Here we focus particularly upon some implications of the symposium articles for future research agendas & priorities in environmental policy. First, however, we return to the central question posed by this symposium: "How can environmental policies achieve a combination of democracy with legitimacy & adequacy with effectiveness under conditions of great uncertainty?" In different ways, all articles addressed this problem in reconciling democracy with competent environmental management under conditions of uncertainty. The 2000 decennial US Census was the first to allow respondents to select more than one category to designate their racial identification. It is argued that this change illuminates the political nature of the census, in general, & its racial & ethnic categories, specifically; it is further argued that politics pervades even allegedly "scientific" aspects of the census. Political motivations for switching to the multiraciality option are reviewed, citing the role of various interest groups & the leading political parties, & it is maintained that the census is inextricably bound up with the administrative needs of the welfare state. The difficulty of balancing the state's demands for authority with the nation's individualistic values is addressed, & it is concluded that multiracialism "will do more harm than good;" specific problems for affirmative action policies are noted. 29 References. Apart from the European Qualifications Framework, further qualifications frameworks have meanwhile been developed and implemented on a national level by all Member States of the European Union. Nevertheless there is another level of discussions dealing with the question whether self-related qualifications frameworks should be developed and implemented. The article insists youth responses to state training must be grounded within an analysis of class relations, and a recognition of their clear-eyed awareness of the futility not only of their training, but also the work they will eventually enter. In this sense and in opposition to cultural explanations youth's resistance to training constitutes part of working class struggle and must be understood as historically constituted 'in and against' the state.
We investigate whether and how economic integration increases state capacity. This important relationship has not been studied in detail so far. We put together a conceptual framework that highlights what we call the Montesquieu, Weber and Smith channels to guide our analysis. Each of these corresponds to a series of mechanisms in three distinct institutional arenas: judiciary, bureaucracy and competition policy. To test our framework, we introduce a new panel of institutional reform measures that allow us to investigate how changes in these three arenas interact with each other and what sequence of changes yields increases in state capacity. The yearly data set covers all the 17 candidate countries to join the European Union (EU) after the 1995 enlargement. Deep integration, we find, can induce broad institutional change by providing incentives for simultaneous change in core state institutions. Bureaucratic independence and judicial capacity seem to be the key engine of the process engendered by the prospect of EU membership. Yet early and abrupt removal of external anchors might generate significant backsliding, or reversals, in domestic institutional change.

Complexity economics has developed into a powerful empirical, theoretical, and computational research program in the last three decades, advancing more realistic economics. It converges with long-standing heterodox schools, and its theoretical and empirical findings are consistent with older heterodox research interests and predictions. Economic complexity is characterized by path-dependence, idiosyncrasies, some self-organization capacity, structural emergence, and certain statistical distributions in economic topologies and motions, as complex economic systems move between building order and phases of sudden disorder. In agent-based systems, underlying "intentionality" of agents includes improving their performance, reducing perceived complexity, and generating social institutions. Boosted by the financial crisis 2008ff., a surge to explore complexity-economics' policy implications has emerged. This chapter will briefly review the literature on economic Complex Adaptive Systems (CAS) and derive implications for economic-policy interventions and the state to act upon socio-economic complexity. From an "evolution-of-cooperation" perspective, we exemplarily derive some more specific policy orientations, specified "framework-policy" or "interactive-policy" approaches, embedded in a conception that we call "new meritorics". 'CRISIS? WHAT CRISIS?', THE CHANCELLOR OF THE EXCHEQUER was reported to have replied to a question concerning the alleged crisis in sterling. In the case of the welfare state it might seem that the appropriate response would be 'Which crisis? ' since there are several on the menu - fiscal crisis, legitimacy crisis, crisis of ungovernability . Left, Right and Centre have become convinced that there is a crisis. This is after a period of history which had seen an unprecedented rise in the standard of living of the vast majority of the population living in what are normally regarded as welfare states.
RESUMEN: La educación para la ciudadanía es un tema cuya importancia es reconocida en la educación básica, sin que ocurra lo mismo en la educación superior y de hecho, las universidades que comparten la necesidad y el compromiso con la formación de ciudadanos aplican estrategias similares a las empleadas en la educación básica, lo cual implica que los estudiantes universitarios sean asumidos como eternos herederos o recién llegados. Además de aportar algunos elementos para la precisión conceptual acerca de la educación para la ciudadanía y la formación ciudadana, este artículo presenta las formas más comunes de educación para la ciudadanía en la educación superior, proporciona elementos críticos para el análisis del tema, e introduce una alternativa para la formación ciudadana a través del uso público de la razón y la génesis de comunidades políticas que sirvan de escenario para que los estudiantes lleguen a ser pioneros en el espacio público. ; ABSTARCT: The importance of education for citizenship is recognized as fundamental in basic education which is not the case in Higher education. As a matter of fact, the universities that share the need and commitment to the education of citizens apply similar strategies to those used in basic education, which imply that university students are assumed as eternal heirs or newcomers. Besides providing some elements for conceptual precision about education for citizens and citizenship education, this article presents the most common forms of citizenship education in Higher education. It provides critical elements for the analysis of the subject and introduces an alternative for citizen education through the public use of reasoning and the genesis of political communities that serve as scenarios for university students to become pioneers in a public space
