Der dauerhafte Erfolg des spanischen Partito Popular auf dem Wählermarkt legt die Vermutung nahe, dass diese Entwicklung weniger konjunkturell erklärt werden kann, sondern vielmehr tiefer gehende Ursachen hat. Im vorliegenden Beitrag wird anhand der strategischen Ausrichtung der Partei und ihrer organisatorischen Entwicklung nach 1990 gezeigt, dass diese eine wesentliche Erklärung für ihren anhaltenden Wahlerfolg sind. Beschrieben werden die innerparteiliche Machtverteilung, die Einbindung gesellschaftlicher Gruppen, die Gestaltung des innerparteilichen Willensbildungsprozesses, die Nachwuchsrekrutierung und die professionelle Kampagnenführung im Partito Popular. Bei allem Erfolg der Partei und ihres erfolgreichen Organisationsmodells existieren jedoch auch bestimmte Risiken. Diese bestehen vor allem in einer möglichen Isolierung der "dominant coalition" und einer zunehmenden Unzugänglichkeit für neue Tendenzen, die durch kritische Strömungen innerhalb der Partei angestoßen werden könnten. Die Zukunft wird zeigen, ob der Partito Popular in der Opposition auf nationaler Ebene eine Neugewichtung der einzelnen Parteiziele zugunsten einer wieder größeren innerparteilichen Demokratie vornehmen wird. El Partido Popular en México. ; The Popular Party in México
Tras la caída de la monarquía en México en 1823, algunos partidarios del depuesto emperador, Agustín de Iturbide, emplearon las nuevas instituciones republicanas y la xenofobia popular para constituir el llamado Partido Popular. La historiografía ha acusado a esta organización política de tener objetivos egoístas. Sin embargo, no puede negarse que transformó la cultura política de amplios sectores de la sociedad. La propuesta política del Partido Popular, conocida como «sistema americano», se comprometió con la defensa del federalismo, del gobierno republicano y de la protección de los productores nacionales. Las logias masónicas del rito de York (de aquí el nombre de «yorkinos» con el que se conoce a los miembros del partido), las movilizaciones populares y las campañas electorales construyeron una nueva sociabilidad, que permitió al Partido Popular erigirse en la más importante fuerza política de la década de 1820. ; After the fall of the Mexican monarchy in 1823, some partisans of the dethroned emperor, Agustín de Iturbide, used the new republican institutions and the popular xenophobia to constitute the «Popular Party». This Party has been accused by many historians of having egoistic goals. However, it cannot be denied that it transformed the political culture of large sectors of Mexican society. The political pro-gram of the Popular Party, known as «American system», supported federalism, the republican government and the protection of national producers. The masonic lodges of the rite of York (from which the term «yorkinos» comes), the popular mobilizations, and the electoral campaigns built a new sociability that allowed the Popular Party to emerge as the most important political forcé in the 1820s.
