Abstract

Russia & the EU share several interests; since the EU's enlargement to include several states that the USSR formerly dominated, common security concerns have become even more important. An accord in 2004 promised more interdependence & the construction of common spaces -- including spaces of liberty, of security & justice, & of external security. Realization of these common spaces has been obstructed, however, by serious domestic & foreign policy disagreements. The dialogues continue, because cooperation is vital.
