In the province of Cajamarca, Peru, through a mechanism known as consensus-building roundtables, representatives from the local government, private business, Nongovernmental Organizations, and other civil associations have been sitting down together and preparing a development plan. At first glance, Cajamarca might seem an unlikely place to find the building blocks for participatory democracy and sustainable development. But this municipality in the Northeastern Andes has a valuable resource in its history of cooperation and associational life: The "rondas campesinas", organized at the community, or "caserio" level, helped fill the void left by the progressive decay of Peru's institutional structure. Las peculiares características, históricas, económicas y geográficas de la región central del departamento, en la que actúan las rondas, ha determinado un sistema de propiedad básicamente minifundista, a diferencia de las zonas norte y sur donde predomina la gran propiedad Es así que los autores luego de caracterizar nítidamente a los --ronderos-- como campesinos parcelarios se avocan a responder dos preguntas globales: 1. -- ¿Por qué aparecen las 'rondas' en los años '70 y no antes? ¿Por qué en Cajamarca Central y no en otro sitio? 2. -- ¿Qué son estos grupos vigilantes? ¿Hasta qué punto representan o representarán un movimiento político más amplio y radical? Para ello y debido a la casi total ausencia de monografías regionales, de la que hacen expresa referencia, entrevistan directamente a los protagonistas, al mismo tiempo que recogen las impresiones muchas veces contradictorias (pero por lo mismo fructíferas para el análisis desprejuiciado e imparcial usado) de los habitantes de la zona, acerca de los ronderos. El abigeato y el robo menudo, males verdaderamente endémicos de la región; ineficazmente combatidos por las instituciones oficiales estatales encargadas,por razones que los autores no se detienen a considerar; sufre un inusitado impulso que torna insoportable la situación, ya de por si desmejorada por el recrudecimiento de la crisis económica que sufre el país. Debido al endurecimiento del mercado laboral eventual, que ofrecían los departamentos costeros y, en menor medida, los medianos agricultores del lugar, los campesinos, tienden a depender cada vez más del mercado del que tradicionalmente solo requerían productos que completacen subsidiariamente su producción mayormente autárquica. Es en este contexto que el ganado, tradicional capital de reserva de estos agricultores cada vez más monetarizados, adquiere vital importancia. Pero los abigeos y ladronzuelos no escapan a los estragos de la crisis y si antes actuaban en forma paralela sin establecer contacto entre ellos, hoy en aras de una imperiosa 'mayor eficiencia' establecen coordinaciones que los hacen aunque momentáneamente, dueños de la situación. La crisis enfrenta a productores y abigeos y por iniciativa de un funcionario estatal y sin recusar colaboraciones partidarias diversas surgen espontáneamente los comités de ronderos de Cajamarca. Su labor obvia muchas veces los anquilosados aparatos estatales, cumpliendo destacada labor alrededor de conflictos menores y dejando de lado casi totalmente conflictos de mayor envergadura. Las Rondas, muchas veces criticadas por su supuesta politización o por la inexistencia de una adecuada colaboración policial-ronderos, han logrado sin embargo una capacidad de convocatoria inigualada y sobre todo han desterrado casi por completo el robo.

Through this study, the Regional Government of Cajamarca has identified its actual capacities andinstitutional conditions on the basis of the national, intersectorial, sectorial, and territorial policies; of its role and competences in order to determine the positive and negative aspects, as well as the needs to ameliorate, to adapt and to adequate its organizational and functional scheme to the land management process. This study covers the general characterization of the context and the organizational, functional and resources level within the government, to establish its real institutional capacities, determining strategies and programs to adequately assume the territorial management. It was elaborated on the basis of the corresponding matrix which follows the indications given by the Resolución Ministerial 135-2013-MINAM that approves the Guía Metodológica para la Elaboración de los Instrumentos Técnicos Sustentatorios para el Ordenamiento Territorial. Here we incorporate global and individual evaluation models proposed by the Minam to establish an Institutional Capacity of the Regional Government Index.It was determined that the institutional capacity gap reaches 15 points that represent 75%, that is, enough institutional capacity to elaborate the land management program. The main contribution of this study is to establish strategies and programs to bettering the institutional capacity of the regional government in order to optimize the function of land management. ; El Gobierno Regional Cajamarca a través de este estudio, ha identificado la capacidad y condiciones institucionales que actualmente posee. Basándose en su situación actual, en las políticas nacionales, intersectoriales, sectoriales y territoriales, y de su rol y competencias, determinará los aspectos positivos y negativos, así como las necesidades de mejorar, adaptar o adecuar su esquema organizacional y funcional al proceso de ordenamiento territorial. Este estudio comprende la caracterización general del contexto y del nivel organizacional, fun- cional y de recursos del ámbito de gobierno, para a partir de ello establecer sus capacidades institucionales reales, determinando estrategias y programas que conduzcan a poder asumir adecuadamente la gestión del territorio. Fue elaborado sobre la base de la matriz propuesta en la Guía Metodológica para la Elaboración de los Instrumentos Técnicos Sustentatorios para el Ordenamiento Territorial (Minam, 2013).Aquí se incorporan modelos de evaluación global e individual propuestos por el Minam para establecer un Índice de Capacidad Institucional del Gobierno Regional. Se ha determinado como resultado que la brecha de capacidad institucional alcanza el puntaje de 15 representando un 75%, que significa suficiente capacidad institucional para el Ordenamiento Territorial.El principal aporte de este estudio es establecer estrategias y programas para la mejora de la capacidad institucional del Gobierno Regional Cajamarca a fin de optimizar la función de ordenamiento territorial.

Die Kirche in Lateinamerika hat für die Profilbildung wissenschaftlicher Theologie im 20. Jahrhun-dert eine Reihe von theoretischen Entwürfen vorgelegt, die für die Programmatik der Theologie ins-gesamt grundlegend und richtungweisend sind. In der europäischen Rezeption wird jedoch zu wenig beachtet, dass sich hinter dem Sammelbegriff "Theologie der Befreiung" eine Reihe sehr differenzier-ter Konzeptionen verbergen, die in je unterschiedlichen kulturellen Kontexten die Evangelisierung thematisieren. Der Fokus der vorliegenden Arbeit richtet sich auf die andine Region Nordperus und insbesondere die Diözese Cajamarca unter der Amtszeit des Bischofs José Dammert Bellido (1962-1992). Die vorliegende Arbeit von Wilhelm Knecht ist im Rahmen eines Gesamtprojekts "Partner-schaftsarbeit der Kirche in Deutschland und in Peru. 30 Jahre Pastoral in Cajamarca", das von 1997-1999 von den Bistümern Bamberg, Eichstätt und Würzburg und anschließend bis 2002 von der DFG gefördert wurde, entstanden. Ziel dieses Projekts war es, die wechselseitige Bedeutung von Partner-schaften zwischen Deutschland und Peru exemplarisch herauszuarbeiten, ihre Entstehungsgeschichte nach dem Konzil zu dokumentieren und die Veränderungsprozesse zu analysieren. Einschneidende Zäsur war hierbei der altersbedingte Amtsrücktritt von Bischof Dammert 1992 und die theologische und kirchliche Neuorientierung seines Nachfolgers. Literarische Grundlage der vorliegenden Arbeit ist neben den vor allem kirchengeschichtlichen Publikationen Bischofs Dammerts, umfangreiches unveröffentlichtes Archivmaterial sowie von Knecht durchgeführte Umfragen. Der wissenschaftliche Anspruch dieser Arbeit und deren Bedeutung besteht darin, dass sie eine au-thentische Dokumentation des kirchlichen Aufbruchs in Lateinamerika seit 1962 ist. Sie dokumentiert einen Prozess der Befreiung und der danach folgenden Theologie der Befreiung. Dies wird am kon-kreten Beispiel einer Diözese gezeigt – ausgehend von der Praxis und den handelnden Personen. Kapitel II "Cajamarca – eine Diözese in den Anden" erstellt eine Situationsanalyse des Bistums Ca-jamarca unter Einbeziehung geografischer, historischer, politischer, ökonomischer und kirchlichen Gegebenheiten. Kapitel III "Der Glaube und die Kultur der Menschen von Cajamarca" behandelt die andine vorchrist-liche Kosmovision, deren fundamentales Charakteristikum die Relationalität aller Wirklichkeit bildet, in die auch der Mensch eingebunden ist. Volksreligiosität und andine Kosmovision konnten zur Legi-timierung politischer und kirchlicher Herrschaft dienen und sich wechselseitig stützen. Kapitel IV behandelt "Die soziale und pastorale Arbeit von Bischof Dammert". Dammert steht exem-plarisch für die kirchliche Erneuerung in Peru und Lateinamerika nach dem Konzil überhaupt. Er war maßgebend an der Konferenz von Medellín beteiligt und Präsident der peruanischen Bischofskonfe-renz. Kapitel V "Das Evangelium der Campesinos von Bambamarca" behandelt die Umsetzung des neuen Pastoralkonzepts in der Pfarrei San Carlos de Bambamarca. Sie hatte Vorbildfunktion und war das Vorzeigeprojekt der Diözese. Erstmals seit 400 Jahren lag der Schwerpunkt pastoraler Tätigkeit bei der einheimischen Landbevölkerung, die von den Kolonialherren und ihren Nachfahren seit eh und je vernachlässigt war. Der erste Pastoralkurs 1963 ist der Beginn einer Befreiungsgeschichte. Die Neu-evangelisierung verändert das soziale Ordnung der Campesinos, den Umgang der Generationen und nicht zuletzt auch das Verhältnis der Geschlechter. Publizistisch findet dieser Aufbruch in der Zeitung "El Despertar de los Campesinos". International Aufsehen erregte das von den Campesinos verfasste Glaubensbuch "Vamos Caminando". Eine weite-re Neuerung stellt die Institution der Ronda dar, die sich zu einer Instanz demokratischer Selbstver-waltung der Comunidad entwickelte. Die vorliegende Dissertation von Knecht wird ihrer Zielsetzung, eine authentische Dokumentation der nachkonziliaren Neuevangelisierung in der Diözese Cajamarca zu leisten, in hervorragendem Maße gerecht. Die aufgeführten Detailinformationen sind äußerst umfangreich und belegen sachhaltig und kenntnisreich die Tragweite des Pastoralkonzepts von Bischof Dammert. Dessen Bedeutung wird nicht zuletzt dadurch belegt, dass Gustavo Gutiérrez diese befreiende Pastoral vor Augen hatte, als er die "Theologie der Befreiung" verfasste. Knecht gelingt es hervorragend, die Differenz zwischen der ersten und zweiten Evangelisierung anschaulich zu beschreiben. Die Vielfältigkeit des von ihm he-rangezogenen Materials ist beeindruckend. Hier wird insgesamt das spezifische Profil einer auf andi-ner Grundlage verfassten Ortskirche zur Sprache gebracht. Die kirchengeschichtliche Bedeutung Bi-schof Dammerts nicht nur für Peru, sondern für ganz Lateinamerika ist eindrucksvoll dargelegt. Die von Knecht hervorgehobene eigenständige Praxis der andinen Basisgemeinschaften ist in dieser Aus-führlichkeit bisher nicht behandelt worden. ; The church in Latin America submitted a set of theoretical drafts for the profile formation of scientific theology in the 20th century, which are fundamental and indicative for the programmability of theology as a whole. In the European reception, however, it is barely considered that behind the comprehensive term "theology of liberation" a number of very differentiated conceptions hide, which make the evangelization a subject of discussion in particularly different cultural contexts. The focus of this dissertation is directed towards the andine region of North Peru and in particular the diocese Cajamarca at the office of bishop José Dammert Bellido (1962-1992). The present work of Wilhelm Knecht was developped in the context of an overall project "partnership of the church in Germany and in Peru - 30 years Pastoral in Cajamarca", which was promoted from 1997-1999 by the dioceses Bamberg, Eichstätt and Würzburg and afterwards until 2002 by the DFG. The goal of this project was the exemplary work-out of the mutual meaning of partnerships between Germany and Peru, the documentation of their history after the council and the analyzation of the processes of changes. A drastic break was here the age-related office resignation of bishop Dammert in 1992 and his successor's theological and clerical re-orientation. The literary basis of the present work, besides the clerical -historical publications of bishop Dammert, is an extensive unpublished archives material, particularly from Dammert's blank archive at the Instituto Bartolomé de las Casas in Lima, as well as inquiries accomplished by Knecht. The scientific requirement of this work and its meaning consist of the fact that it is an authentic documentation of the clerical departure in Latin America since 1962. It documents a process of liberation and the following theology of liberation. This is shown by the concrete example of a diocese - on the basis of practice and the acting persons. Chapter II "Cajamarca - a diocese in the Andes" provides a situation analysis of the diocese Cajamarca created in 1908 including geographical, historical, political, economic and clerical conditions. Chapter III "The faith and the culture of the people of Cajamarca" treats the andine pre-christian cosmovision, whose fundamental characteristic forms the relationality of all reality, into which also the man is merged. Popular religiosity and andine cosmovision could serve to legitimate political and clerical rule and they could support themselves mutually. Chapter IV treats "The social and pastoral work of bishop Dammert". He was the charismatic figure of the second evangelization in Cajamarca. Dammert, however, stands also exemplary for the clerical renewal in Peru and Latin America after the council at all. He was considerably involved in the conference of Medellín and he was president of the Peruvian bishop conference Chapter V "The gospel of the Campesinos of Bambamarca" treats the conversion of the new pastoral concept in the parish San Carlos de Bambamarca. It had an example function and was the pilot project of the diocese. For the first time for 400 years the emphasis of pastoral activity has been focused on the native Campesinos, who have always been neclected by the conquistadors and their descendants. The first pastoral class in 1963 was the beginning of a liberation history. The re-evangelization changed the social order of the Campesinos. This departure can be found journalistically in the newspaper "El Despertar de los Campesinos". The faith book "Vamos Caminando" written by the Campesinos made internationally a great stir. A further innovation represented the institution of the Ronda. The present dissertation of Knecht fulfils its objective to accomplish an authentic documentation of the post-council re-evangelization in the diocese Cajamarca in an excellent way. The specified detailed informations are extremely extensive and they prove objectively and experienced the consequence of the pastoral concept by bishop Dammert. His importance is not proven at least by the fact that Gustavo Gutiérrez took this liberating pastoral as the basis for his work "The theology of liberation". Knecht succeeds brilliantly to describe descriptively the difference between the first and second evangelization. The variety of the material he consulted is impressing. In spite of a clear positioning, the difficulties and conflicts are also focussed. The clerical-historical meaning of bishop Dammert not only for Peru, but for completely Latin America is impressively stated. The independent practice of the andine basis communities emphasized by Knecht was so far not treated in this detailedness.

RESUMEN Hablar del perfil del turista que visita Cajamarca, implica determinar la finalidad con la que se visita nuestra localidad, que fundamentalmente debería ser el conocer los diferentes recursos turísticos con los que cuenta el departamento de Cajamarca. Sin embargo, podemos apreciar que dentro de las motivaciones para conocer nuestra localidad, están el descanso y relajamiento a quienes aluden viajan para conocer nuevos lugares, y en último lugar conocer los recursos turísticos; es decir, que los recursos turísticos no son la prioridad que motiva a los turistas para visitarnos. Asimismo, se llega a la conclusión de que el medio que despierta el interés en viajar son los comentarios y experiencias de familiares y amigos; en menos porcentaje de internet y folletos turísticos. El medio principal de transporte utilizado son las empresas interprovinciales, y el alojamiento en los diferentes hoteles, finalmente, dentro de motivos y razones tenemos las vacaciones, recreación y conocer los recursos turísticos. Es resaltante indicar que las instituciones involucradas en el desarrollo del turismo no podrían realizar una planificación para el desarrollo turístico, si es que tenemos una ciudad con conflictos sociales y políticos, los que han ocasionado que los turistas potenciales vean a Cajamarca como una ciudad conflictiva. La percepción de los turistas es que una ciudad en la que hay conflictos sociales, es una ciudad insegura al momento de realizar su visita y esto genera una reducción importante en los flujos turísticos, así como pérdidas económicas para las empresas de este sector. ABSTRACT To talk about the profile of the tourists who visit Cajamarca, involves determining why they visit our town and the main purpose of their visit should be to learn more about all the resources Cajamarca has. However, we can see that among all the reasons people have to visit our department of Cajamarca are the ones of relaxation, enjoyment and of course knowing new places and in last position we can find the one of learning about our touristic resources; it means that the touristic resources are not priority for the tourists. As well, we know that people travel because they have heard nice reviews from families and friends rather than finding information in the internet or in touristic brochures. The main means of transport used is the inter provincial companies. People who travel prefer to stay at hotels and the main purpose of their trip is for vacation, relaxation and for knowing new places. It is important to highlight that all the organizations involved in the tourism issues are not going to be able to make a plan for the touristic development unless the city solves all its social and political problems, which have caused that all our prospect tourists see Cajamarca as a city full of conflicts. Tourists think that a city with such problems is not a safe place to visit and this is the reason why we have less tourists visiting our city as well as financial losses in companies of this sector.

El propósito del artículo es considerar la Red de Bibliotecas Rurales de Cajamarca como acción afirmativa. Para tal fin, se realiza inicialmente una contextualización de la biblioteca y la cultura escrita como banderas del proyecto moderno/eurocentrado. Posterior a ello, se realiza el estudio de caso de la Red de Bibliotecas Rurales de Cajamarca como posible acción afirmativa. A modo de cierre, se presenta una propuesta bibliotecaria pensada desde y con epistemologías del sur, un proyecto bibliotecario intercultural; como propuesta a prácticas de decolonización del ser y el poder a través del saber. El enfoque teórico-metodológico es hermenéutico-crítico y parte de la indagación documental a la propuesta de la Red. El artículo es parte de la revisión de casos análogos realizada en el marco de la propuesta de investigación El lugar de la biblioteca en la reducción de las desigualdades sociales: una posibilidad para la conservación del patrimonio inmaterial, la recuperación de la memoria y la inclusión de la diversidad cultural. El caso del Sistema de Bibliotecas Públicas de la ciudad de Medellín a partir del Acuerdo 079 de 2010 enmarcada en el Doctorado en Ciencias Humanas y Sociales de la Universidad Nacional de Colombia.

AbstractFrom its foundation in 1930 until the late 1980s, the Alianza Popular Revolucionaria Americana (APRA) comprised the largest and best organised political party in Peru, but surprisingly few studies exist on how the organisation was established and built up a mass following at the provincial level. This article examines the birth of APRA in the Andean department of Cajamarca. It highlights the support the organisation obtained among key middle–class groups (i.e. lawyers, schoolteachers, cattle dealers, etc.), and the links they forged with the rural and urban poor. APRA's efforts to mobilise "new" social actors, such as women and students, are also described.
