Current state of mechanisms of regional and local governance: tactical innovations
The article examines the current state and process of formation of mechanisms of regional and local government. Theoretical principles of the current stage of the process of decentralization of power as an object of public administration under modern conditions of reforming the system of state and regional governance in Ukraine are revealed. It is established that from the standpoint of the science of public administration, profound market changes in the national economy require updating the mechanisms of regional and local development, certain tools of public administration and administration in order to ensure governance at the local level. The formation and implementation of purposeful, active public policy, in particular in the field of decentralization and resource provision of the capacity of communities that have become a leader in local development in Ukraine, should become a regularity in overcoming negative phenomena in national economic practice. Further directions of the decentralization process are presented and certain results of the first stages of implementation of the process of transfer of power to the local government system under the conditions of using European practices of implementation of mechanisms of interaction at the community level, in particular introduction of the institute of mayors. It was emphasized that the further process of decentralization and the functioning of local self-government require some clarification of the algorithm of actions for the future functioning of the system of local self-government, in particular district councils. There is a need to define a clear list of council powers and resources for their implementation, which in turn should be enshrined in the new version of the law on local self-government.
