Zum Jahreswechsel 2011/12 traten die neuen Regeln der Gründungsförderung im Sozialgesetzbuch (SGB) III in Kraft. Ein Blick auf die Förderzahlen zeigt erhebliche Veränderungen infolge der Reform des Gründungszuschusses. Auch die Struktur der Geförderten hat sich verändert. In der vorliegenden Studie wird mit Instrumenten der qualitativen Sozialforschung untersucht, welche Prozesse a) in den Agenturen und b) auf Seiten der Beziehenden von Arbeitslosengeld (Alg) I diesem Wandel zugrunde liegen. Es zeigt sich, dass der gesetzlich verankerte Vorrang der Vermittlung vor sonstigen Leistungen der aktiven Arbeitsmarktpolitik nach § 4 SGB III eine entscheidende Rolle spielt. Dabei kommt der Vermittlungsvorrang nicht allein als Ablehnungsgrund in Ermessensentscheidungen zum Tragen, sondern auch - und vor allem - als Argument, mit dem Vermittlungsfachkräfte die Alg-I-Beziehenden entmutigen, einen Antrag zu stellen. Die Alg-I-Beziehenden akzeptieren dieses Argument zumeist oder versuchen gar nicht erst, bei den Agenturen einen Gründungszuschuss zu beantragen, so dass die Zahl der ungefördert aus Arbeitslosigkeit Gründenden in absoluten Zahlen und als Anteil an allen Abgängen in Selbständigkeit deutlich zugenommen hat. Gemessen an zwei zentralen Reformzielen - Einsparungen und Reduzierung von Mitnahmen - lässt sich eine ambivalente Bilanz ziehen. Die Umstellung auf eine Ermessensleistung ermöglicht grundsätzlich einen flexiblen und fallorientierten Einsatz der Gründungsförderung. Die straffen Budgetziele haben diese neuen Freiräume zumindest zeitweise stark eingeschränkt. Die Sparziele wurden erreicht - allerdings mit nachteiligen Effekten auf die Konsistenz der Förderpraxis und auf die (mittelfristige) Attraktivität der Gründungsförderung aus Sicht der Alg-I-Beziehenden. Die Bewertung des Ziels, Mitnahmen besser zu verhindern, hängt von der genauen Definition des Mitnahmebegriffs ab und fällt mal eher positiv, mal eher negativ aus. ; In this study we present insights from the practical implementation of a reform of the start-up subsidy for unemployment insurance recipients (Gründungszuschuss). New rules of allocation came into force at the turn of the year 2011 to 2012. Looking at the number of entrants not only reveals a massive drop as a result of the reform. The composition of the recipients of the Gründungszuschuss has changed as well. We investigate the processes underlying these observations both on the side of the employment offices and on the side of the entrepreneurs. It turns out that the priority of job placement before any other measure of active labour market policy codified in § 4 SGB III is crucial. Not only is the priority of placement a formal cause for the rejection of claims, but a well-founded argument in negotiations between caseworkers and clients regarding whether or not to make a formal claim. This function of discouragement reveals as central. This leads to an increase in start-ups without subsidies from the employment agencies as a proportion of all start-ups by unemployment insurance recipients. If measured against two central aims of the reform - savings and reduction of free-riding - we can draw an ambivalent conclusion. The reform enables a more flexible and case-oriented allocation of the Gründungszuschuss, but budget restrictions and the priority of placement tend to counteract these tendencies. While savings have been achieved, adverse effects on the consistency of the allocation of the start-up subsidy over time and on the local level as well as on the attractiveness of the Gründungszuschuss from the perspective of the unemployment insurance recipients need to be noted.

The High Level Group on Own Resources (HLGOR) chaired by Mario Monti presented its final report on 17 January 2017. It contains recommendations for reform of the European Union's own resources system. In October 2016, as part of its mid-term review of the EU's Multiannual Financial Framework (MFF 2014-2020), the European Commission marked starting points for reforms on the expenditure side of the EU budget. Now, the EU is turning its attention to the revenue side. The European Commission must draw up its proposals for the next MFF, applicable after 2020, by the end of 2017. The debate on a comprehensive reorganisation of European budget policy will then begin to gather speed. (author's abstract)

Ende 2019 laufen die bisherigen Regelungen zum Länderfinanzausgleich aus. Zuvor muss eine Reform beschlossen werden. Allerdings sind die Interessen und auch die Belastungssituationen der Geber- und Nehmerländer sehr unterschiedlich. Der Bund kann Mittel bereitstellen, die natürlich begrenzt sind und möglicherweise die Selbstbestimmung der Länder einschränken. Bei den Reformvorschlägen liegt das Schwergewicht entweder auf der Anreizorientierung oder auf der Angleichung der Lebensverhältnisse. Letztlich muss über die Reformmaßnahmen jedoch politisch entschieden werden. Ob dies noch in dieser Legislaturperiode gelingt, ist zweifelhaft. ; At the end of 2019 the regulations of the German fiscal equalisation scheme will expire, i.e. it is absolutely necessary to decide on reforms before this date. But economic interests and the actual burden of donors and recipients differ widely. The federal government can provide financial resources, but they are limited and the provision of resources may restrict the self-determination of the länder. The reform proposals are to some extent based on incentive schemes, e.g. the Scientific Advisory Council at the Federal Ministry of Finance makes the case for a reform that enhances transparency, reduces the disincentives caused by the current distribution formulas and strengthens the capacity to raise own funds, the memebers of the Advisory Council provided simulation results showing that a relatively small amount of block grants would be needed to prevent revenue losses for states with low tax capacity. Others concentrate on the equalization of living conditions. In the end the reforms have to be decided politically. But it is doubtful whether this will happen during the current legislative period.
