Das Forschungsprogramm ALLBUS (Allgemeine Bevölkerungsumfrage der Sozialwissenschaften) dient dem Ziel, Daten für die empirische Sozialforschung zu erheben und umgehend allgemein zugänglich zu machen. Die Verwendung des ALLBUS in Sekundäranalysen erfordert es, jede Phase des Forschungsablaufs so transparent wie möglich zu machen. Damit die Nutzer des ALLBUS den Prozess der Datenerhebung nachvollziehen und sich kritisch mit den gewonnenen Daten auseinandersetzen können, wird daher auch im vorliegenden Methodenbericht für den ALLBUS 2000 die Konzeption und Durchführung der Studie dokumentiert. Wie jeder ALLBUS enthält auch die Umfrage 2000 detaillierte Informationen zu Einstellungen, Verhaltensweisen und sozialstrukturellen Merkmalen der Bevölkerung in Ost- und Westdeutschland. Die Studie hat jedoch im Unterschied zu den meisten bisherigen ALLBUS-Erhebungen kein explizites Schwerpunktthema. Die berücksichtigten Fragen decken ein breites Spektrum soziologisch relevanter Themenstellungen ab. Der vorliegende Bericht informiert über die Grundkonzeption der ALLBUS- und ISSP-Studien, über das Frageprogramm des ALLBUS 2000 und der ISSP-Module "Soziale Ungleichheit" und "Umwelt", über die erstmals computerunterstützte Durchführung des ALLBUS 2000 (CAPI-Befragung) sowie über das Stichprobenverfahren und die Feldphase des ALLBUS/ISSP 2000. Flyvbjerg makes a brave call for social science to invite itself to public debate, setting its own agenda, making social science matter. The transparency and clarity of Flyvbjerg's line of argument of course makes it easier to pick apart. For example, Flyvbjerg's critique of Habermas at times bites its own tail. While Foucault claims that "power is everywhere", Habermas distinguishes between power and rationality in communication. But in his success in improving the democratic process in Aalborg, does Flyvbjerg not rely on the power of the better argument? If we should succumb to the notion that the political impact of social science rests only on its traditional authority, rather than on the power of the better argument - does this not risk becoming a self-fulfilling profecy? While Habermas' work is often criticized for being too idealistic, it is seldom appreciated how these types of considerations tie into his particular mode of theorizing.

Empresas de inserción (work integration social enterprises - WISEs) and their activities have been declared entities providing services of general economic interest and the system of exceptions for this type of enterprise has recently been modified as regards subsidies to compensate for public service obligations. It would therefore seem a good moment to reflect on this subject. Furthermore, these enterprises play a part in various European Union policies, as noted in the recent Communication from the Commission proposing measures concerning state aid. The present article defines the enterprises that provide "services of general economic interest", the rules that apply to them and the WISEs' compatibility with the award of state aid. It also explains the significance and general impact of this declaration for WISEs and its impact in terms of the tax incentives applied to them. --- Empresas de inserción (entreprises sociales d'insertion de travail - Wise) et leurs activités ont été déclarées entités fournissant des services d'intérêt économique général et le système d'exceptions pour ce type d'entreprise a récemment été modifié en ce qui concerne les subventions pour compenser les obligations de service public. Il semble donc un bon moment pour réfléchir sur ce sujet. En outre, ces entreprises jouent un rôle dans les différentes politiques de l'Union européenne, tel qu'indiqué dans la récente Communication de la Commission de proposer des mesures concernant les aides d'État. Le présent article définit les entreprises qui fournissent des « services d'intérêt économique général », les règles qui s'appliquent à eux et compatibilité du Baba avec l'octroi d'aides d'État. Il explique aussi l'importance et l'incidence générale de cette déclaration pour Baba et son impact en ce qui concerne les incitations fiscales qui leur sont appliquées.

The article analyses Jügen Habermas' attitude towards relations between science and politics, and influence of science upon political sphere. The author seeks to figure out the following: in what ways, according to Habermas, science could be dangerous for social life; then, Habermas' position concerning validity of the main charges raised against science.
