Abstract
Against the background of the implementation of the EU Youth Strategy (2010–2018) in Germany, the article explores the question of how European youth policy can be anchored at the municipal level. The article discusses (1) federal and regional efforts to incorporate the municipal level in implementing European youth policy, (2) arising challenges and (3) the significance of European policy for national, regional and municipal youth policy. Results suggest that although the involved actors stipulate the importance of municipal level involvement in designing the implementation of the EU Youth Strategy in Germany, the Strategy is actually implemented as a top-down strategy in which the municipal level receives impulses from other levels, rather than being incorporated in policy development. The article concludes that, in order to successfully strengthening European impulses in sub-national youth welfare discourses, mutual understanding and dialogue between levels is just as necessary as a content-related rather than process-related discussion.

ABSTRACT:In contrast to North American cities, numerically named streets are a very rare occurrence in Europe. This article explores the exceptions to this rule by charting the history of street numbering in 10 European countries. The medieval and early modern 'new towns' of New Winchelsea, Mannheim and a section of St Petersburg (Vasilievsky Island) were each designed with grid-plan layouts in which the streets were identified according to an alphanumerical system. Although a range of gridiron plans have been subsequently built across the continent, the newer instances of street numbering are characteristically inconspicuous and peripherally located in suburbs or industrial estates. As a result, most European cases of street numbering play a limited role in constituting the broader urban fabric of the streetscape, with the exception of cities such as Milton Keynes that conform more to the North American model. The relative absence of street-numbering plans in European cities can largely be explained by the much longer history of urbanism in Europe compared to North America and, above all else, the privileging of the nationalistic-pedagogic imperative to name streets with the aim of instilling historical 'lessons', which has left little room for the use of street numbering as a means of rationalizing the spatial organization of European cities.

Although strong traditional principles have stifled reform of multiple procedures beyond joinder and consolidation, injunction claims by associations and commercial organizations have for some decades been more active in Germany than many European states. Since 2000, innovative experiments have been under way with a special model case procedure for investor claims and assignment of claims in antitrust. Both these approaches are likely to prove inadequate, but debates on reform remain cautious.

This article surveys the development of Canadian Studies in Czechoslovakia/the Czech Republic from 1985 (the year the first such course was offered at a Czech university) down to the present. It also deals with the wider context of the development of Canadian Studies in Central Europe under the aegis of the Central European Association for Canadian Studies, established in 2003 with its Secretariat located at Masaryk University, Brno. In both the Czech Republic and the wider region, the late 1990s saw a steady growth in Canadian Studies, fostered by financial support from the Canadian government and outreach activities by Western European Canadian Studies associations. The first decade of the twenty-first century saw an explosion of activities - many new courses and degree programmes, conferences and specialized seminars, international projects, publications, the launching of the Central European Journal for Canadian Studies. The century's second decade, however, has witnessed retrenchment, the result of systemic changes in higher education systems and the Canadian government's cancellation of all support for Canadian Studies activities in 2012. Nevertheless, in both the Czech Republic and Central Europe, Canadian Studies continues to enjoy a significant and respected presence in the higher education sphere.

Within a global context, Germany was relatively late in its acceptance of substitution treatment, having first introduced methadone maintenance treatment (MMT) in the late 1980s. Since the early 1990s, Germany has taken a number of legal steps which favor harm reduction, assistance and treatment, rather than the law enforcement approach that was dominant before. As a result of this new commitment, Germany now also allows the use of non-methadone substitutes, such as buprenorphine, LAAM, dihydrocodeine (DHC) and codeine. A heroin maintenance trial has been scheduled to begin in early 2002. Despite the fact that the overall number of participants in drug-substitution treatment has risen over the past decade from about 1,000 in the early 1990s to more than 55,000 in 2001 and that MMT has been comprehensively evaluated in Germany with favorable outcomes, there remains a lack of availability of and accessibility to substitution treatment, due to rigid entry and treatment criteria imposed by the social health insurers (SHI).

Owing to the recent recession, the German apprenticeship model is once again praised for smoothing out school-to-work transitions. In line with the social policy shift of favouring education as a key means to combat youth unemployment, European Union (EU) recommendations and German national policies encourage young Southern and Eastern EU citizens to apply for apprenticeship training abroad. Yet, young people wanting to go abroad are not only mobile young people but also immigrants. Given the prevalence of ethnic disparities in the German apprenticeship system, the question arises whether employers would be willing to hire these newcomers. Using a factorial survey experiment, we investigate how employers rate applications from Spanish newcomers compared to those from young immigrant descendants of Spanish origin. The results indicate that newcomers are substantially less preferred than immigrant descendants born in Germany. Employers' expectations about newcomers' language skills and employers' interest in training for their own skilled labour force are key barriers to policies promoting apprenticeships abroad.
