Abstract
Diplomatic efforts to denuclearize North Korea have been stalled since 2008 when Pyongyang walked out of the Six-Party Talks negotiations. Even a minimalist bilateral US-North Korean agreement in 2012 collapsed two weeks after its inception when Pyongyang announced it would launch another long-range rocket, in violation of the accord and UN resolutions. The Obama administration remains reluctant to impose the same level of sanctions on North Korea that it has already implemented on Burma, Iran, and Syria. Meanwhile, Kim Jong-un continues to augment and refine his nuclear and missile arsenals, increasing the threat to the US and its allies. Here, Klingner examines Kim Jong-un's policies.
