Der Beitrag bezieht sich auf einen Aufsatz von Kees Brants ("Who's afraid of infotainment?", EJC, Vol. 13, Nr. 3, 1998, S. 315-335), der sich mit der Verwischung der Grenzen zwischen Information und Unterhaltung im Fernsehen befasst. Diese Entwicklung wird in den größeren Rahmen des Wandels der politischen Kommunikation in den USA und Europa gestellt und nach Konsequenzen für die Kommunikationswissenschaft hinterfragt. Entscheidend war die Entwicklung von wenigen, landesweiten und die politische Kommunikation dominierenden Fernsehnetzen hin zu einem System, das durch Überfluß und Fragmentierung des Angebots charakterisiert ist. Ein solches System stellt nicht nur ein Mehr an Kommunikationsmöglichkeiten für politische Botschaften zur Verfügung, sondern erweitert die Möglichkeiten der Rezipienten, diese zugunsten eines spaßorientierten Unterhaltungsangebots zu ignorieren. Das führt dazu, daß einige Kritiker dieser Entwicklung fürchten, daß es sich um einen grundsätzlichen Wandel des Systems der politischen Kommunikation handelt. Man muß darauf achten, daß Politik nicht das Geschäft von Experten und Eliten wird. (UN)

Examines social and political changes which have made political communication more artificial, less nourishing, less trustworthy, and more negative; suggests ways of revitalizing civic communication; US and Great Britain.

This article asks whether the increasing recourse of European public broadcasters to commercial income sources endangers their public service commitments. As a benchmark, a distinctive mission for public television is outlined, concentrating on four communication tasks and four value commitments that private television tends to neglect. The implications for such a mission of three commercial revenue sources — advertising, sponsorship and foreign programme earnings — are examined. Other assimilating pressures, operative in a mixed system, which encourage public broadcasters to tailor their programming to private television are also identified. The various problems raised are explored in detail through a case study of the likely future of children's television in Britain. The author concludes that the claims of `purity' and `pragmatism' can be reconciled only through the adoption by public broadcasters of an integrity-safeguarding policy, the main elements of which are outlined.

Der Beitrag befaßt sich mit der Frage, inwieweit die zunehmende Abhängigkeit der öffentlich-rechtlichen Rundfunkanstalten Europas von Werbeeinnahmen diese in der Erfüllung ihres öffentlichen Auftrages behindert. Als Meßlatte dient eine klare Definition der Rolle öffentlich-rechtlichen Fernsehens mit Hilfe von vier Punkten mit denen die Aufgaben der öffentlichen Kommunikation im Sinne der Vermittlung gesellschaftlicher Wertvorstellungen beschrieben werden. Das private Fernsehen neigt dazu, diese Verpflichtungen zu vernachlässigen. Untersucht werden die Folgen, die eine solche wertorientierte Ausrichtung für die Öffnung dreier möglicher kommerzieller Finanzierungsquellen - Werbung, Sponsoring und Programmverlauf - hat. Auch durch andere Faktoren, die in einem gemischten Finanzierungssystem wirksam werden, werden die öffentlich- rechtlichen Rundfunkanstalten mehr oder weniger gezwungen, ihre Programmphilosophie der des privaten Fernsehens anzupassen. Am Beispiel der wahrscheinlichen zukünftigen Entwicklung des Kinderfernsehens in Großbritannien werden die angedeuteten Problemstellungen im Detail untersucht. Nach Auffassung des Autors können die unterschiedlichen Anforderungen von "reiner Lehre" auf der einen und "Pragmatismus" auf der anderen Seite nur dann zusammengeführt werden, wenn es gelingt, für den öffentlich- rechtlichen Rundfunk eine Art von integretätswahrender Sicherheitsklausel zu entwickeln, deren Grundelemente im Beitrag beschrieben werden. "Much election communication scholarship could be described as anomic: short on standards but long on criticism. On the one hand, classical notions of democracy, and of the place of the interested/informed/ rational elector in it, have mostly been abandoned (without replacement by principal alternatives). On the other hand, the media are often condemned for numerous research-documented inadequacies of campaign reporting and election role. Meanwhile, television, a crucial vehicle of political communication generally and election communication specifically, has been exposed to an increasingly hostile barrage of criticism by standard-bearers of a wide range of causes and interests for its alleged failure to present their concerns authentically. In such an atmosphere, the time may be ripe for reappraisals and fresh statements of the standards of political journalism. Five priority guidelines for the enhancement of political journalism are proposed for discussion: (1) In media coverage of campaigns (and politics more widely) there should be more invitations to choose than to kibbitz'. (2) More credible and valid formats of political advocacy should be devised and tried. (3) The norm of impartiality should be re-interpreted to mean that all major opinion and interest groupings should be able 'at least to recognise in the coverage of their affairs the essential elements of what they believe'. (4) In addition to the more adversarial qualities of challenge, vigilance and exposure, a rounded political coverage would also occasionally acknowledge the problems involved in shouldering political responsibility and trying to implement policies. This is not a matter of looking up deferentially to office-holders but of avoiding an overly simplistic projection of the political vocation. (5) Ways should be explored of occasionally expressing explicitly those normative guidelines that predominantly shape political stories implicitly at present." (author's abstract)

THE POLITICAL GAINS EXPECTED FROM HOLDING DIRECT ELECtions to the European Parliament were bound to depend on the nature and extent of mass communication. Information flows released during the campaign in the various Community countries, and how they were received by electoral audiences, would determine, for example, whether: European awareness would spread beyond the confines of cosmopolitan élites into the ranks of mass publics; the legitimacy of the Euro ean Parliament would be strengthened by enhancing its visibility, intelligibility and relevance in the eyes of European citizens; and whether the seeds of a European-level body of public opinion would begin to sprout and flourish. As Emdio Colombo once put it, 'The elections to the European Parliament by direct universal suffrage provide an opportunity of bringing the debate on Europe into the public forum and of enlisting the active support of the man in the street for the construction of Europe.'
