The paper introduces a 2x2 taxonomy of exchange rate regimes in terms of convertibility restrictions (yes or no) and the form of price determination (floating versus managed exchange rates). It is argued that the convertibility is an important signal to private agents. Free convertibility in presence of fixed exchange rates reinforces the credibility of the peg; the presence of restrictions to convertibility in face of floating exchange rates reveals lack of confidence of Central Bank on the stability of the monetary standard. The former was the case of Argentina before the demise of the Cavallo plan; the latter is the case of Brazil today. The consolidation of monetary stability in present circumstances requires a sustained fiscal effort; a pre-announced process of gradual lifting of convertibility restrictions, however, may somehow alleviate such effort, thereby rendering it politically feasible. The reform of the Social Security system is perhaps the most important item of the agenda of Constitutional reforms in Brazil. Without it, the increase in the (Number of retired people/Number of contributors) ratio will create dramatic fiscal problems in the long term. This article analyzes the evolution of the Social Security expenditures in Brazil during the last 15 years. The focus of the paper is on the composition of expenditures and the trajectory of its real value, with special emphasis on the impact of inflation. After the Real Plan, the possibility that the prices might accomodate the structural pressures for increasing expenditures has practically disappeared. As a consequence, the necessity to reform the retirement system has become more evident. The paper defines a taxonomy of the different proposals of reform, comments on the most relevant issues being discussed within the debate about the Social Security and includes a proposal of reform. This proposal makes only a few changes in legislation and preserves the legal existence of the job time retirement. Nevertheless, it would have a considerable economic impact compared with the preservation of the status quo and would be a more ambitious and more feasible alternative than the one currently being discussed by Congress.
Objective: to understand the health needs of adult men from a male perspective. Methods: it is a qualitative research, performed with ten men, aged 29 to 59 years old. The data were collected in semi-structured interviews and submitted to the content analysis, thematic modality, using the Health Needs Taxonomy. Results: men's health needs are related to living conditions as financial, emotional and political aspects, and attendance in health, based on the respect and access to technologies, including the need to bond with professionals of reference and autonomy in the way of taking care of themselves. It is observed that these needs are influenced by social constructions of gender. Conclusion: male health needs are diverse, heterogeneous and socially constructed, and I requires inter-sectional actions in understanding the breadth of these actions to establish effective care. ; Objetivo: compreender as necessidades de saúde de homens adultos, sob a perspectiva masculina. Métodos: pesquisa qualitativa, realizada com dez homens, com idades de 29 a 59 anos. Dados coletados em entrevistas semiestruturadas e submetidos à análise de conteúdo, modalidade temática, utilizando-se a Taxonomia das Necessidades de Saúde. Resultados: as necessidades de saúde dos homens perpassam pelas condições de vida, abrangendo aspectos financeiros, emocionais e políticos, e por atendimentos em saúde, pautados no respeito e acesso às tecnologias, incluindo as necessidades de vínculo com profissionais de referência e autonomia no modo de cuidar-se. Observa-se que estas necessidades são influenciadas por construções sociais de gênero. Conclusão: as necessidades de saúde masculinas são diversas, heterogêneas e socialmente construídas, e requerem ações intersetoriais na compreensão da amplitude destas para o estabelecimento de um cuidado efetivo.
No contexto político, entende-se por participação o envolvimento dos cidadãos na tomada de decisões, incluindo mecanismos para que as pessoas intervenham nas escolhas políticas e sociais, entre outras áreas de ação. Esses mecanismos são cruciais, pois a democracia depende da participação cívica na vida política. No entanto, na era do big data, a participação não é possível sem o acesso e controle de dados por parte das pessoas; isto é, os direitos civis tornam-se direitos digitais. Este artigo trata da literacia de dados como um filtro para a participação e do papel das pessoas comuns no ambiente e nos processos de datificação.Como a participação num mundo datificado depende da capacidade das pessoas de entrar na contenda, questões sobre onde se estabelecem as linhas de separação entre especialistas e não especialistas (ou seja, cidadãos comuns) e se a intervenção na infraestrutura de dados requer um grau de literacia de dados para participação efetiva constituem uma discussão relevante para a prática e teoria do ativismo como uma forma de envolvimento político ou cívico. O envolvimento político é entendido aqui como uma ação coordenada voltada para a resolução de problemas, campanhas e assistência aos cidadãos. Ou seja, para resgatar a participação política num domínio de dados, é necessário um certo grau de capacitação. Partindo de uma taxonomia do envolvimento em data mining (Kennedy, 2016) e casos empíricos de mapeamento de crises (Gutierrez, 2018a, 2018b), este artigo teórico propõe conceptualizações para pensar sobre as implicações da participação na contemporaneidade. ; In politics, participation can be understood as citizen involvement in decision making, including mechanisms for people to intervene in political and social choices, among other areas of action. Those mechanisms are crucial since democracy hinges on civic participation in political life. However, in the big data era, participation is not possible without people's access to and control of data; that is, civil rights become digital rights. This article deals with data literacy as a filter for participation in a datafied environment and the role of ordinary people in data processes. Because participation in a datafied world depends of people's ability to enter the fray, questions about where lines can be drawn to separate experts from non-experts (i.e. ordinary citizens) and whether intervention in the data infrastructure requires a degree of data literacy for effective participation constitute a relevant discussion for the practice and theory of activism as a form of political or civic engagement. Political engagement is understood here as coordinated action aimed at problem-solving, campaigning and assisting others. Namely, to rescue political participation in a datafied domain, a degree of skill is necessary. Drawing from a taxonomy of data mining involvement (Kennedy, 2016) and empirical cases of crisis mapping (Gutierrez, 2018a; 2018b), this theoretical article offers conceptualisations to think about what participation entails today.
