Social regulation, governance and education policies between targeting and heterodoxy: The proposal for the Comprehensive Programme for Education Equality ; Regulación social, gobernabilidad y políticas educativas entre la focalización y la heterodoxia : La propuesta del programa integral para la igualdad educativa

Abstract

This work aims to carry out an analysis of the proposal for the 'Integral Programme for Equality in Education' (PIIE), developed by the Ministry of Education of the Argentine Republic since 2004 and aimed at sectors with greater social exclusion. This programme would seem to have some distinctive features in relation to the traditional targeted policies of the 90s in Argentina, although some of these approaches persist at the same time, making it a policy that could initially be described as "heterodox". Here, we intend to analyse these permanences and changes from a structural perspective, which provides avenues for understanding the different economic and political aspects of recent educational reforms in Latin America. We are interested to reflect on the role of education in the new forms of social regulation that have been shaped in recent years, focusing specifically on the role of the state with regard to public policies and focusing in particular on the new roles that school takes in relation to governance, the disciplining of poverty and the control of risk and conflict in increasingly exclusive societies.
