For the promotion of multilateralism: Argentinian actions towards Africa between July 2018 and June 2019 ; Por el impulso del multilateralismo: las acciones argentinas hacia África entre julio de 2018 y junio de 2019

Abstract

In months of the end of Mauricio Macri's administration (2015-2019), it is possible to characterise the orientation of its foreign policy model as a dependant. The directionality of Argentinian external actions responded to the liberal vision of the country's external integration, in which economic and commercial parameters are valued by political and social aspects, which is why links with the financial capital markets are promoted and links with developed countries are favoured, to the detriment of south-south relations. In this context, the African continent occupies a relegated place in Argentinian foreign policy, highlighting the trade relationship with those North Saharan countries, with which Argentina historically maintains its trade surplus, and the development of major institutional political contacts in multilateral areas. This is demonstrated by the most relevant developments in Argentinian foreign policy that took place in the period July 2018 — June 20191, which will be set out below. In this regard, it should be noted that the renewal of the actions was carried out on the basis of official documents, press parts and journalistic material, and that it was systematised in two sections. The first deals with outstanding developments in the political and institutional links around the G20 and the PABA 40, while the second deals with bilateral meetings, trade and technical cooperation. Finally, some final reflections were presented on President Mauricio Macri's foreign policy towards Africa in the period under discussion.
