Much research has shown a general decrease in the negative health response to extreme heat events in recent decades. With a society that is growing older, and a climate that is warming, whether this trend can continue is an open question. Using eight additional years of mortality data, we extend our previous research to explore trends in heat-related mortality across the United States. For the period 1975–2018, we examined the mortality associated with extreme-heat-event days across the 107 largest metropolitan areas. Mortality response was assessed over a cumulative 10-day lag period following events that were defined using thresholds of the excess heat factor, using a distributed-lag nonlinear model. We analyzed total mortality and subsets of age and sex. Our results show that in the past decade there is heterogeneity in the trends of heat-related human mortality. The decrease in heat vulnerability continues among those 65 and older across most of the country, which may be associated with improved messaging and increased awareness. These decreases are offset in many locations by an increase in mortality among men 45–64 (+1.3 deaths per year), particularly across parts of the southern and southwestern United States. As heat-warning messaging broadly identifies the elderly as the most vulnerable group, the results here suggest that differences in risk perception may play a role. Further, an increase in the number of heat events over the past decade across the United States may have contributed to the end of a decades-long downward trend in the estimated number of heat-related fatalities.

AbstractMathew Carey promoted the high tariff as a political expression of humane sentiments that relieved American workers of the misery caused by low wages and unemployment. This made him an early example of a state-builder working outside the state itself, building ideological frames and using emotional appeals to promote the expansion of state capacity. Although other aspects of his protectionism appealed to the republican tradition, Carey meshed his sentimental appeal with the liberalism. Later reformers integrated sensibility with liberalism by reference to the rights of vulnerable parties, but Carey added an appeal to an enlightened self-interest that allowed American manufacturers to profit while protecting workers. Although he became a well-known advocate for the organized provision of social welfare, his continued opposition to the widespread distribution of outdoor relief also suggests that he viewed the policy as a circumscribed federal social-welfare measure providing work rather than direct aid.

The collection is made up of five different accessions; L2001-05, which is contained in boxes one through 104, L2002-09 in boxes 106 through 120, L2006-16 in boxes 105 and 120, L2001-01 in boxes 120-121, and L2012-20 in boxes 122-125. The campaign materials consist of items from the 1940 and 1948 political campaigns in which Ross participated. These items include campaign cards, posters, speech transcripts, news clippings, rally materials, letters to voters, and fliers. Organizing and arbitration materials covers labor organizing events from "Operation Dixie" in Georgia, the furniture workers in North Carolina, and the Mine-Mill workers in the Western United States. Organizing materials include fliers, correspondence, news articles, radio transcripts, and some related photos. Arbitration files consist of agreements, decisions, and agreement booklets. The social and political research files cover a wide time period (1930's to the late 1970's/early 1980's). The topics include mainly the Ku Klux Klan, racism, Communism, Red Scare, red baiting, United States history, and literature. These files consist mostly of news and journal articles. Ross interacted with coal miners while doing work for the United Mine Workers Association (UMWA) and while working at the Fairmont Clinic in West Virginia. Included in these related files are books, news articles, journals, UMWA reports, and coal miner oral histories conducted by Ross. Tying in to all of the activities Ross participated in during his life were his research and manuscript files. He wrote numerous newspaper and journal articles on history and labor. Later, as he worked for the UMWA and at the Fairmont Clinic, he wrote more in-depth articles about coal miners, their lifestyle, and medical problems they faced (while the Southern Labor Archives has many of Ross's coal mining and lifestyle articles, it does not have any of his medical articles). In additional to his professional career, Ross was adamant about documenting his and his wife's family history in the oral history format. From 1939 to 1940, Ross worked for the United Mine Workers Non-Partisan League in North Carolina, working under John L. Lewis. He was hired as a union organizer by the United Mine Workers of America, and sent to Saltville, Virginia and Rockwood, Tennessee. In 1940, Ross ran for a seat on city council on the People's Platform in Charlotte, North Carolina. During this time, he also married Anne "Buddie" West of Kennesaw, Georgia. From 1941 until 1945, Ross served as an infantryman for the United States Army. He sustained injuries near the Battle of the Bulge in the winter of 1944. PurposeThe purpose of this paper is to explore the relationship between labour market integration and family satisfaction in a cross-country comparison perspective and takes important intervening factors into consideration such as the social policy and flexibility strategy as well as the cultural context of 27 European countries.Design/methodology/approachThe authors rely on data from the European Quality of Life Survey 2012 and conduct multi-level analyses using both the one-step random intercept Model with cross-level interactions as well as a two-step hierarchical model. The country-specific framework is addressed with indicators for the level of social security, for external flexibility labour market characteristics, and for the predominant family solidarity norm of a country.FindingsThe paper provides empirical support for the thesis of social disruption according to insecure labour market attachment. This link is weakened in countries where flexible labour market conditions are accompanied by strong efforts on state-provided social security. High family support norms can only partially compensate a lack of social protection covered by the state.Research limitations/implicationsThe paper reveals the increasing social vulnerability of people who are not or not completely integrated into the labour market. These risks cannot be convincingly weakened by social security measures. To know more about these mechanisms, the link between labour market integration and the quality of family life should be studied in more detail in a cross-country comparative perspective to develop ideas and give advice on reducing the potential insecurity of flexible employment.Originality/valueThe paper complements previous research by providing empirical findings about the link between insecure labour market attachment and the integration into family networks in a cross-country comparison perspective.

This article focuses on the gendered dimensions of the contradictions within the welfare state. It argues that there is an inherent dilemma between recognizing women's unpaid caring functions, on the one hand, and in providing for opportunities for women to influence and contribute in the economic and political spheres of life, on the other. The article focuses on the development and the framing of what we call 'the social service state' and 'the social insurance state' in Sweden from a gender perspective. The article asks whether women benefit from a neutral system of rules or whether there should also be formal attention paid to gender inequalities.

In an international perspective, the introduction in 1942 of sex education in Swedish schools came very early. This article sets out to analyse the development of the Swedish discourse on sex education which had its origin in the women's movement and morality movement in the 1880s. From the 1920s, and particularly in connection with the construction of folkhemmet ("the people's home"), it increasingly became an issue for the Swedish public and state authorities. Sexuality and sexual hygiene were associated with collective ethics as well as with the individual's responsibility for society. The notion of folkhälsa ("public health") was used to discuss concepts of sexuality in the broader framework of eugenics and human genetics, with frequent reference to "moral pureness" and Erbgesundheit ("genealogical health"). Sex education eventually became an element of demographic policy.

AbstractThe authors examine the development of the civil society sector in Slovenia and its role in the country's welfare system. They emphasise the 'boom' in the growth of civil society organisations, notably in the legal form of associations during the 1980s and 1990s. They argue that although civil society organisations rapidly proliferated at this time, they did not become more professionalised or financially stable. In the 1990s, a relationship of complementarity between the public/state and civil society sectors was established in Slovenia's welfare system, though civil society organisations exerted little influence on public policies directed towards the provision of social protection and other contributions to people's welfare.

AbstractA major reason the quality of cost‐benefit analysis (CBA) varies widely is inconsistent use of the social discount rate (SDR). This article offers guidance about the choice of the SDR. Namely, we recommend the following procedures: If the project is intragenerational (does not have effects beyond 50 years) and there is no crowding out of private investment, then discount all flows at 3.5 percent; if the project is intragenerational and there is some crowding out of investment, then weight investment flows by the shadow price of capital of 1.1 and then discount at 3.5 percent; if the project is intergenerational and there is no crowding out of investment, then use a time‐declining scale of discount rates; if the project is intergenerational and investment is crowded out, then convert investment flows during the first 50 years to consumption equivalents using a shadow price of 1.1, and then discount all of these flows at 3.5 percent, and discount all flows after the 50th year using time‐declining rates. We then compare current discounting practices of U.S. federal agencies with our estimates. Consistent use of the recommended rates would eliminate arbitrary choices of discount rates and would lead to better public sector decision‐making. © 2004 by the Association for Public Policy Analysis and Management.
