In den letzten 20 Jahren hat sich europäische Migrationspolitik tiefgreifend verändert. Neues Leitbild ist das umfassende, effiziente und flexible "Management" von Migrationsprozessen. Das International Centre for Migration Policy Development (ICMPD), eine zwischenstaatliche Organisation mit Sitz in Wien, hat seit seiner Gründung 1993 eine wichtige Rolle für Weiterentwicklung und Ausbau des europäischen Migrationsregimes gespielt. Wie lassen sich Entwicklung, Programmatik und Praxis des ICMPD charakterisieren? Welche politische Rationalität liegt dem Projekt eines europäischen Migrationsmanagements zugrunde? Der Autor Fabian Georgi legt die erste wissenschaftliche Studie zum ICMPD vor. Exemplarisch für das europäische Migrationsregime werden Entwicklung, Programmatik und Praxisformen der Organisation detailliert analysiert. Darauf aufbauend entwickelt der Autor Elemente einer kritischen Theorie des Migrationsmanagements und macht dabei Demokratietheorie, Nationalismusforschung und Weltsystemtheorie ebenso fruchtbar, wie das Konzept der Autonomie der Migration. Die Studie richtet sich sowohl an interessierte SozialwissenschaftlerInnen verschiedener Disziplinen als auch an eine kritische Öffentlichkeit.

The performance framework adopted for this review includes five dimensions — economic, social, democratic, legal and political issues. This article presents summary findings from a statistical (meta‐analytic) review of the performance measurements found in the available international literature on privatisation and contracting‐out government services… This enables an assessment to be made of the extent to which reform objectives appear to have been achieved in practice. The article discusses the gains which result from contracting reforms, and the extent to which these gains accrue to various stakeholders — whether community, customers, the organisation or government.

The literature on the new international division of labour (NIDL) highlights the rapid growth of the electronics industry in East and Southeast Asia. By contrast, the Indian electronics industry has received less attention because of its traditional emphasis upon import substitution and relatively weak articulation with the prevailing global division of labour. Moreover, the application of the microchip technology in India is still in its early stages, though government interest and support for it suggest a promising future. Nevertheless, in computer software India is emerging as a competitive location for software development and exports.

THIS ARTICLE ARGUES THAT THE THREE VOLUMES OF THE MACDONALD COMMISSION RESEARCH OUTPUT DEVOTED TO INTERNATIONAL POLITICAL ECONOMY (VOLS. 28 TO 30) DEMONSTRATE A BIAS TOWARD WHAT MIGHT BE LABELED "NEO-REALIST" ANALYSIS. AS A RESULT, THEY NEARLY ALL ARE STEEPED IN A DEGREE OF PESSIMISM REGARDING CANADA'S PLACE IN THE EVOLVING INTERNATIONAL POLITICAL ECONOMY- A PESSIMISM THAT EXTENDS NOT ONLY TO FUTURE PROSPECTS FOR THE MULTILATERAL TRADING SYSTEM, BUT FOR THE BILATERAL CANADA-US ONE AS WELL. WHILE THIS SENSE OF LIMITED OPTIONS MIGHT INDEED BE JUSTIFIED, THIS ARTICLE ARGUES THAT A SERIOUS OMISSION FROM THE SET OF STUDIES WAS THE RELATIVE LACK OF ATTENTION ACCORDED TO THE SECURITY ARRANGEMENTS UNDERPINNING THE POSTWAR TRADE AND MONETARY ORDER. THAT BEING SAID, THE AUTHOR FINDS THAT THE VOLUMES WILL LIKELY HAVE A LASTING SIGNIFICANCE FOR SCHOLARS, EVEN THOUGH THEIR RELEVANCE FOR PUBLIC POLICY MAY NOT BE SO GREAT OR LASTING.

Die Autorin untersucht den Zusammenhang zwischen der Qualität des (abstrakten) Staates und der Weltmarktintegration subsaharischer Staaten am Beispiel der Steuereintreibung und Ressourcenallokation. Beim Staat werde gemeinhin in der Wissenschaft unterschieden zwischen "Beutestaaten" und "Entwicklungsstaaten", bei ersteren werde auch von "neopatrimonialen" Staaten, "Quasi-Staaten" oder "Phantom"-Staaten gesprochen. Using the logic of a two-phase cooperation framework (first bargaining to reach an agreement, then enforcement of the negotiated agreement), this article examines how the risk of institutional breakdown can help promote international cooperation. I argue first that the risk of institutional breakdown can help promote bargaining cooperation by raising the opportunity costs of bargaining failure, thus providing a strong incentive for states who value the fragile international institution to negotiate a cooperative agreement. Having helped states to reach a cooperative bargain, the risk of institutional breakdown can also play a role in the subsequent enforcement phase. I argue second that the risk of valued institutional breakdown can reduce state preferences for defection, moving the enforcement problem away from the standard Prisoners' Dilemma structure. To illustrate these arguments, I examine the European Community's decision to recognize the breakaway Yugoslav republics of Croatia and Slovenia.
