Paraguay has identified public governance reform as an important tool for achieving sustainable and inclusive growth. This review examines areas of public governance such as co-ordination across administrative silos, strengthening links between budgeting and planning, and enhancing the decentralisation process to improve development outcomes in all regions of the country. It also assesses the management of the civil service, as well as the implementation of open government strategies and initiatives to involve citizens and businesses in the policy cycle. This review provides concrete recommendations to support public governance reform in Paraguay.

I study the relation between internal governance and creditor governance. A deterioration in creditor governance may increase the agency costs of debt and managerial opportunism at the expense of shareholders. I exploit the introduction of credit default swaps (CDS) as a negative shock to creditor governance. I provide evidence consistent with shareholders pushing for a substitution effect between internal governance and creditor governance. Following CDS introduction, CDS firms reduce managerial risk-taking incentives relative to other firms. At the same time, after the start of CDS trading, CDS firms increase managerial wealth-performance sensitivity, board independence, and CEO turnover performance-sensitivity relative to other firms.

Nachhaltigkeit fördern – dazu braucht es neue, nicht-hierarchische Steuerungsformen, die gesellschaftliche Akteure einbeziehen, so eine verbreitete Annahme. Aber wie erfolgreich sind diese Formen tatsächlich im Vergleich zur klassischen Steuerung durch den Staat? Dieser Frage geht die Studie mit einem innovativen Ansatz nach. Sie klärt hierzu zunächst, wie Governance adäquat erfasst und wie verschiedene Formen unterschieden werden können. Die Handlungsstrategien von betroffenen Akteuren in den Blick nehmend, zeigt sie ferner einen Ansatz zur Erfassung gesellschaftlicher Auswirkungen und ihrem Beitrag zu Nachhaltigkeit auf.Mithilfe dieses theoretischen Rahmens untersucht der Autor exemplarisch das Feld der Schweizer Energiepolitik anhand qualitativer Fallstudien (welche hierarchische, partizipative und selbstregulierende Governance abbilden). Die Ergebnisse verdeutlichen Stärken und Schwächen der Steuerungsformen und legen den Fokus auf deren Zusammenspiel zur Förderung von Nachhaltigkeit.
