Razvojne strategije malih držav ; Development strategies of small states
Magistrsko delo ugotavlja, na kakšen način so se razvijale male države po koncu obdobja kolonizacije. Ob pridobitvi samostojnosti so bile večinoma nerazvite in gospodarsko zelo odvisne od nekdanjih kolonizatorjev. Vsaka država je ubrala svojo pot, nekatere so postale zelo uspešne, druge pa manj. Katere razvojne strategije so bile uporabljene ter zakaj se stopnje razvoje, ki so jih dosegle male države, tako zelo razlikujejo? Je bila usmerjenost v trgovino ključna za razvojni uspeh? Namen dela je s pomočjo empirične analize raziskati, ali je izvozna usmerjenosti primerna strategija razvoja per se ali pa obstajajo nekateri drugi instrumenti politike, ki določajo uspešnost razvoja države. Osredotočila sem se na analizo razvoja treh malih otoških držav – Singapurja, Mauritiusa in Zelenortskih otokov. Do danes so vse tri države dosegle zelo različne stopnje razvoja. Kljub temu, da je izvoz eden od glavnih dejavnikov razvoja za male države pa lahko na podlagi analize trdim, da je od vsake posamezne države odvisno, kako izkoristi dane razvojne možnosti. ; This master thesis tries to find out how small states developed after the end of the colonization. When they gained independence, they were mostly underdeveloped and economically dependent on the former colonizers. Each state has taken its own path, some of them became very successful, others not so. Which development strategies were used and why do the levels of development achieved by small states vary so much? Was the trade crucial for development success? The purpose of my thesis is to explore with empirical analysis if export orientation is an appropriate development strategy for the small states per se, or are there some other policy instruments which determine a small country's successful development. I focused on the analysis of the development of the three small island states - Singapore, Mauritius and Cape Verde. Until today, all three counties have reached very different stages of development. Despite the fact, that export is one of the main development factors for small countries I can assert on the basis of the analysis, that it depends on each county, how they take advantage of given development opportunities.

Otopeli determinizem: prevrednotenje samoodločbe onkraj nacionalne suverenosti ; Desiccated Determinism: A Reappraisal of Self-Determination Beyond National Sovereignty
Termin samoodločbe je zapisan v ustanovitvenih dokumentih večine državnih ustav ter mednarodnega prava, prav tako pa predstavlja sredstvo za legitimizacijo države ter nadnacionalnega reda. Točna definicija in njeni parametri pa so v resnici stvar debate, ne glede na to ali izhajajo iz logike notranjosti državniškega sistema ali iz logike njegove zunanjosti. Magistrsko delo najprej sledi "klasičnemu" pojmu samoodločbe v njegovi zgodovinski partikularnosti znotraj mednarodnega sistema, pri čemer poudari veliko napetost med samoodločbo in državno suverenostjo. Nakar se obrne h kritični politični teoriji, da bi izkopalo definicijo samoodločbe, pri kateri popusti poseben odnos samoodločbe z državnim sistemom in pojmom suverenosti. Takšno pojmovanje samoodločbe je za potrebe naloge poimenovano "rizomatično" in se nato uporabi pri analizi štirih primerov z namenom, da se pokaže, kako lahko tak pojem samoodločbe uporabimo za razumevanje možnosti, ki jih vzpostavljajo najnovejša politična gibanja. Temeljni argument magistrskega dela je, da ko jih razumemo v okvirju državnega sistema kot sedanjo ali prihodnjo "aktivno" pravico, se dejanja samoodločbe zreducirajo na normativni determinizem zgodovinsko kontingentnih odnosov sil, saj se bodisi ujamejo v pogoje obstoječih dejavnikov znotraj konstituiranega sistema bodisi njihovo uresničitev pogojuje učinkovitost sile, ki jo lahko izvršujejo, da bi izničili funkcije sistema, ki slonijo na obstoječih pravilih. Ko pa jo razumemo onkraj zaprte logike državnega sistema, lahko samoodločba pomeni izražanje neomejene konstituirajoče oblasti in kolektivne imaginacije, ki sprosti nove vektorje možnosti človeških političnih odnosov. ; The notion of 'self-determination' is enshrined in the founding documents of international law and most state constitutions as a means of legitimating the current state and supranational order. However, its precise definition and parameters are the subject of debate—both when understood from within the logic of the state system and from outside it. This thesis situates the "classic" notion of self-determination within its particular historical position inside the international system, highlighting its deep tension with the norm of state sovereignty, before turning to critical political theory to unearth a definition of self-determination wherein its particular relationship to the state system and the total notion of sovereignty is relaxed. This conception of self-determination is, for the purposes of this thesis, termed 'rhizomatic,' and applied to four case studies to demonstrate how it might be used to understand the possibilities created by recent political movements. The primary argument of this thesis is that, when understood inside the state system as a present or future 'active' right, acts of determination reduce to the normative determinism of historically contingent relations of force because they are either resolved on the terms of existing actors within the constituted system or by the effectiveness of force they can exert to deny the system's function based on its previous rules. However, when understood beyond the closed logic of the state system, self-determination can be taken to mean manifestations of boundless constitutive power and collective imagination that unleash new vectors of possibility for human political relations.

Bolonjska reforma: od ideje do izvedbe ; The Bologna reform: from concept to implementation
V magistrski nalogi sem obravnavala problematiko prenove visokošolskih sistemov v evropskem prostoru, ki jo je sprožil bolonjski proces z namenom doseči večjo primerljivost med dotlej zelo različnimi nacionalnimi visokošolskimi sistemi. Bolonjski proces je oznaka za proces vzpostavitve skupnega evropskega visokošolskega prostora, katerega namen je zagotoviti večjo učinkovitost in konkurenčnost evropskih visokošolskih sistemov, pospeševati mobilnost študentov in akademskega osebja ter spodbujati zaposlovanje evropskega prebivalstva. Ker pa dokumenti bolonjskega procesa niso pravno obvezujoči in ne določajo jasnega načina in metod implementacije bolonjske reforme, se je vsaka država prenove svojih visokošolskih sistemov lotila drugače. Posledica tega so velike razlike pri uspešnosti izvedbe reforme, kar Evropo oddaljuje od zastavljenih ciljev. V nalogi sem predstavila tudi potek slovenske implementacije bolonjske reforme in nekaj napak, za katere menim, da so odločilno prispevale k njenemu neuspehu. Eden izmed glavnih razlogov za neuspeh reforme pri nas (in v številnih drugih državah) je tudi finančna izčrpanost visokega šolstva, ki se v Sloveniji v zadnjih letih še zaostruje, saj država vsako leto visokemu šolstvu nameni manj proračunskih sredstev. Nekaj besed sem namenila tudi razmisleku o možnosti uvedbe šolnin, ki se v javnosti občasno predlaga kot ena izmed možnih dopolnitev (nezadostnemu) javnemu financiranju visokega šolstva. ; This master's thesis focuses on the issue of reforming higher education systems in Europe, brought on by the Bologna Process with the intention of achieving a higher level of comparability among previously vastly different national education systems. The Bologna Process is a process of establishing a common European higher education system, the aim of which is to ensure greater efficiency and competitiveness among European higher education systems, encourage the mobility of students and academic staff and promote employment of Europeans. Given, however, that the documents of the Bologna Process are not legally binding and do not determine a clear system and implementation methods of the Bologna reform, each country took a different approach to reforming their higher education systems. The consequences are big differences in success in terms of the implementation of the reform, which diverges Europe from its objective. The thesis presents the course of the Slovene implementation of the Bologna reform and some of the mistakes that have most likely contributed decisively to its failure. One of the main reasons for the reform's failure in Slovenia (and several other countries) is the exhausted financial resources of the higher education system. This is getting progressively worse in Slovenia due to the country cutting budget allocations for the higher education system every year. Some thought is also given to the possibility of implementing tuitions, a solution presented in public as one of the possible supplements to the (insufficient) public funding of the higher education system.

ANALIZA POVEZANOSTI KAKOVOSTI UPRAVLJANJA Z INDIKATORJI USPEŠNOSTI OBČIN ; THE ANALYSIS OF THE CONNECTION BETWEEN THE QUALITY OF GOVERNMENT AND THE PERFORMANCE INDICATORS OF MUNICIPALITIES
Visoka kakovost upravljanja storitev v posamezni občini pomeni zagotavljanje kakovostnega življenjskega okolja za bivanje. Namen naloge je obravnavati kakovost upravljanja v slovenskih občinah in s pomočjo statistične analize ugotoviti morebitno povezanost z indikatorji uspešnosti občin. V okviru raziskovalne naloge sem opravila anketno raziskavo o kakovosti upravljanja v 31 občinah v Sloveniji. Preverjala sem tri javne storitve: izobraževanje, zdravstvo in redarstvo v primerjavi s kakovostjo, nepristranostjo in korupcijo teh storitev. Naredila sem analizo povezanosti kakovosti upravljanja v občinah z indikatorji uspešnosti občin in pri tem uporabila kot statistično metodo za obdelavo podatkov standardizacijo, metodo rangov in Pearsonov koeficient korelacije. Najpomembnejša ugotovitev raziskovalne naloge je, da so občine iz osrednjeslovenske regije dosegle najboljše rezultate v kakovosti raziskovanih storitev in tudi, da je kakovost upravljanja povezana z indikatorji uspešnosti občin. Dobljeni rezultati kažejo na to, da obstajajo velike razlike glede kakovosti upravljanja znotraj države. Več kot polovica obravnavanih občin ima kakovost upravljanja na področjih izobraževanja, zdravstva in redarstva pod povprečjem. Analiza povezanosti kakovosti upravljanja z indikatorji uspešnosti občine je pokazala, da občine, ki so imele visoko kakovost upravljanja, so imele tudi najboljše vrednosti indikatorjev uspešnosti. Moja analiza lahko služi vsaki obravnavani občini za pregled stanja kakovosti storitev na področju izobraževanja, zdravstva in redarstva in pojasnilo kje iskati vzroke za takšne rezultate. ; High quality of service governance in single municipality means providing a quality living environment. The purpose of the research study is to address the quality of governance in slovenian municipalities and to identify, through statistical analysis, a possible connection with the performance indicators of municipalities. As part of the research study, I conducted a survey on the quality of governance in 31 municipalities in Slovenia. I checked three public services: education, health and city constabulary in comparision with the quality, impartiality and corruption of these services. I made an analysis of the correlation between the quality of governance in municipalities with the performance indicators of municipalities. I used as a statistical method for data processing standardization, ranking method and Pearson coefficient of correlation. The most important finding of the research paper is that municipalities from the central slovenian region have achieved the best results in the quality of the services explored, and also that the quality of governance is related to the indicators of the performance of municipalities. The results obtained show that there are big differences in the quality of governance within the country. More than half of the municipalities discussed have the quality of governance in the fields of education, health and city constabulary, below average. The analysis of the connection between the quality of governance and the performance indicators of municipalities showed that municipalities that had high quality governance also had the best values of performance indicators. My analysis can serve every municipality to review the situation of the quality of services in the fields of education, health and city constabulary, and an explanation of where to find the reasons for such results.

Demokratični deficit v Evropski uniji ; The democratic deficit in the European Union
Demokratični deficit je že več desetletji stalnica akademskih razprav o Evropski uniji. Vsebina raziskovanj se je skozi čas bistveno spremenila, ohranja pa se temeljna misel, da se demokracija v Evropski uniji sooča z velikimi težavami. Zaupanje Evropejcev v Evropsko unijo je nizko, podobno velja tudi za občutek povezanosti z njenimi organi, zato je očitno, da so spremembe nujno potrebne. Z vsako večjo reformo pride do sprememb, ki bistveno vplivajo na razmerja moči med evropskimi institucijami in na njihov odnos do Evropejcev. Najvidnejše spremembe v zadnjih desetletjih so krepitev moči Evropskega parlamenta, ki se je razvil v vplivno institucijo, uvajanje institutov neposredne demokracije in druge reforme, ki jih je prinesla Lizbonska pogodba. Napredek pa je, žal, na drugi strani uravnotežen s pojavom mehanizmov in institutov, ki demokratična varovala zaobidejo. To so na primer ukrepi, ki so bili sprejeti kot odziv na dolžniško krizo evroobmočja in v velikem delu sploh ne spadajo med formalne pristojnosti Evropske unije. V svojem magistrskem delu sem analiziral in kritično ovrednotil procese, ki so bistveno vplivali na ključne organe Evropske unije, njihove spreminjajoče se medsebojne odnose ter predvidene učinke aktualnih reform. Pregledal sem širok izbor literature preteklih desetletji in predstavil različna teoretska izhodišča, na podlagi katerih avtorji skušajo opredeliti in analizirati demokratični deficit in z njim povezane tematike. Ključna ugotovitev mojega magistrskega mojega dela ni le, da so aktualne reforme premalo ambiciozne in demokratičnega deficita ne morejo odpraviti, ampak predvsem da demokratični deficit ni le kategorija akademskih razprav, temveč je zelo močno politično orodje in odločilno usmerja razvoj Evropske unije. Demokratični deficit je zato stalnica evropske demokracije in ne more nikoli biti povsem odpravljen, saj se ob razvoju Evropske unije vedno znova pojavlja v drugačnih oblikah, ki terjajo nove reforme in kritične analize akademikov, intelektualcev, državljanov, politikov in vseh drugih zainteresiranih strani. ; The democratic deficit has been a constant of all academic research on the European Union for the past few decades. While the scope of the research has changed considerably, the basic idea remains the same – democracy in the European Union is in serious trouble. Europeans' trust in the EU is low and the same goes for their connection with European institutions, therefore it is clear that changes are required. Every major reform alters the balance of power between European institutions and their relationship with European citizens. The most visible changes of the past decades are: the empowerment of the European parliament that has been transformed into an influential institution, the introduction of instruments of direct democracy and other reforms brought upon by the Treaty of Lisbon. Unfortunately, progress is balanced out by the emergence of various mechanisms and instruments that surpass all democratic checks and balances. For example, the measures that were adopted as a response to the European debt crisis were mostly not based on formal competencies of the EU. In my Master's thesis I analysed and critically evaluated the processes that crucially influenced the most significant European institutions, their ever-changing relationships and the anticipated effects of the current reforms. I examined a substantial body of literature from past decades and presented diverse theoretical starting points that the authors use to define and analyse the democratic deficit and related topics. The most significant finding of my Master's thesis is not only that the current reforms lack ambition and cannot eliminate the democratic deficit, but also that the democratic deficit is more than just a category of academic research and can often act as a strong political tool that decisively influences the development of the European Union. Therefore, the democratic deficit is a permanent element of European democracy and can never be fully eliminated as it always reappears in new forms that require constant reforms and critical analysis by academia, intellectuals, citizens, politicians and other stakeholders.

Normativna vloga medijev v nacionalni javni sferi: Primer poročanja o izstopu Velike Britanije iz Evropske unije ; Normative role of the media in the national public sphere: The case of reporting about Great Britain leaving the European Union
V magistrskem delu obravnavam vlogo tiskovnih agencij v javni sferi v procesu poročanja o izstopu Velike Britanije iz Evropske unije oziroma brexitu. Vloga agencij je, da zagotavljajo zanesljive informacije, ki jih nato mediji posredujejo svojim občinstvom, kar omogoči oblikovanje javnega mnenja. Proučujem vpliv dejavnikov velikosti tiskovne agencije in njenega bruseljskega dopisništva, velikosti države izvora agencije ter relevantnosti brexita za državo izvora in njene državljane na izpolnjevanje vloge tiskovne agencije v javni sferi. Analiza pogovorov z bruseljskima dopisnikoma Slovenske tiskovne agencije (STA) in britanske tiskovne agencije z mednarodno razsežnostjo Reuters ter uradnikom Evropske unije kaže, da vsi trije dejavniki vplivajo predvsem na dostopnost informacij. To pa vsaj do določene mere vpliva tudi na izpolnjevanje vloge tiskovnih agencij v javni sferi, saj lahko novinarji z boljšim dostopom svojim naslovnikom zagotavljajo več in bolj zanesljive informacije. Oba dopisnika sicer trdita, da ustrezno izpolnjujeta to vlogo. V raziskavi sem ugotovil tudi, da s tem, ko novinarja o Uniji ne poročata samo z nacionalnega vidika, ampak tudi z evropskega, prispevata k vzpostavljanju evropske javne sfere. ; This master's thesis examines the role of news agencies in the public sphere when reporting about Great Britain leaving the European Union (Brexit). Their role is to provide reliable information to the media which pass it to their audiences, what enables forming of the public opinion. I study the impact of factors of size of the news agency and its Brussels' bureau, size of the country of origin of the agency and the relevance of Brexit for the country of origin and its citizens on fulfilling news wire's role in the public sphere. The analysis of interviews with Brussels' correspondents of Slovene Press Agency (STA) and British Press Agency with international comprehensiveness Reuters and with an EU official shows that all the three factors impact the journalist's access to the information. To some extent this also impacts the fulfilling of news agencies' role in the public sphere. Namely, journalists with better access to the sources can provide more information that is also more trustworthy to their recipients. Correspondents of STA and Reuters both carry out this role, in their opinion. I have also found out that they both report about the EU from the European perspective and not just from the national perspective, which means that they contribute to the forming of the European public sphere.

Evropska razvojna kohezijska politika – kompetenčni centri in raziskovalno razvojne dejavnosti ; European Development Cohesion Policy – Slovenian Competitive Centers And Research Development Activities
V želji po globalnemu in gospodarskem napredku ter iskanju rešitev za okoljske izzive je Evropska unija ustanovila skupno Evropsko kohezijsko politiko, ki izvršuje ukrepe in instrumente na nacionalni ravni. Ena izmed posledic skupne Evropske kohezijske politike v Sloveniji so posebni centri, ki omogočajo stičišče različnih organizacij, kjer se nove ideje prenašajo v gospodarski trg. Gre za inovacije predvsem na področju mobilnosti, trajnostnega okolja, tehnologije, kemije, farmacije. Takšne inovacije prinašajo večji izkoristek materialov, storitev in boljše zdravje, z velikim poudarkom na nizkoogljično družbo. S takšnimi instrumenti se poveča dodana vrednost finančnega vlaganja v takšne centre, hkrati pa spodbuja sodelovanje gospodarske, akademske in raziskovalno razvojne sfere. Namen naloge, da z analizo Javnega razpisa za sofinanciranje vzpostavitve in delovanja kompetenčnih centrov za razvoj kadrov v dveh izvedenih obdobjih dokažemo, kako pomembno je financiranje takšnih instrumentov. Ustvarjajo visoko stimulativno okolje za iskanje rešitev in odpravljanja izzivov, s takšnim načinom dela pa ljudje pridobijo reference, kompetence, višajo konkurenčnost svoje države in pridobijo izkušnje s širšim razmišljanjem in sodelovanjem. ; In pursuit of global and economic progress or finding solutions to environmental challenges, the European Union has set up a common European cohesion policy that implements measures and instruments at national levels. One of the consequences of the common European cohesion policy in Slovenia are special centers, which enable the junction of various organizations, where new ideas are transferred to the economic markets. These are innovations mainly in the field of mobility, sustainable environment, technology, chemistry and pharmacy. Such innovations bring greater use of materials, services and better health services, with a strong emphasis on low–carbon society. Such instruments increase the added value of financial investment in such centers, while encouraging the participation of economic, academic and research development spheres. The purpose of the task is to demonstrate the importance of financing such instruments by analyzing the Public Tender for Co–financing the Establishment and Operation of Competence Centers for Personnel Development in two implemented periods. They create a highly stimulating environment for finding solutions and tackling the challenges, and with this way of working people acquire references, competences, increase the competitiveness of their country and gain experience with wider thinking and cooperation.

Primerjalna analiza programov Zveze društev slepih in slabovidnih Slovenije in Zveze društev gluhih in naglušnih Slovenije ; Comparative Analysis of the Programmes of the Union of the Blind and Partially Sighted of Slovenia and the Slovenian Association of the Deaf and Hard of Hearing
Magistrska naloga obravnava pomen neprofitnih organizacij pri izboljšanju kvalitete življenja slepih in slabovidnih ter gluhih in naglušnih. S pomočjo različnih definicij sem umestila neprofitne organizacije v družbeni prostor, predstavila njihov izvor in pomen. Slepi in slabovidni ter gluhi in naglušni se lahko vključujejo v družbo in na trg dela, vendar pri tem zaradi svoje oviranosti potrebujejo pomoč. Posebej sem se osredotočila na dve neprofitni organizaciji, in sicer na Zvezo društev slepih in slabovidnih Slovenije ter Zvezo društev gluhih in naglušnih Slovenije. Obravnavala in opredelila sem programe, ki jih izvajata organizaciji v javnem interesu. V nadaljevanju empirični del vsebuje primerjavo programov med organizacijama. Pri tem sem si zastavila dve raziskovalni vprašanji. Pri prvem vprašanju sem ugotavljala ''Kakšne so podobnosti in razlike med programi?'' Odgovor na to vprašanje sem izoblikovala na osnovi analize vsebine programov. V drugem raziskovalnem vprašanju sem ugotavljala kako storitve, ki jih imajo programi vplivajo na kakovost življenja slepih in slabovidnih ter gluhih in naglušnih. Odgovor na to vprašanje sem pridobila z intervjuji. Zaslediti je kar nekaj skupnih značilnosti med programi, vendar so tudi razlike. Obe organizaciji imata specifične programe glede na prilagojenost ciljnim skupinam. S pomočjo intervjujev z uporabniki programov sem ugotovila, da programi pomembno vplivajo na izboljšanje kvalitete življenja omenjenih ranljivih skupin. V zaključnem delu sem na podlagi analize vsebine programov in izkušenj uporabnikov oblikovala priporočila. ; This master's thesis deals with the importance of non-profit organizations in improving the quality of life of blind and partially sighted people, the deaf and hearing sighted people. Here, non-profit organizations were put into social spaces through various definitions and I will also present the origin and significance of the non-profit sector. The blind and the partially sighted, the deaf and hearing sighted can be involved in society and the labour market, but require help due to their disabilities. I specifically focused on two non-profit organizations, namely, the Union of the Blind and Partially Sighted of Slovenia and the Union of the Deaf and Hearing Sighted of Slovenia. I discussed and defined the programmes, which are implemented by organizations in the public interest. The following master's thesis contains a comparison of the programmes between the organizations. I developed two research questions. The first was defined as, ''What are the common characteristics and differences between the programmes in the organizations?''. I developed the answer to this question based on an analysis of the programme content. For the second research question, I determined how the services and the programs influence the quality of life of the blind and partially sighted, the deaf and the hearing sighted. I came to my conclusions through a number of interviews. There are quite a few common features to follow but there are also certain differences. Both organizations have specific programmes with regards to adjustments in such vulnerable groups. Through interviews with the programme users, the empirical part shows that such programmes influence the improvement of the quality of life of these vulnerable groups. In conclusion, I also made recommendations based on an analysis of the content of the programmes and user experiences.

Varnostne implikacije migracijske krize na Evropsko unijo in njen odnos s Turčijo ; Security implications of refugee crisis on European Union and its relation with Turkey
Evropska unija se je na pragu leta 2011 začela srečevati s prvimi begunci, ki so pribežali z bojnih območjih Sirije in drugih držav Bližnjega vzhoda ter islamskih držav Severne Afrike in skušali ujeti svojo svobodo, osebno varnost in prihodnost prav v državah članicah Evropske unije. Politična kriza in vojna na Bližnjem vzhodu nista pojenjali, še več, vsak dan je na tisoče ljudi po sredozemskih in balkanski poti skušalo prebežati v Evropo. Evropska unija je leta 2015 z vrhuncem migracijskih tokov v Evropo doživljala najhujšo begunsko krizo po drugi svetovni vojni. Znašla se je pred hudim migracijskim vprašanjem, na katerega pa je sama našla odgovor v pomoči in sodelovanju Turčije – države, ki je pred 69 leti zaprosila za članstvo v Evropski uniji, vendar do danes še ni postala njena polnopravna članica. Turčija danes gosti največji delež sirskih beguncev na svetu – 3,6 milijona. Z Evropsko unijo sta po mnogih letih njunega intenzivnega političnega delovanja in diplomacije odprli novo poglavje sodelovanja, lahko bi ga poimenovala kar migracijsko sodelovanje, skovali sta skupno migracijsko politiko, le ta pa je bila ovekovečena 18. marca 2016 s podpisom izjave EU-Turčija, katere namen je bil ustaviti tok nedovoljenih migracij preko balkanske poti iz Turčije v Evropsko unijo in ga nadomestiti z organiziranimi, varnimi in zakonitimi potmi v Evropo. Seveda ni ostalo zgolj in samo pri turški uslugi Evropski uniji, le-ta je bila za to pripravljena dobro plačati, skupno je Turčiji namenila tri milijarde evrov in ji obljubila še druge ugodnosti, med drugim vizumsko liberalizacijo. V Evropski uniji se danes nahaja več kot 1,8 milijona beguncev. Mnoge Evropejce skrbi za osebno varnost, Evropsko unijo pa za nacionalno in mednarodno, med najbolj rizične varnostne implikacije, ki so jih s seboj prinesli begunci, se najpogosteje uvrščata terorizem in organiziran kriminal - tihotapljenje migrantov. ; At the beginning of 2011, the European Union faced the first refugees fleeing from the war-torn areas of Syria, other Middle East countries and Islamic countries of North Africa, trying to secure their freedom, personal safety and future in the member states of the European Union. The political crisis and war in the Middle East did not subside, on the contrary, every day thousands of people took the Mediterranean and Balkan routes to reach Europe. In 2015, when migration flows into Europe peaked, the European Union experienced the worst refugee crisis after the Second World War. The EU had to face a grave migration issue and eventually settled it with the help and in cooperation with Turkey – country that 69 years ago applied for the membership in the European Union but has not become its full member to this day. Turkey today hosts the largest share of Syrian refugees in the world – 3,6 million, and after many years of intensive political activity and diplomacy, it started a new chapter of cooperation with the European Union, we could call it migration cooperation. Together, they forged a common migration policy by signing the EU-Turkey Statement on 18th March 2016. Its aim was to put a halt to the irregular migration flows on the Balkan route from Turkey to the European Union and to replace it with organised, safe and legal ways to enter Europe. Of course, Turkey was not merely doing a favour to the European Union and the EU was ready to pay well in exchange, sending 3 billion euros to Turkey and promising other benefits, including visa liberalisation. Today, there are more than 1,8 million refugees in the European Union. Many Europeans worry about their personal safety and the European Union is concerned about the national and international security. As the riskiest security implications brought by refugees are most often mentioned terrorism and organised crime – smuggling of migrants.

In order to achieve goals and wishes regarding one's own psychophysical wellbeing, humans use different strategies of emotional balancing. One of these is also the use of psychoactive substances (hereinafter PAS). In case of individual's common use of PAS, dependency can develop where individual's various brain mechanisms and functions, which are essential in balancing affect conditions, can be altered. The concept of alexithymia, which is characteristic for addicts, includes deficits in the cognitive-experiential domain of emotional responses and on the level of interpersonal regulation of emotions. Incapable of distinctly recognizing their own subjective feelings, the addicts communicate their own emotional distress to other people very unsatisfactory. Consequentially, they cannot obtain others as sources of help or comfort. The master's thesis tries to answer the research question whether the persons being treated for the dependency of PAS are different from the persons who are not treated for the dependency of PAS, i.e. in the field of the painful affects regulation, on the level of the risk of the abuse of PAS, and on the level of alexithymia. The master's thesis is divided into three theoretical chapters, which represent the concept of regulation of the positive and negative affect, the collection and the efficiency of various affect regulation strategies. The master's thesis represents various PAS and also the syndrome of dependency of PAS as well as emotions in the addicts. The methodology of research, the results, and the discussion on the acquired results are presented in the empirical part. The results of the research showed statistically significant differences between the groups on the level of the risk of the abuse of PAS, on the level of alexithymia, and in painful affects regulation strategies. The master's thesis contributes to better understanding of the role of the affective dis/regulation in persons treated for the dependency of PAS. It presents inner, personal factors which contributed to the emergence of the dependency. Neizvrševanje sodb Evropskega sodišča za človekove pravice v Rusiji in Združenem kraljestvu ; Non-execution of Judgments of the European Court of Human Rights in Russia and the United Kingdom
Sodba ESČP mora biti ustrezno implementirana na nacionalni ravni, zato bodo uporabljeni nadzorstveni mehanizmi Sveta Evrope. Ko ESČP izda zoper državo obsodilno sodbo, je posredovana Odboru ministrov, ki mu je na podlagi EKČP zaupana naloga nadzora nad izvršitvijo dokončne sodbe. Odbor ministrov ugotavlja v običajnem ali v razširjenem postopku, ali je država sprejela vse potrebne ukrepe za izvršitev naloženih obveznosti iz pravnomočne sodbe. Če je država izpolnila vse obveznosti iz sodbe, Odbor ministrov sprejme resolucijo, s katero konča nadzor. Združeno kraljestvo in Rusija sta državi, ki v zadnjih letih močno kljubujeta avtoriteti ESČP in zavračata izvršitev nekaterih sodb tega sodišča. V Rusiji so sprejeli sporni Zvezni ustavni zakon z dne 14. 12. 2015 št. 7-FKZ, ki je omogočil Ustavnemu sodišču Ruske federacije, da presoja skladnost sodb ESČP z Ustavo Ruske federacije. V primeru ugotovitve neskladnosti lahko Ustavno sodišče prepreči izvršitev sodbe ESČP. V Združenem kraljestvu že več let kljubujejo sodbi v zadevi Hirst proti ZK, tako da zavlačujejo s sprejemom zakonodajnih sprememb, ki jih je zahtevalo ESČP. Neizvrševanje sodb ima v obeh državah skupno točko – obe sta namreč ogrozili učinkovitost izvrševanja sodb ESČP ravno zaradi volilne pravice zapornikov. Kljubovanje ESČP je v Združenem kraljestvu ostalo na politični ravni, medtem ko je šla Rusija po drugačni poti, saj je sprejela zakonodajne spremembe prav z namenom, da ne bo izvrševala protiustavnih sodb ESČP. V Rusiji ne gre samo za razpravo o razmerju med strasbourškim sodiščem in domačimi sodišči tako kot v Združenem kraljestvu, ampak za kljubovanje države odločitvam v celoti, kar je zaskrbljujoče. Če hočejo ohraniti učinkovit sistem varstva človekovih pravic, si morajo Svet Evrope in njegove članice odločneje prizadevati za dosledno uresničevanje sodb ESČP. ; A judgment of the European Court of Human Rights (abbreviated as ECtHR) must be properly implemented on a national level. For that reason, supervisory mechanisms of the Council of Europe will be used. When the ECtHR delivers a judgment against a state, it is passed on to the Committee of Ministers, which is entrusted with a task of supervising enforcement of a final judgment. The Committee of Ministers finds whether the State has taken all necessary measures to comply with obligations imposed by a final judgment. If the State has fulfilled all obligations, the Committee of Ministers shall adopt a final resolution. The UK and Russia are countries that have strongly defined authority of the ECtHR in the recent years. In several occasions, both states refused to enforce judgments. In Russia, they adopted controversial Federal Constitutional Law of 14 December 2015 no. 7-FKZ that has enabled the Constitutional Court to assess compliance of judgments of the ECtHR with the Constitution of the Russian Federation. If the Constitutional Court finds that a judgment of the ECtHR is not in compliance with the Constitution of the Russian Federation, it may prevent execution of a judgment. For many years, the UK has defied execution of a judgment in the case of Hirst v. the UK by delaying adoption of legislative changes that were required by the ECtHR. Failure to enforce judgments is a common point in both countries. In the UK, resentment against the ECtHR remains at political level. While in Russia, they implemented legislative changes with clear intention not to implement unconstitutional judgments of the ECtHR. If we want an effective system of human rights protection, we must continue to strive toward consistent implementation of judgments of the ECtHR.
