The reform of the rental sector in Lebanon, to a major physical and social upheaval in Beirut ; La réforme du secteur locatif au Liban, vers un bouleversement physique et social majeur à Beyrouth

Abstract

International audience ; Country of liberal economy, Lebanon had few social housing policies. Only a policy for tenants, conducted since the 1940s, favoured keeping low-income households in the heart of the cities. The reform of this policy in 2014 could have a major impact in Beirut. Despite the announced social safety nets, it serves the real estate sector and excludes low-income households of central urban areas through a process of urban renewal and gentrification. In a context of explosion of land prices, the reform encourages the change of the occupation of a number that could reach almost half of the dwellings in the capital, in a short time. The initiated reform could well lead to a major social transformation of the Beirut population, to an eventual disappearance of the current social mix in the central and peri-central areas of the capital and to an accelerated physical transformation of the city, once lifted the barrier of the need for keeping holders of these leases in their buildings. ; Pays d'économie libérale, le Liban a connu peu de politiques sociales de l'habitat. Seule une politique en faveur des locataires, menée depuis les années 1940, a favorisé le maintien au coeur des villes de ménages à faibles revenus. La réforme de cette politique en 2014 pourrait avoir un impact majeur à Beyrouth. Malgré des filets sociaux annoncés, elle sert le secteur de l'immobilier et exclut les ménages à faibles revenus des zones urbaines centrales par un processus de renouvellement urbain et de gentrification. Dans un contexte d'explosion des prix fonciers, cette réforme encourage le changement, dans un délai court, de l'occupation d'un nombre qui pourrait atteindre près de la moitié des logements de la capitale. La réforme entamée pourrait ainsi mener à une transformation sociale majeure de la population beyrouthine, à une disparition à terme de la mixité sociale actuelle des espaces centraux et péricentraux de la capitale et à une transformation physique accélérée de la ville, une fois levé l'obstacle de la ...
