This article provides a look at the main turning points in research on educational inequalities, both at the level of the fi eld's subject matter and its methodology. The text focuses on authors and concepts that in their time constituted a major innovation, signifi cantly advancing analysis and knowledge in the fi eld of research on educational inequalities. In the article the authors propose viewing researchers in the fi eld of educational inequalities through the lens of their era and in relation to the major turning points between them, which can be identifi ed in terms of subject matter and methodology, and even chronologically. The authors define three basic periods, and for each one present two key concepts. The first period is represented by the basic model of the stratification process and by the socio-psychological model. The second period is characterised by the concept of educational allocation and the theory of 'maximally maintained inequality' (MMI). Presented for the third period are the multinomial transition model and the theory of 'effectively maintained inequality' (EMI). Across these stages of development the authors highlight three of the cited concepts as ground-breaking methodological innovations (the basic model of the stratification process, the concept of educational allocation, and the multinomial transition model) and the other three as innovations in subject matter (interpretive), though closely tied to the advancement of quantitative methods used in the analysis of educational inequalities (the socio-psychological model and the MMI and EMI theories).

"In the last European Parliament Election in 2004, only 43,7 per cent of the German population took part, while the lowest number of participation fell in the group of young voters at the age of 21 to 25. Their turnout was only 30,5 per cent compared to the highest number of 51,9 per cent among those 60 years or older. Looking at the last elections to the German Bundestag in 2005, the situation is not as bad as such, but the tendency is the same: young voters at the age of 21 to 25 were definitively the group with the lowest turnout: only 70, 2 per cent voted, while the highest participations (84,6 per cent) falls into the 50-60 year olds. Generally, the participation in elections increases with age. However, there is a significant gap between the willingness of young people towards participation as such and the turnout in elections. Furthermore, an even more remarkable gap between the participation on a national and European level exists. In the light of the 30th anniversary of direct elections to the European Parliament education should ask how to overcome this gap and how to win more young people for their rights and duties as citizens in the European Union ..." Der Beitrag beschäftigt sich mit dem Phänomen "Crowdsourcing", also mit dem Outsourcing unternehmenseigener Aufgaben an die Internetöffentlichkeit. Crowdsourcing ist eine der jüngsten Entwicklungen im länger währenden Prozess des Wandels der Beziehung zwischen Unternehmen und Konsumenten. Der dabei neu entstehende Typus Konsument, der Arbeitende Konsument, stellt traditionelle Ansichten darüber, was Konsumenten sind und wie sich diese verhalten, grundlegend infrage. Es gilt also, das herkömmliche Rollenverständnis - der Kunde ist "König" und agiert eher passiv - zu hinterfragen. Konsumenten werden gegenwärtig immer mehr zu Mit-Arbeitern, die einzelne Schritte des Produktionsprozesses übernehmen, wobei der Prozess letztlich immer unter Kontrolle der Unternehmen bleibt. Der vorliegende Beitrag kategorisiert auf der Grundlage einer genaueren Definition von "Crowdsourcing" die Erscheinungsformen und differenziert diese von angrenzenden Phänomenen. Abschließend werden die potentiellen (positiven und negativen) Folgen von Crowdsourcing für die zukünftige Organisation von Arbeit diskutiert.

In einer Zeit, in der die Wissenschaftspolitik derjenigen Form von Ressourcenallokation besonderes Interesse entgegenbringt, die die Kreativität der Wissenschaftler stärkt, will man wissen, welcher Typ von Forschungsorganisation tatsächlich wissenschaftliche Kreativität begünstigt (also ausgebaut werden sollte) und welcher umgekehrt für kreative Arbeit weniger hilfreich ist (folglich zu vermeiden wäre). Dieser Informationsbedarf kontrastiert mit dem geringen Wissen, welches gegenwärtig zur Verfügung steht, und dies gilt ganz besonders für die Geisteswissenschaften. Das Papier liefert einige Ideen, wie diese Lücke gefüllt werden könnte. Da, aus soziologischer Perspektive, für wissenschaftliche Kreativität die Organisation der akademischen Arbeit, nicht aber der individuelle kreative Genius, am meisten zählt: von welchem Organisationstyp müssen wir dabei ausgehen und wie sehen wir die Beziehungen zwischen dem einzelnen Forscher und dieser Organisation? Das Papier setzt hier auf schwach institutionalisierte Organisationen und die kreative Kraft lockerer Verbindungen. Ein weiteres bedenkenswertes Problem betrifft die abhängige Variable: Wie soll "Kreativität" operationalisiert werden? In den Geisteswissenschaften verfügen wir weder über unbestrittene Qualitätskriterien noch über allgemein anerkannte Wissenschaftspreise, auf die man sich beziehen könnte. Die Verwendung von Publikations- oder Zitationsindices führt ebenso wenig weiter, da diese Daten, speziell in den Geisteswissenschaften, fehlleiten, wenn es um die Erfassung kreativer Ereignisse geht. Das Papier führt diese Argumente aus und entwickelt ein Verfahren, mit dem akademische Kreativität in den Geisteswissenschaften identifiziert werden könnte. Dieses Verfahren setzt auf die Methode der Gruppendiskussion. Schließlich wird der Gegenstandsbereich, auf den sich das Papier bezieht - "Geisteswissenschaften" - diskutiert. Bilden diese einen bestimmten Wissenschaftstypus, der klar von den, sagen wir, Naturwissenschaften, abgegrenzt werden kann? Wie immer man darauf antwortet, die Entscheidung wird ein willkürliches Moment haben, und - trotz eines vielleicht gemeinsamen Leitmotivs - Disziplinen mit unterschiedlichen Rhetoriken und epistemologischen Kulturen umfassen. Das Studium von geisteswissenschaftlicher Kreativität kann sich deshalb nicht auf eine "exemplarische" Disziplin oder einen schmalen Satz von Disziplinen beschränken. Abschließend schlägt das Papier vor, sich (vorläufig) auf mindestens fünf Disziplinen zu konzentrieren (Geschichte, Literaturwissenschaften, Altertumswissenschaften, Philosophie, Soziologie).

"Wohl keine Kulturform hat sich so sehr auf ihre Begriffe verlassen, wie die 'wissenschaftlich-technische Zivilisation'. Zwar wurde seit den Anfängen der okzidentalen Philosophie stets über das 'wahre' Verständnis des Seins gestritten, auch darüber, wie es sich wissenschaftlich angemessen beobachten ließe, welche Beschreibungsformen und Begriffe hierzu taugen und welche unvorhergesehenen Nebenwirkungen mit diesen Beschreibungsformen einhergehen. Mit den Anfängen der 'modernen' Wissenschaft im 16./17. Jh. verfestigte sich jedoch eine seitdem nicht mehr fundamental kritisierte duale Weise des wissenschaftlichen Begreifens von Welt, diese entweder als Natur oder als Gesellschaft zu begreifen. Seither dominiert eine Weise wissenschaftlichen Beschreibens von Welt mit primär den 'Natur'-wissenschaften entlehnten Begriffen. Seit einigen Jahrzehnten gewinnt jedoch die radikalere Kritik an Zuspruch, die die Wissenschaft als professionelle Institution zur gesellschaftlichen Problemlösung insgesamt in Frage stellt. In dem einleitenden Beitrag zur Ad-Hoc-Gruppe wird dieser Prozess des Legitimitätsverlustes in einen Zusammenhang gebracht mit der gesellschaftlich beobachteten Zunahme an Katastrophenphänomenen und der Weise des wissenschaftlichen begrifflichen Begreifens von Welt. Krisen und Katastrophen, so die These, symbolisieren das Versagen gesellschaftlicher Formen der Umweltbeobachtung, sie sind also mit anderen Worten das Resultat falscher Diagnosen über die menschliche Umwelt. Eine dieser falschen Diagnosen lautet: 'Natur'. Obwohl scheinbar nur ein Begriff, geht damit doch eine Weise des Weltzugangs einher, eine Form der Wahrnehmung, die den tatsächlichen Verhältnissen zunehmend unangemessen ist. Behauptet wird in dem Beitrag also, dass 'die Moderne' sich auf eine bestimmte Form des begrifflichen Begreifens von Umwelt eingeschränkt hat, die zunehmend krisen- und schließlich katastrophenträchtiger wird. Dieser Prozess stellt die Wissenschaft selbst zunehmend in Frage, die nun aufgefordert ist, grundsätzlich neue Formen und Modalitäten der Umweltbeschreibung zu entwickeln, will sie nicht mit ihrem vermeintlichen bisherigen Gegenstand, der Natur, 'verschwinden'." "This paper seeks to offer an empirical contribution of the political processes, limits and potential of UN brokered partnerships that seek to deepen or create inclusive and sustainable agricultural supply chains in sub-Saharan Africa. More specifically it appraises the local processes of partnership brokerage, decision-making mechanisms and project implementation within the UNDP's Growing Sustainable Business Initiative (GSB) in Kenya. The paper argues that the lack of bottom-up participation in decision-making mechanisms and the predominantly economic imperatives driving the partnership projects have failed to reach out to the partnerships' intended beneficiaries – Kenyan small producers of nuts and mangoes. Opening up the GSB platform and monitoring the developmental impact of its partnership projects might hold the promise of reconciling sustainable business models with (some) poverty reduction." "In diesem Text wird ein analytischer Ansatz vorgestellt, mit dem das Ausmaß und die typischen Muster technikinduzierten sektoralen Wandels empirisch untersucht und erklärt werden können. Dazu werden zwei wesentliche Konzepte herausgestellt und aufeinander bezogen: Zum einen die spezifische sektorale Eingriffstiefe neuer Technologien, also die substanzielle oder inkrementelle Bedeutung, die diese für das jeweilige sektorale System haben (können); zum anderen die sektorale Adaptionsfähigkeit der dort etablierten sozioökonomischen Strukturen, Institutionen und Kernakteure, die mit neuen technologischen Möglichkeiten konfrontiert werden. Mit Hilfe des ersten Konzepts - sektorale Eingriffstiefe neuer Technologien - lässt sich der sektorale Anpassungs- und Veränderungsdruck, den neue Technologien beziehungsweise Technikfelder erzeugen, identifizieren. This study examines whether partner relationship quality influences fertility, and if so, in which direction and which aspects of relationship quality are relevant. Competing hypotheses are tested. One hypothesis assumes that higher relationship quality leads to higher rates of childbearing, as a high-quality relationship offers the most favourable environment to raise children. An opposite hypothesis expects that lower relationship quality leads to higher rates of childbearing, as couples might have children in order to improve their relationship. Hazard analyses are performed using three waves of the Panel Study on Social Integration in the Netherlands. Findings indicate that positive as well as negative interaction between partners has a negative effect on first- and higher-order birth rates. This suggests that couples are most likely to have children if they do not have too much negative interaction, but neither interact in a very positive way. Value consensus negatively influences higher-order birth rates.

This article examines the conundrums of encounter and interpretation that animated the author's ethnographic research in an economically and demographically distressed region of rural Japan. The author's interest in local revitalization strategies led her to focus on a company spearheading a regional heritage foods initiative as a fertile research site. The company - a dynamic grassroots forum - ultimately failed to control deteriorating local circumstances by creating a new farm industry and reversing the town's sagging image. As the author became immersed in the optimistic visions of the region promoted by the company, she also grew entangled in local goals to further tourism and resettlement. This article shows that tensions between the author's support of grassroots renewal efforts and her skepticism about their potential to reverse local decline gave rise to ethical dilemmas that confound Institutional Review Board conceptions of field sites as places of controlled encounter. Exploring the author's attempts to navigate local agendas while pursuing her own research objectives, this article assesses dilemmas of ethnographic engagement in a politicized fieldsite where academic inquiries confront sensitive questions of community survival. Norton and Company, New York) considered a model with individual agents who only care about the types of people living in their own local neighborhood. The spatial structure was represented by a one- or two-dimensional lattice. Schelling showed that an integrated society will generally unravel into a rather segregated one even though no individual agent strictly prefers this. We generalize this spatial proximity model to a proximity model of segregation, examining models with individual agents who interact 'locally' in a range of more general social network structures. The levels of segregation attained are in line with those reached in the lattice-based spatial proximity model.

Tatarstan, a bi-cultural region in the Russian Federation, has been experiencing a significant revival of Tatar language, culture and ethnic identities during the post-Soviet period. This article examines the significance of language policy in schools, and elite Tatar schools in particular, for this Tatar renaissance. It describes the political context and institutional setting and uses qualitative research data to analyse ethnic identification among pupils, parents and teachers. It shows that language has central importance in the Tatar schools and is treated as essential to what it means to be Tatar. Till now, the `Tatarstan model' of partial autonomy within the Russian Federation has successfully accommodated ethnic diversity. However, asymmetries between `national' education in Tatar schools and predominantly Russian education in non-Tatar schools have potential to generate tensions, as the republic of Tatarstan develops its policies for interethnic relations, religion and culture.

This paper applies Data Envelopment Analysis [DEA] methodology to the evaluation of regional innovation system performance based on information provided by the European Innovation Scoreboard [EIS] for 2002 and 2003. We find that those European regions ranked in the EIS as showing better performance in high-technology areas, are ranked somewhat differently according to DEA. The results of our study show that the higher the technological level of a region, the greater is the need for system coordination. Where this is lacking there is a loss of performance efficiency compared to other similar regions. Policy making in relation to Regional Innovation Systems (RIS) has in the past depended on systemic analysis. Here, we propose a methodology that combines quantitative and qualitative analyses to enrich the knowledge base for future policy decision making.
