Abstract
The article considers historical features of the political economy in Bolivia, in order to explain the share of income the government was able to extract from import, export and domestic trade. Using contemporary reports and US State Department documents, the author shows the constraints faced by the government from 1920 to 1930. He then analyses the period 1930-35, to demonstrate that the Chaco War was a catalyst for greater government intervention, which continued after the conflict ended
