The Green Economy, we hear, will end climate change, prevent the extinction of species and, as an added bonus, create millions of jobs. This miraculous instrument will solve the global financial and economic crisis, as well as our ecological problems, all in one go. However, what exactly is the Green Economy? By creating certain political framework conditions, greater amounts of capital are to flow into "greening" the economy and possibly creating new "green" jobs. Companies are to pay a "reasonable" price for the environmental damage they cause. The state, too, is to orientate its purchases (public procurement) along ecologically sustainable criteria and make infrastructure environmentally friendly. (...) This brochure will show that the definition of the Green Economy is contested. Depending on the underlying interests, the concept stands for very different and in part contradicting ideas. On the following pages, we aim to show why certain proposals are too superficial, and we will analyse cases where proponents too readily compromise with the dominant powers and how such an approach tends to suppress rather than support ecologically and socially just alternatives. Other questions will include the possible alternatives to the Green Economy, and what they could look like. A Green Economy that only aims to "green" or even expand capitalism will soon lose its appeal. Society needs a pluralistic project for a socio-ecological transition and not a new growth programme. Die Zusammenarbeit zwischen Bundestag und Bundesregierung in EU-Angelegenheiten bleibt ein aktuelles Thema, zuletzt im Rahmen der Finanzkrise. Die vorliegende Arbeit führt zurück auf die Vorgaben des Grundgesetzes, das in Art. 23 Abs. 2 und Abs. 3 GG die europapolitische Kommunikation skizziert. Neben der Informationspflicht der Bundesregierung gehört zu dieser Kommunikation die Mitwirkung des Bundestages in EU-Angelegenheiten und die darauf abgestimmte Zusammenarbeit der Bundesregierung. Franziska Brand untersucht diese Kommunikation in der Praxis und erläutert die noch bestehenden Schwierigkeiten. Auf dieser Basis entwickelt sich die These, dass die parlamentarischen und die exekutiven Aufgaben als Verfassungspflichten verstanden werden müssen. Nur aufgrund dieser fordernden Dimension kann eine effektive Kommunikationsstruktur entstehen, die den Anforderungen des Grundgesetzes gerecht wird. Franziska Brand schlägt die Grundzüge eines effektiveren Kommunikationsverfahrens vor, zeigt aber auch die Grenzen auf, an die die Mitwirkung des Bundestages stößt. »Communication between the German Bundestag and the German Federal Government about EU-Matters« The participation of the German Bundestag and the cooperation of the Federal Government with the Bundestag are the constitutional elements of their communication about EU-matters (Article 23 para. 2 and 3 Basic Law). Franziska Brand surveys how this communication is put into practice and concludes that these parliamentary and governmental tasks have to be considered as constitutional obligations in order to develop a more effective parliamentary participation in EU-matters as stipulated by the constitution. Franziska Brand untersucht die Praxis dieser Kommunikation und entwickelt die These, dass die parlamentarischen und exekutiven Aufgaben als Verfassungspflichten verstanden werden müssen. Franziska Brand studierte Rechtswissenschaft an der Freien Universität Berlin und am King's College London (LL.M.). Nach ihrem Referendariat beim Kammergericht Berlin arbeitete sie zunächst als Rechtsanwältin in Berlin und London. Danach wechselte sie zur Verwaltung des Deutschen Bundestages. Dort ist sie nach verschiedenen Stationen in den Wissenschaftlichen Diensten des Bundestages als Gutachterin im Fachbereich Verfassung und Verwaltung tätig. Aufgrund dieser Nähe zum Deutschen Bundestag promovierte sie bei Prof. Dr. Frank Schorkopf im Parlamentsrecht an der Schnittstelle zum Europarecht.
