"This article focuses on two councils of foreign residents in the cities of Nantes and Strasbourg in the 2000s, questioning the paradoxical use of the category of 'foreigner' by public authorities. First, this article makes it possible to understand how territorial citizenship is defined through these participatory bodies. Secondly, it reveals that the distinction between 'national' and 'foreign' is inadequate to understand the population targeted by those councils. Thus, this article shows how cities use ethnic criteria within the French Republic to define the public of their integration and anti-discrimination policies.
