Abstract

This paper addresses the problem of state regulation of innovation and technological development in Ukraine as the basis of intellectual breakthrough in the twentieth century . The basis of the article - the analysis of global trends of global technological revolution, stages of modern technological structure; evaluation of critical situations , scientific and technical potential and prospects for innovation and breakthrough Ukraine script exit from the crisis , the development of niche opportunities in domestic and international markets, related costs and the expected results. The analysis - development areas and strategic priorities of innovation and technological development in Ukraine , mechanisms of implementation of national programs and projects, enabling a breakthrough . Implementation of long-term strategy needs to support long-term prognosis of innovation and technological development in Ukraine in view of global trends , maintaining global uncertainty about future dynamics of the global economy and the lack of effective and universal list of measures d.osyahnennya goals of sustainable development . Given the above, it can be argued that the science of public administration represents a complex knowledge about the technology and mechanisms of regulation of innovation and technological development of Ukraine with regard tendetsniy international development in this area. These are the most effective , optimal and rational mechanisms, ways and means of innovation and tehnolohichnohor of Ukraine , development of practical guidelines thatto optimize this type diyalnsoit . These are the questions that give the answer of how to run a "state machine ". By and large , public administration creates new resources and opportunities. This paper presents an analysis of the classification of innovation needed to state regulation of innovation and breakthrough type. Development of long-term prognosis of innovation and technological development of Ukraine in view of global trends based on a unique methodology for integrated makroprohnozuvannya on experience in the practical use of this methodology for state regulation of innovation and technological development.
