різних типів і форм регулювання взаємин, їх упорядкування, дисциплінованості та нормування. Сус­пільство за допомогою соціальних чинників регулює норми, створює інститути соціального контролю за поводженням людей з метою гарантування суспільного порядку і спокою; вони включають величезну кількість методів і засобів впливу: звички, моральні принципи, традиції, звичаї, загальноприйняті пра­вила, розпорядження, норми та моменти примусу. The social functions of social audit are identified theoretically using the analysis of the practice of social audit and comparing it with similar concepts (the diagnostics, monitoring and expertise). The principles of conduct of social audit expanded and detailed. Observance of the principles has effect on the efficiency of social functions. It is concluded that the range of functions of social audit in connection with the processes of distribution of social responsibility of business, government and civil society is expanding. ; На основі аналізу практики застосування соціального аудиту та зіставлення його зі спорідненими поняттями (діагностикою, моніторингом та експертизою) теоретично визначені суспільні функції соціального аудиту. Розширені та конкретизовані принципи його проведення, дотримання яких впливає на ефективність суспільних функцій. Зроблено висновок про розширення спектру функцій соціального аудиту у зв'язку з процесами поширення соціальної відповідальності бізнесу, влади, громадянського суспільства.

U radu se razmatra potencijalni doprinos socijalnih inovacija jačanju socijalne kohezije i ublažavanju učinaka krize. U politikama i programima financiranja Europske unije socijalne inovacije prepoznaju se kao važan doprinos jačanju socijalne kohezije, koja slabi uslijed krize i povećane socijalne ranjivosti. Istovremeno, pokazuje se da su socijalne inovacije u hrvatskom kontekstu i dalje slabo poznat koncept priređivačima politika, stručnjacima i široj javnosti. Nalazi i zaključci rada temelje se na empirijskom istraživanju provedenom u okviru međunarodnog FP7 projekta WILCO – Welfare Innovations at Local Levels in Favour of Cohesion, unutar kojeg su studirani izabrani gradovi (u Hrvatskoj su to bili Zagreb i Varaždin); obilježja njihovih socijalnih sustava te su analizirani identificirani primjeri socijalnih inovacija. Lokalni socijalni sustavi gradova u istraživanju tek djelomično odražavaju karakteristike nacionalnih socijalnih režima, a otvorenost i podrška lokalnih vlasti ključna je za razvoj i održivost socijalnih inovacija. Većina istraživanih inovacija je u području usluga, iako se inovacije prepoznaju i u inovativnim instrumentima regulacije i socijalnih prava, novim oblicima vladavine te novim modalitetima rada i financiranja organizacija te one mogu utjecati na postupne promjene samih lokalnih socijalnih sustava. U hrvatskom kontekstu razlikujemo tri tipa socijalnih inovacija: (1) inovacije koje nastaju u javnom sektoru, uz podršku stručnjaka izvan sektora, (2) inovacije koje dolaze iz inozemstva, kao rezultat inozemnih financijskih programa te (3) inovacije koje dolaze iz civilnog društva, temeljem samoorganizacije građana. Dok se u primjerima nekih zapadnoeuropskih gradova javni sektor sa svojim profesionalnim kapacitetima prepoznaje kao važan proizvođač socijalnih inovacija, u Hrvatskoj prijašnja iskustva te istraživanja provedena u projektu sugeriraju da većina socijalnih inovacija dolazi iz civilnog društva, pri čemu je razina kulturnog i socijalnog kapitala važan preduvjet razvoja i uspjeha inovacija. ; This paper discusses a potential contribution of social innovations to strengthening social cohesion and mitigating the effects of the crisis. In EU funding policies and programs, social innovations are recognized as an important contribution to strengthening of social cohesion, which has weakened due to the crisis and increasing social vulnerability. At the same time, it is shown that social innovations in the Croatian context are still a concept poorly understood by policy creators, experts, and the general public. The findings and conclusions of the paper are based on the empirical research conducted within the international FP7 project WILCO - Welfare Innovations at Local Levels in Favour of Cohesion, which studied the selected towns (in Croatia Zagreb and Varaždin) and characteristics of their social systems, and which analyzed identified examples of social innovations. Local social systems of cities included in the research reflected the characteristics of national welfare regimes only partially, and the openness and support of local authorities is crucial for the development and sustainability of social innovations. Most of the studied innovations were in the field of services, although innovations were also recognized in innovative instruments of regulation and social rights, the new forms of governance and new modes of work and funding of organizations, and they can have an impact on the gradual changes of the local social systems. In the Croatian context, three types of social innovations can be distinguished: (1) innovations occurring in the public sector, with the support of experts from outside the industry, (2) innovations that come from abroad, as a result of foreign financial programs, and (3) innovations coming from civil society, based on the self-organization of citizens. While in the examples of some Western European cities the public sector with its professional capacity is recognized as an important producer of social innovations, in Croatia, past experiences and the research conducted within the project suggest that most social innovations come from civil society, where the level of cultural and social capital is an important prerequisite for the development and success of innovations.

The ongoing institutional changes indicate of the growing role of the social economy in the structure of the market economy of European countries. The article analyzes the challenges for the development of the social economy at the present stage, which arise both in the EU countries and in Ukraine. The author summarizes the trends of the social economy development at the present stage and substantiates the priorities for the development of the social economy in Ukraine. Author justifies algorithm of the implementation of the development of the social economy priorities. The directions of stimulating the development of the social economy in Ukraine are highlighted based on the generalization of the practice and experience of the European Union on institutional support for the development of the social economy.

Introduction. With the development of socio-economic relations, there is a need to rethink the essence of social incentives in terms of creating conditions for an adequate standard of living, since the impact of social security on the behaviour and activities of people is multifaceted and complex. Social security belongs to the socio-economic sphere of life.Purpose is to identify areas for mobilizing social incentives for effective economic development.Methods. Methods used in the article: theoretical analysis and synthesis of the material.Results. The prospects of mobilizing the main money in a market economy are studied, and the main solvent demand is the money of the population. The author proves that if we want to develop dynamically, then we first need to accelerate the effective demand of the population, and for this, the entire economy of the country should turn to face the person.Originality. It is proposed to create conditions for the citizens of Ukraine to earn more, namely: through the promotion of social policy, whose task is to always push the size of minimum wages and minimum pensions, all the time enriching the subsistence minimum, on which the size of the minimum wage and the minimum pension is oriented . It is proved that such a way of mobilizing incentives for development is particularly relevant, since we simply lack a conscious policy of raising the minimum wage.Conclusion. If we follow today's trends of state regulation of the socio-economic life of society, then the government's increasing role in regulating the social sphere is clearly visible. The state at the expense of the budget provides assistance to the disadvantaged - the disabled, the unemployed, the elderly - mainly on a targeted basis.

The work is devoted to consideration from sociology perspective the social values in police cadets' social competence structure. The definition of social competence is based on norm and values of professional group members, i.e. police cadets, who is an object of study. Social competence reveals itself and develops in social interaction and therefore ultimately determines the cadets' ability to establish successful ways of interpersonal cooperation. In the article the personal value orientations of police cadets within police educational institutions were examined. The range of social values immanent to police activity was outlined, such as respect for human rights and tolerance. Tolerance in police perspective is considered as rejection of violence and eradication of any forms of racism and xenophobia. The personal values of police cadets were associated with level of tolerance, as a main foundation of democratic society, the principles which police officer has to exercise on and off duty. Additionally, it was clarified that for police officer the professional knowledge and skills in establishing fruitful cooperation, especially with community are indispensible. The social competence likewise tolerance becomes apparent in attainment by individual the social goals. The analysis of social values role in the structure of police cadets' social competence and the relations between social values and social environment of police educational institution were carried out. The quota sample from total quantity of police cadets in amount of 228 cadets was made up. The sample consisted of two groups from each year of study. Before the main survey implementation, we conducted the preliminary study of our sample in order to clarify the cadets understanding regarding the meaning of tolerance and its application in police work. In order to find out the ways of value component formation in the structure of social competence the training was performed for one group of each year with utilization of various exercises. The remained groups went through normal study process. Afterwards, we conducted comparative analysis. The experimental measuring of value component of police cadets' social competence and received data analyses showed that better results on mature value component in experimental groups, which indicates the necessity of purposeful formation of social competence within police educational institution. ; У статті розглянуто ціннісні орієнтації особистості у курсантів вищих навчальних закладів МВС України. Проведено аналіз ролі цінностей у структурі соціальної компетентності курсантів, зв'язку цінностей із соціальним середовищем навчального закладу. Зроблено експериментальний вимір ціннісного компоненту соціальної компетентності курсантів та аналіз отриманих даних.

Modern country has a variety of political confl icts, as confl icts over the choice of strategy and the main vectors of social development, language. Social and political con-fl icts arising from the redistribution of power. Confl ict, defi ned by their sharpness, real and potential consequences. However, the general approach to the study of confl ict in various scientifi c theories reveals from various angles and approaches to their solution. In the process of explaining the dynamic changes that occur in confl ict situations, stands the positive role of confl ict in the community.The current situation in Ukraine is a feature to consider confl icts where many causes of confl icts within the policy becomes politicized due to the speculative use of political par-ties and movements, historical, cultural, spiritual problems present in their interests. This is particularly pertinent issue of bilingualism in Ukraine, measurement of certain historical events and personalities interfaith relations. In modern Ukrainian reality this kind of political confl icts plays a signifi cant role, as confl icts over the choice of strategy and the main vectors of social development, particularly among supporters of liberal and social-oriented strategy, European integration and pro-Russian, Ukraine's entry into NATO and the preservation of the non-aligned status of the Ukrainian state.Keywords: confl ict, social confl ict, struggle, confl ict theory. ; У сучасній Україні існує різновид політичних конфліктів, як конфлікти з приводу вибору стратегії та головних векторів суспільного розвитку, мови. Modern countries face a variety of political confl icts, as confl icts over the choice of strategy and the main vectors of social development, language. Social and political confl icts arising from the redistribution of power. Confl icts vary by their sharpness, real and potential consequences. Confl ict analysis is a crucial tool for understanding social and political processes, and for guiding confl ict management and decision-making toward the peaceful and constructive transformation of confl icts. If it is managed through dialogue and negotiation, and its structural and circumstantial causes are addressed, confl ict may offer an opportunity for realizing changes that are required to make society more fair and equitable. However, the general approach to the study of confl ict in various scientifi c theories reveals from various angles and approaches to their solution. Social confl ict itself is not necessarily negative. In many cases, it expresses a certain common sense regarding the potential and the limitations of the processes of development. the central problem is not that confl ict occurs in society today, but rather that the State lacks the necessary capacities to manage them in an effective manner. In the process of explaining the dynamic changes that occur in confl ict situations, stands the positive role of confl ict in the community. Razvoj zelenog socijalnog rada odvija se paralelno s ekološkim aktivizmom na globalnoj razini. Socijalni rad u Hrvatskoj u procesu je integriranja ekološkog pristupa u svakodnevne aktivnosti, pružanja usluga korisnicima i zagovaranja prava na zdrav okoliš. Nevladine organizacije građana aktivno sudjeluju u oblikovanju javnih politika na lokalnoj razini i šire, te unose održive promjene u zajednicu. Potreba da se socijalni radnici uključe u rješavanje ekoloških problema i izgradnju održivosti u zajednicama sve je vidljivija na globalnoj i lokalnoj razini. Prirodni svijet koji nas okružuje, primjerice klimatski uvjeti, uvelike određuju kakvi su prirodni resursi kojima raspolažemo. Socijalni radnik ne može zaobići činjenicu da raznolikosti ugrožavaju birokratski pristup koji se do sada koristio pa treba biti dovoljno tolerantan i osjetljiv za raznolikosti. Centraliziranim pristupom resursi se rijetko stavljaju tamo gdje su najviše potrebni što umanjuje sposobnost zajednice da se brine za sebe. Kako bismo se uspješno suočavali s izazovima i neuravnoteženosti u prirodnom okolišu, potrebno je razvijati i postaviti na odgovarajuću razinu otpornost zajednica. ; The development of green social work goes hand in hand with ecological activism on a global scale. Social work in Croatia has not yet integrated the ecological approach to everyday activities, providing services to users or advocating the right to a healthy environment. Non-governmental organizations of citizens actively participate in shaping public policies at local and wider level and contributing to sustainable change in the community. The need to involve social workers in solving environmental problems and building community sustainability is increasingly visible at the global and local level. The natural world around us, for example, climatic conditions largely determines what kind of natural resources we have. A social worker cannot overlook the fact that diversity endangers the bureaucratic approach that has hitherto been used, and should be sufficiently tolerant and sensitive to diversity. With a centralized approach, resources are rarely placed where they are most needed and thus undermine the community's ability to take care of themselves. In order to successfully face challenges and imbalances in the natural environment, community resistance needs to be developed.

The present article is devoted to the problems of inclusion in modern Ukrainian society. The concept and essence of inclusion are studied from the point of view of the theory of social comprehension (of the essence of inclusive group), dynamics of social structure and social interactions. The inclusion is divided into social and educational forms according to the modern approaches to considering types of inclusion. The main forms of inclusion are analyzed from the point of view of pedagogical and social sciences. Special attention is given to the social inclusion in modern Ukrainian society. The comparative analysis of the categories «integration» and «inclusion» is carried out and the main common and distinctive features of these categories are determined in the article. It is said that social inclusion can be analyzed only in context of social exclusion, because they are both parts of the same social process. The potential of such further analysis are researched. The peculiarities of the process of social inclusion in modern Ukrainian society are analyzed. The main characteristics of social inclusion are described in the article on the basis of analysis of modern scientific literature. Special attention is given to the social inclusion in social work and social science. From the point of view of socio-pedagogical science social inclusion is analyzed as democratic action about comprehension somebody or the whole social group into some activity or cultural process. Social inclusion in modern Ukrainian society becomes social mechanism, some kind of an instrument, aimed at overcoming the barriers and constraints on the path to social well-being, which radically changes the existing state social politics. The results of the research are used in the social work, pedagogical and social sciences. Наведено характеристику основних форм інклюзії, соціальної та освітньої, в сучасній Україні. Основну увагу приділено поняттю та сутності соціальної інклюзії, а також здійснено порівняльний аналіз понять «інклюзія» та «інтеграція», з метою визначення спільних та відмінних рис даних процесів. З метою обґрунтування поняття та сутності соціальної інклюзії у соціальній роботі проаналізовано та узагальнено підходи до визначення соціального включення. В статье рассмотрено понятие и сущность инклюзии в современном украинском обществе. Дана характеристика основных форм инклюзии, социальной и образовательной, в современной Украине. Основное внимание уделено понятию и сущности социальной инклюзии, а также осуществлен сравнительный анализ понятий «инклюзия» и «интеграция», с целью определения общих и отличительных черт данных процессов.
