Emphasizes the powerful normative agenda inherent in feminism in exploring international ethics. Empiricism is necessary to recognize international ethical reality -- the disembodiment of international relations & its disinterest in women's lives. The "ethics of care" involve four main considerations: (1) Ethics must include the totality of human relations rather than just the area of diplomatic intercourse & strategic confrontation. (2) The boundaries between private & public/international must be explored. (3) The "domestic" is the source of ideas & practices in the international arena. (4) Moral relations cannot be idealized purely on rationality, but require a moral skepticism. Problems such as rape in war & female genital mutilation are valid infringements on human rights that the current rhetoric largely ignores. L. A. Hoffman
