Abstract

Im Rahmen vieler städtischer Planungskonflikte werden derzeit Funktionsweisen der liberalen Demokratie und ihrer Institutionen kritisiert. In meinem Text wird die Frage nach dem eigentlich Demokratischen von Raumproduktion und Stadtplanung gestellt und anhand der demokratietheoretischen Ideen Jacques Rancières diskutiert. Dieser sieht 'Demokratie' als den Moment, in dem die bestehende Ordnung durch einen Konflikt gestört und verhandelbar wird. Ich diskutiere einige zentrale Konzepte dieser politischen Theorie (la police, Demokratie und Postdemokratie) raumtheoretisch und möchte sie damit für die Stadtforschung nutzbar machen. Dabei komme ich zu dem Ergebnis, dass aus einer radikaldemokratischen Perspektive liberaldemokratische (Stadt-)Planung grundsätzlich nicht als Teil von Demokratie, sondern als postdemokratisch zu verstehen ist. Mit der Frage nach einer demokratiebewussten Planung überdenke ich in meinem Beitrag schließlich, wie die Rolle von Planung im Angesicht eines radikaldemokratischen Demokratiebegriffes normativ gedacht werden kann. ; In many current conflicts around urban planning, liberal democracies and its institutions are contested. The question on the actual democratic in the production of space and urban planning is in my article addressed with the democracy concept of Jacques Rancière. He conceptualizes democracy as the moment of conflict, when the existing order is disrupted and becomes negotiable. I discuss several of the essential concepts of this political theory (police, democracy and post-democracy) as a theory of space and therefore as concepts for urban research. From a position of radical democracy, I conclude, liberal democratic urban planning cannot be understood as part of democracy, but in contrast as post-democratic. Starting to think about a democracy-aware planning approach, I eventually discuss how the role of planning in the face of radical democratic interventions can be normatively conceptualized.
