The evaluation of social innovation: A review and integration of the current empirical knowledge base

Social innovation has gained prominence as a way to address social problems and needs. Evaluators and social innovators are conceptualizing and implementing evaluation approaches for social innovation contexts; however, no systematic effort has yet been made to explore and assess the overlap between evaluation and social innovation based on the empirical knowledge base. We address this gap, drawing on 28 empirical studies of evaluation in social innovation contexts to describe what evaluation practices look like, what drives those practices, and how they affect social innovations. Findings indicate most had developmental purposes, emphasized collaborative approaches, and used multiple methods. Prominent drivers were a complexity perspective, a learning-oriented focus, and the need for responsiveness. Reported influences on social innovations included advancing strategies, improving delivery, balancing aggregate and local information needs, and reducing risk. Conflict resolution, the quality of relationships, and availability of time and capacity mediated these influences. More peer-reviewed empirical studies and a broader range of study designs are needed, including research on how evaluations influence social innovation processes over time, phases, space and scale.

Technology as Knowledge: An Empirical Affirmation

Using the Green Revolution in Indian agriculture as the empirical basis, this article argues for the epistemic significance of technology as a form of knowledge. The concept of technology as knowledge evolved out of the interactive model of the relationship between science and technology. The Green Revolution is generally referred to as the change in agricultural practice experienced in parts of the Third World in recent decades as a result of the introduction of mainly the high-yielding varieties of seeds (HYVs). Using this empirical example, the article proposes that technological change may be conceptualized within an epistemological framework of technological knowledge.

Erfahrungswissen für Initiativen - Potenziale der Älteren in Kommunen nutzen: Ergebnisse des Bundesmodellprogramms
"23 Millionen Menschen in Deutschland – fast jeder Dritte über 14 Jahre
– sind bürgerschaftlich engagiert. Das ist eine beeindruckende Zahl, über
die wir viel zu wenig sprechen. Dabei brauchen wir das bürgerschaftliche
Engagement heute mehr denn je. Der Staat könnte gar nicht alle Aufgaben
übernehmen, die Jung wie Alt unentgeltlich leisten. Freiwilliges
Engagement ist ein ganz wichtiger Bestandteil einer Gesellschaft mit
menschlichem Gesicht. Die Kraft des Zusammenhaltens und der Hilfe
untereinander, der Sorge füreinander – dieses Gut können und müssen
wir wieder beleben im bürgerschaftlichen Engagement, im Ehrenamt.
Insbesondere der älteren Generation kommt angesichts der demografischen
Herausforderung eine zunehmend wichtige Rolle zu. Sie verfügt
nach der Berufs- und Familienphase über einen großen Schatz an Erfahrungswissen
und Zeit. Dieses Potenzial gilt es, für die Gesellschaft nutzbar
zu machen. Dafür benötigen wir aber auch Kommunen, in denen die Verantwortlichen
aus Politik und Verwaltung, bei Bildungseinrichtungen,
Verbänden und Freiwilligenorganisationen der großen Nachfrage an
selbstbestimmtem und selbstorganisiertem Engagement seitens älterer
Menschen aufgeschlossen gegenüberstehen.
Ein wichtiger Schritt in diese Richtung ist das Modellprogramm 'Erfahrungswissen
für Initiativen' (EFI): Rund 1.000 ältere Mitbürgerinnen und
Mitbürger haben bereits an den Kursen zum seniorTrainer oder zur
seniorTrainerin teilgenommen, um Neues zu lernen und ihre Erfahrung
in eine Vielzahl lokaler Projekte einzubringen – zum Wohle aller Altersund
Bevölkerungsgruppen vor Ort. SeniorKompetenzteams werden verlässliche
Partner und wichtige Impulsgeber für freiwilliges Engagement
in den Kommunen. Die aktiven Seniorinnen und Senioren entfalten
dabei Kreativität, Innovationskraft und Leistungsbereitschaft. Sie setzen
den Kreislauf des Gebens und Nehmens zwischen den Generationen neu
in Gang und zeichnen zugleich ein neues Bild des Alters." (Textauszug)

Summary
The present article focuses on the medical practice of Pietro Andrea Mattioli from Siena and Francesco Partini from Rovereto (Trent), learned physicians who worked for the Habsburg courts in the second half of the sixteenth century. They paid particular attention to the body signs of disease and described them in detail through the senses of sight, touch, smell and taste. Such a method allowed them to formulate a plausible diagnosis, which concerned not only a general humoral imbalance but also often a specific organ. Furthermore, the empirical data they observed were interpreted in the light of Galenic medicine, a fluid and adaptable system, capable of including relatively new elements. Partini and Mattioli's medical consultations reveal peculiar aspects of body examination and offer the opportunity both to seize the inventiveness of Galenic medicine and to explore the complex relationship between learned physicians and the written medical tradition.

"Der zweite Freiwilligensurvey 2004 hat eindrucksvoll gezeigt, dass sich viele ältere Menschen in unterschiedlichen gesellschaftlichen Bereichen bereits freiwillig engagieren und die Bereitschaft zu freiwilligem Engagement in diesen Altersgruppen zunimmt. Innerhalb der Altengenerationen vollzieht sich jedoch ein sozialer Wandel: Neue Altengenerationen wachsen heran mit anderen demografischen Erfahrungen (z.B. soziale Bewegungen der 60er und 70er Jahre) und daraus resultierenden anderen Einstellungen und Erwartungen an die nachberufliche Lebensphase. Für diese Zielgruppe ist das Konzept zur Nutzung des Erfahrungswissens Älterer entwickelt worden, das im Rahmen des Bundesmodellprogramms 'Erfahrungswissen für Initiativen' (EFI) (2002-2006) erfolgreich erprobt wurde und sowohl national als auch international auf großes Interesse stößt. Das Modellprogramm wurde vom Bundesministerium für Familie, Senioren, Frauen und Jugend in Kooperation mit zehn Bundesländern entwickelt und in 35 Kommunen erfolgreich umgesetzt. Das ISAB-Institut ist für die wissenschaftliche Begleitung und Projektsteuerung verantwortlich. Die Zielgruppe sind Ältere, die sich nicht (nur) im traditionellen Ehrenamt engagieren, sondern ihre Kompetenzen und Fähigkeiten flexibel einbringen, ihr Engagement selbst gestalten und als Multiplikatoren wirken wollen. Auf der Grundlage eines von der Hochschule Neubrandenburg entwickelten Weiterbildungskonzeptes wurden mittlerweile rund 1.000 'seniorTrainer' ausgebildet, die derzeit Initiativen und Organisationen beraten, neue Projekte entwickeln, Netzwerke stärken oder in örtlichen 'seniorKompetenzteams' - den örtlichen Zusammenschlüssen der seniorTrainer - organisatorische oder moderierende Aufgaben übernehmen. Die Erfahrungen im Bundesmodellprogramm haben gezeigt, dass selbstbestimmtes und selbstorganisiertes Engagement Älterer durch den Aufbau von Netzwerkstrukturen - bestehend aus Kommunen (d.h. Verantwortliche aus Politik und Verwaltung), Bildungseinrichtungen, Verbänden und Freiwilligenorganisationen - gefördert werden kann. Kontextuelle Faktoren wie z.B. die Vermittlung und Begleitung des Engagements durch lokale Agenturen für Bürgerengagement (z.B. Freiwilligenagenturen, Seniorenbüros, Selbsthilfekontaktstellen) oder die Unterstützung und Begleitung durch selbstorganisierte seniorKompetenzteams sind wichtige Eckpfeiler einer neuen Partizipationskultur."
