Abstract

Розглянуті концептуальні погляди на створення системи протидії загрозам воєнного характеру на основі комплексного використання військових (силових) і невійськових (несилових, гібридних) сил і засобів сектору безпеки і оборони України (СБОУ). Комплексне використання передбачає формування інтегрованого потенціалу протидії загрозам, під яким розуміється найбільш раціональний склад сил і засобів СБОУ з визначеними їх необхідними спроможностями, реалізацію яких планується здійснювати за єдиним замислом, як правило, у формі спеціальної операції для деескалації виявлених (прогнозованих) загроз воєнного характеру у межах виділених державою та недержавними організаціями ресурсів. Сформульовані основні принципи, за якими повинно відбуватися інтегрування військових і невійськових сил та засобів для протидії загрозам воєнного характеру. ; Рассмотрены концептуальные взгляды на создание системы противодействия угрозам военного характера на основе комплексного использования военных (силовых) и невоенных (несиловых, гибридных) сил и средств сектора безопасности и обороны Украины (СБОУ). Комплексное использование предполагает формирование интегрированного потенциала противодействия угрозам, под которым понимается наиболее рациональный состав сил и средств СБОУ определенным их необходимыми возможностями, реализацию которых планируется осуществлять по единому замыслу, как правило, в форме специальной операции для деэскалации выявленных (прогнозируемых) угроз военного характера в пределах выделенных государством и негосударственными организациями ресурсов. Сформулированы основные принципы, по которым должно происходить интеграция военных и невоенных сил и средств для противодействия угрозам военного характера. ; The issues under consideration are the conceptual views on developing the system of counteraction to military threats on the basis of comprehensive employment of military (based on the use of force) and non-military (not based on the use of force, hybrid) forces and means of security and defence sector of Ukraine (SDSU). The comprehensive employment ensures the integrated potential development of counteracting threats that is understood as the most rational composition of forces and means of SDSU where their necessary capabilities are outlined. The realisation of those capabilities is planned to be carried out on the basis of the common intent and, as a rule, in the form of a special operation aimed at de-escalation of the identified (or anticipated) military threats within the resources allocated by the state and nongovernmental organisations. Considering the essence of a military threat, the aim of integration of military and non-military forces and means for countering those threats is defined as a such organisational composition of forces and means of the SDSU entities which employment under the condition of single command and appropriate planning would be able to mitigate the effect of factors forming such threats to the acceptable indexes while providing the sufficient level of the state military security. The basic principles of the integration of military and nonmilitary forces and means are formulated, among those there are the principle of systemacity, the principle of adequacy to a threat, the principle of optimization of efforts allocation among the SDSU entities and various resources involved, the group of well-known management principles etc. The article proposes a number of methods of integration of military and non-military means of threat countering, among which there is the integration of military and non-military forces and means where the priority is given to the means not based on the use of force with the employment of means based on force as a support, and also the integration of military and non-military forces and means where the priority is given to the means based on the use of force with the employment of means not based on force as a support. Each of the above mentioned methods of integration can possibly have numerous options of concrete list of engaged forces and means of the SDSU entities and the degree of their engagement in counteracting a threat through time. The proposed forms of integration military and non-military means are operation and campaign. The proposed and formulated principles, aims and methods of integration of military and non-military forces and means to counteract military threats can be considered as further development of methodology for providing state military security.
