In: RIPE series in global political economy
This book contains papers, some of which more accessible than others, in terms of conceptual clarity, that shed light on the development of the concept of Lifelong learning from its initial UNESCO formulation and elaboration as Lifelong Education, more expansive in scope than that at present, to the more OECD and EU driven economistic discourse on lifelong learning, focusing on "employability" which does not necessaily mean "employment" and which places the onus on individuals, rather than the provision of structures, for one"s ongoing learning. This was cynically regarded as a means of "responsibilisation" to adopt the sociological term critiquing this focus on individual as opposed to social responsibility. In this regard, Rasmussen"s reference to Jürgen Habermas" "diagnosis that the EU needs to change its decision-making processes into the "cizenship mode""(p. 28) is very apt.The genealogy of the concept is explained in a few chapters, a case of tilling familiar ground, as many other writers had done this earlier (Murphy, 2007; Field, 2001, 2010; Tuijnman, A and Boström, 2002; Wain, 2004; Borg and Mayo, 2005). ; N/A

In: New horizons in environmental economics
Which level of government is most appropriate for environmental policy making in a confederal or federal system? How does the level of government at which policy is made and implemented affect the choice of policy instruments? This important new volume addresses these problems by comparing environmental policies and practices in the European Union and the United States. In Environmental Policy with Political and Economic Integration, a distinguished group of authors discusses how environmental policy in a federal or confederal system may differ both in theory and practice from that found in a unitary government system. After examining the framework for environmental policy in the EU and US, the authors present papers on their federal institutions, the economic forces affecting environmental governance, the choice of policy instruments, linkages between trade and environmental policy and environmental regulations within international trade negotiations. The final part brings together a series of case studies which sheds new light on the research questions formulated earlier in the book. Issues discussed include the regulation of agricultural pollution, global warming, ozone pollution and environmental security. In addition to its detailed discussion of environmental policy in the EU and the US, Environmental Policy with Political and Economic Integration will be essential reading for both scholars and policymakers concerned with designing and implementing regulations to protect the environment
In the paper the authors identified the need and identified the benefits of the development of Russia-EU cooperation in the field of education in the context of globalization, marked barriers to the development of such cooperation conditions for its development. The authors also performed a comparative analysis of the state and the market model for cooperation between Russia and the European Union in the field of education in the context of globalization and the expediency of the transition to it. As perspective directions of cooperation between Russia and the European Union in the field of education in the context of globalization the authors developed and validated a complex marketing mix. ; peer-reviewed

Defence date: 1 December 1995 ; Examining Board: Prof. Maurizio Cotta, Università degli Studi di Siena, Supervisor ; Prof. Giandomenico Majone, EUI, co-supervisor ; Prof. Peter Mair, Rijksuniversiteit Leiden ; Prof. Roger Morgan, EUI ; Prof. Alberta Sbragia, University of Pittsburgh ; First made available online: 5 August 2016 ; Chapter 1 begins with a discussion of the limitations of the traditional approaches to parties and politics in the EU, and introduces an alternative framework which combines the theory and method of 'comparative politics'. In Chapter 2, the two theoretical levels are brought together in a "comparative politics theory of parties in the European Union". This theory is subsequently tested in three empirical chapters, each covering a different aspect of party federation behaviour in the EU: party organisational development (Chapter 3); the changing shape of party policy competition (Chapter 4); and the ability of parties to reap policy rewards from the European Council (Chapter 5). A description of the data and the methods used in the analysis is set out in a series of Appendices. Finally, the empirical and theoretical conclusions of the research are drawn together in Chapter 6.

"The European Union's Emissions Trading Scheme (EU ETS) is the world's largest market for carbon and the most significant multinational initiative ever taken to mobilize markets to protect the environment. It will be an important influence on the development and implementation of trading schemes in the US, Japan, and elsewhere. However, as is true of any pioneering public policy experiment, this scheme has generated much controversy. Pricing Carbon provides the first detailed description and analysis of the EU ETS, focusing on the first 'trial' period of the scheme (2005-7). Written by an international team of experts, it allows readers to get behind the headlines and come to a better understanding of what was done and what happened based on a dispassionate, empirically based review of the evidence. This book should be read by anyone who wants to know what happens when emissions are capped, traded, and priced"--Provided by publisher
