Статья посвящена современным проблемам формирования религиозной толерантности. Анализируются некоторые аспекты религиозной толерантности и межэтнических отношений в Узбекистане.Автор анализирует, механизмы формирования религиозной толерантности связанные со всей системой общественных отношений, с возможностью полноценной реализации конституционно-демократических прав и свобод, с уровнем духовной культуры личности и социума. Проводится анализ условий развития узбекской этноконфессиональной среды, выделяются векторы государственной политики в отношении данного феномена, определяется значение толерантности в отношении существующих конфессий для формирования конструктивного поля диалога.

The article deals with the problem of tolerance in the aspect of its substantial features in the Russian students. The student's period is a further development of the individual in the direction of expansion of representations about social competence, development of social interaction culture, respect for different social groups. The character of the empirically identified intergroup similarity is determined by the age-specific features of studentship as a youth group, a crucial age of the tasks associated with interpersonal and intergenerational communication, political apathy, lack of interest in the field of ethno-cultural social reality. It is shown that tolerance as respect, acceptance and appreciation of other cultures, ways of expression and manifestation of the human personality of the students is fully formed. It is revealed that in the structure of tolerance of students ethical, cognitive, affective components predominate, the least represented components being conative, need-motivation, active, stylistic, identificational and group ones. It was found out that content of tolerance is characterized by regional specificity as environmental factor. ; Статья посвящена проблеме толерантности в аспекте ее содержательных особенностей у российских студентов. В студенческий период происходит дальнейшее развитие личности в направлении расширения представлений о социальной компетентности, развития культуры социального взаимодействия, уважительного отношения к различным социальным группам. Характер эмпирически выявленного межгруппового сходства обусловлен возрастной спецификой студенчества как молодежной группы, решающей задачи возраста, связанные с межличностным и межпоколенческим общением, аполитичностью, отсутствием интереса к этнокультурной области социальной реальности. Характер выявленных различий свидетельствует о региональных социально-экономических и культурных особенностях, влияющих на формирование области интересов и предпочтений. Показано, что толерантность как уважение, принятие и правильное понимание других культур, способов самовыражения и проявления человеческой индивидуальности у студентов полностью сформирована на уровне видов толерантности. Выявлено, что в структуре толерантности у студентов наиболее представлены этико-нормативный, когнитивный, аффективный компоненты, наименее – конативный, потребностно-мотивационный, деятельностно-стилевой, идентификационно-групповой. Выявлено, что содержание толерантности характеризуется региональной спецификой, которая играет роль средового фактора.

International audience ; The need to study this problem is associated with individual contradic- tions in the United Nations (UN) documents and the need to eliminate them. The purpose of the article is to substantiate the advisability of making changes to UN documents due to the incorrect use of the concept of "tolerance" and its analogues, including in Russian versions. In the main part of the study, the authors, on the basis of their comparative anal- ysis of the content of the UN General Assembly Resolutions, in terms of the use of the concept of "tolerance", come to the discovery of two groups of contradictions in UN doc- uments that require resolution. The authors examine these two groups of contradictions in detail, noting their characteristic features. Universal human rights take priority over the rights of people determined by their racial, religious, ethnic affiliation, as well as other immanent features. The social contradictions that have worsened against the background of the COVID-19 pandemic have led to a number of conflicts based on hostility towards carriers of "otherness". The events of 2020 have shown that it is imperative to introduce "harmony in diversity" into the relationships between people with different immanent features. The international political and legal institute, designated in the working lan- guages of the United Nations by the terms "tolerance" and "la tolerance", is designed to provide this harmony. Meanwhile, at present there are many circumstances that prevent the implementation of the idea of "tolerance" ("la tolérance"). The most important of them is the lack of a clear position in official UN documents regarding the content of the idea. The analysis of UN documents, including the Russian-language versions, revealed contradictions in the use of the concept of "tolerance" ("la tolérance") and its analogues. This article aims at more or less coherent reproduction of and reflection upon key philosophical ideas discussed at "Rethinking tolerance as a virtue, political demand and moral character" conference, which was held at Karl-Franzens University of Graz, Austria, 5-6 October 2018. В статье дан краткий исторический анализ понятию
толерантность. В современном обществе толерантность чаще всего имеет
религиозную и духовную направленность. При этом немаловажную роль
занимает смещение вектора толерантности в сторону тоталитаризма.
Понятие толерантность как свободомыслие и свобододуховность человека
подменяется возвеличиванием, абсолютизацией свободы любой
индивидуальности, что ведет к отрицанию моральных принципов и в итоге
свобода перейдет во вседозволенность.

The article considers religious tolerance as the basis for ensuring internal stability and integration of the society, keeping them from upheavals, suppressing the split of nations and states. According to Article 31 of the Constitution of the Republic of Uzbekistan, "Freedom of conscience is guaranteed for all. Everyone has the right to profess any religion or not to profess anyone. Forced imposition of religious beliefs is unacceptable". As noted in Article 61 of the Constitution, "religious organizations and associations are separated from the state and are equal before the law. The state does not interfere in the activities of religious associations". The article considers that religion embraces various interaction processes: communication, socialization, transference of religious experience, development of ties between individual believers, between believers and the religious community, the clergy, between religious organizations of different religions. The article discusses freedom of conscience – the guaranteed constitutional right of citizens to profess any religion or not to profess anyone. As noted in Article 3 of the Law of the Republic of Uzbekistan "On Freedom of Conscience and Religious Organizations", any compulsion is not allowed when a citizen determines his attitude to religion, to profess or not to profess religion, to participate or not to participate in religious services, religious rites and ceremonies, in receiving religious education. The involvement of minors in religious organizations, as well as the training of their religion against their will, the will of their parents or persons replacing them, is not allowed. The exercise of freedom to practice religion or other convictions is subject only to those restrictions that are necessary to ensure national security and public order, life, health, morality, rights and freedoms of other citizens. Foreign citizens and stateless persons enjoy the right to freedom of conscience and freedom of religion on an equal basis with citizens of the Republic of Uzbekistan and bear the responsibility established by law for violation of legislation on freedom of conscience and religious organizations.

В статье автор анализирует понятие «толерантность». На основе теоретического анализа представлены педагогические условия и принципы духовно-нравственного воспитания толерантности у человека, поскольку толерантность является демократической ценностью современного общества и важной составляющей личности человека, т.к. качество любого социума напрямую зависит от умения людей взаимодействовать друг с другом, от того, воспринимают ли они друг друга, уважают и поддерживают или учатся друг у друга, как объединяют свои усилия во имя общего блага, для постоянного улучшения своей материальной и духовной жизни. ; In the article the author analyzes the concept of "tolerance". On the basis of theoretical analysis, the pedagogical conditions and principles of spiritual and moral education of tolerance in a person are presented, since tolerance is a democratic value of modern society and an important component of a person's personality, since tolerance is the quality of any society directly depends on the ability of people to interact with each other, on whether they perceive each other, respect and support or learn from each other, how they combine their efforts in the name of the common good, for the constant improvement of their material and spiritual life.

It was noted that mutual respect, conflict-free, quiet living nearby, cultural tolerance, enrichment in the interaction of cultures are necessary factors ensuring their integration into the global cultural space. The article also explores specific aspects of the Azerbaijani model of tolerance, which is distinguished by its democratic nature and openness to the world culture.

Актуальность исследования вытекает из глобализации, охватившей современный мир и предполагающей частое столкновение человека с «иным». Толерантность в ситуации, когда межэтнические конфликты становятся преобладающей формой насилия с большой кровопролитностью, выступает механизмом обеспечения нормального функционирования общества. Целью исследования является рассмотрение толерантности и специфики позиции молодежи относительно вопроса межэтнических отношений. Анализируется «Декларация принципов терпимости» как основной документ, фиксирующий требования толерантности. Кратко рассматривается история понятия толерантности, развивавшегося в рамках концепций либерализма. Отдельное внимание уделяется теории Майкла Уолцера, выделявшего пять типов установок, на которых может основываться терпимость, а также концепции мультикультурализма Уилла Кимлика. Приводятся результаты эмпирического исследования, проведенного в городе Томске. Методы: полуструктурированные интервью с молодыми людьми, представляющими как коренное население, так и мигрантов. Результаты исследования демонстрируют, что вопрос межэтнического взаимодействия не относится к числу приоритетных в сознании информантов, а г. Томск воспринимается как толерантный в отношении мигрантов. Полученные данные соотносятся с теорией Майкла Уолцера: у информантов из числа коренного населения наблюдается вторая установка (безразличие к наблюдаемым различиям) и третья (признание, что другие имеют те же самые права). В то же время исследование показывает разрыв между открыто заявляемой «политкорректной» точкой зрения и полным спектром переживаний, связанных с представителями других национальностей, которые не всегда носят положительный характер. ; The relevance of the research follows from globalization encompassing the modern world and supposing frequent encounters with «the different». When inter-ethnic conflicts become the dominating form of highly bloody violence, tolerance serves as a mechanism to provide normal functioning of the society. The declaration of principles on tolerancе is being analyzed as the main document recording requirements of tolerance. The article briefly covers history of the term «tolerance» which was developed within concepts of liberalism. Particular attention is given to the theory of Michael Walzer who defined five regimes of tolerance and concepts of multiculturalism by W. Kymlicka. The research shows the results of the empirical research conducted in Tomsk by the method of semi-structured interviews of Tomsk youth and young migrants. Results of this research demonstrate that informants do not find inter-ethnic cooperation to be of top priority and regard Tomsk as a city tolerant to migrants. The data obtained matched the theory of Michael Walzer: the native interviewees fell into the second (indifference to the differences being observed) and the third (recognition that the others possess the equal rights) regimes. In the meantime, the research shows that a gap between the openly declared and politically correct point of view and the full spectrum of disturbance related to other nationals which are not always positive.

Идеи культурной толерантности отражает в себе демократические взгляды, стереотипы, систему ценностей, основанную на принятии принципов толерантности в межкультурных отношениях, а также психологическую готовность взаимодействовать с другими культурами на основе уважения, понимания, согласия и принятия других культурных ценностей и традиций. ; The article discusses the ideas of tolerance in intercultural relations from an axiological point of view. The philosophical essence of ideas of cultural tolerance, its place in the dialogue of cultures and cultural tolerance as a value in the context of global transformations are considered as fundamental axiological factors of the modern era. The influence of universal values in the process of obtaining benefits, appropriation, enrichment during the interaction of cultures, their openness to dialogue have become the subject of research. Tolerance, as a unique and universal value, recognizes the diversity of cultures and their adjacent existence, denies mutual hatred, hostility, intolerance, eliminates xenophobia, instills a sense of respect among peoples and cultures. The ideas of cultural tolerance reflect democratic views, stereotypes, value systems based on the adoption of the principles of tolerance in intercultural relations, as well as psychological readiness to interact with other cultures based on respect, understanding, agreement and acceptance of other cultural values and traditions.

The subject of this research – tolerance-intolerance social practices in the modern world. The article analyzes the impact of the application of the positive norms and norms of enforcement at the tolerance-intolerance practices. Identity social construction features while applying tolerance-intolerance practices are analyzed. Tolerance-intolerance practices formation features in the modern transformable world and their interdependence were revealed, as well as the features of their manifestation in the Potestarian and legal cultures.Problem formulation. In which forms tolerance is shown and should be shown in the transformable world, in which new challenges and risks are: still growing threat of terrorism, labor migration flow increasing, emergence of new forms or modernization of the old forms of social identities construction (ISIL - hereinafter acts as an example), increased flow of refugees due to the increased flow of military conflicts around the world? All these increased challenges and risks should be analyzed not only theoretically, but also corresponding social technologies of tolerance-intolerance practices regulation should be developed.The following tasks were solved during the research:1. To analyze the influence of application of positive norms and norms of enforcement at the tolerance-intolerance practices.2. To reveal tolerance-intolerance practices functioning features in the modern transformable world and their interaction.The following results were obtained during the research: 1. the consumption of standardized cultural products, partially solves the problem of the foreign in the construction of social identities;2. the negative manifestations of the Institute of Tolerance functioning will lead to increased social tensions, "erosion" of social norms and preferences will be given to separate groups, this all will lead to the intolerance practices formation;3. accepting the foreign in the tolerance practices won't solve the problem facing the society, but only transfer its solution for the future.4. tolerance-intolerance can act as two cyclical poles of social practices, which are used by different societies and countries at the different stages of its development. ; Предмет данного исследования – социальные практики толерантности-интолерантности в современном мире. В статье дан анализ влияния применения позитивных норм и норм принуждения на практики толерантности-интолерантности. Проанализированы особенности социального конструирования идентичности в ходе осуществления социальных практик толерантности-интолерантности. Выявлены особенности формирования практик толерантности-интолерантности в современном трансформирующемся мире и их взаимозависимость, а также особенности их проявления в потестарной и правовой культурах. ; Предмет даного дослідження – соціальні практики толерантності-інтолерантності в сучасному світі. У статті було проаналізовано вплив застосування позитивних норм і норм примусу на практики толерантности-інтолерантності. Проаналізовані особливості соціального конструювання ідентичності в ході здійснення соціальних практик толерантности-інтолерантності. Виявлені особливості формування практик толерантності-інтолерантності в сучасному світі, що трансформується, і їх взаємозалежність, а також особливості їх прояву в потестарній і правовий культурах.

The article gives proof of the thesis that the competence approach to education
is the factor of development of the communicative tolerance of the future teacher of a
foreign language provided the subject-subject relations are maintained in the pedagogical process. Students' valuation attitude to competences is brought to life on the
empirical level. The article traces the degree of the influence of competences on the
communicative tolerance of the personality of a graduating student of the basic educational programme of the bachelor.
