Notes on aid management, agriculture and rural development

Abstract

This paper was prepared in response to an invitation from the Ministry of Agriculture, Fisheries, Water and Rural Development (MAFWARD) to examine certain issues related to the role of the Ministry and the resources available to it. The five sections cover the following topics: national coordination of rural development; planning and coordination within MAFWARD; role and functions of the Directorate of Rural Development; implications of resource constraints for agriculture and rural development; some aspects of aid management in relation to agriculture.
