Abstract

Since the Second World War, Mexico aligned itself politically with the United States. However, in order to establish margins of relative independence it used strategies and tactics such as efforts to gain time, taking advantage of different positions within the US government, emphasis on internal political restrictions, legal "protection" of its dissident positions, scaling up to the White House and avoiding extensive formalized cooperation. Not without difficulties did Mexico make the most of negotiations on multilateral affairs to advance its positions on some of the conflictive issues in the bilateral agenda. In this way it established and broadened its capacity for maneuver; and also succeeded in making its dissidences tolerated by the neighboring superpower without seriously deteriorating the bilateral relations.
