Abstract

The discussion on the advantages of establishing civil service as a career in political systems where government employees are subject to the discretion of politicians & public officials tends to ignore the technical aspects that are characteristic in these types of structures. This article introduces these technical aspects to the debate, thereby enriching it. It has two main objectives. First, it emphasizes the inherent virtues of civil service systems with regard to the management of human resources in public organizations. These virtues are suggested in many of the arguments that support establishing civil service as a career in Mexico. On the other hand, however, the article describes the problems that civil service has to deal with on a daily basis. These problems are largely unknown to the public. The author's intent is to present a more comprehensive & balanced view of the issue & provide the basis for further discussion. The article (1) presents certain basic elements that are used internationally to describe civil service, (2) gives a detailed account of those administrative systems that usually form the "backbone" of any public function, (3) describes the "latent systems," & (4) describes the problems that specialists & administrators must consider as they introduce a civil service system. 16 Tables, 2 Figures, 107 References.
