The "Three for One" program of collective remittances in Mexico, with its variations, conflicts and difficulties, has been a major breakthrough as a trans-national, organizational effort for the promotion of social development in communities of origin. The key to its success lies in the solidarity of migrant organizations toward their home communities in association with the three levels of the Mexican Government. This transnational philanthropy began spontaneously in the 1960s and thirty years later it began to receive the gradual support of the different levels of the government, until its institutionalization as a federal program in 2002, reporting to the Ministry of Social Development. In 2010, after more than three decades of experience with solidarity projects, the migrant Mexican organizations are considering moving towards a new phase of local development -with a transnational approach- in their regions of origin, seeking greater impact on the economic and social structure. ; El programa "Tres por Uno" de remesas colectivas en México, con sus variantes, conflictos y dificultades, ha sido un gran avance como esfuerzo organizativo transnacional de promoción del desarrollo social en las comunidades de origen. La clave de su éxito radica en la solidaridad de las organizaciones de migrantes hacia sus comunidades de origen en asociación con los tres niveles del gobierno mexicano. Esta filantropía transnacional se inicia desde los años sesenta del siglo anterior de manera espontánea y hasta treinta años después comienza a recibir apoyos paulatinos de los diferentes niveles del gobierno hasta su institucionalización como programa federal en el 2002 dependiendo de la Secretaría de Desarrollo Social. En el 2010, luego de más de tres décadas de experiencia de proyectos solidarios las organizaciones migrantes mexicanas se plantean avanzar hacia una nueva fase de desarrollo local con enfoque transnacional en sus regiones de origen buscando un mayor impacto en la estructura económica y social.

El proyecto de reforma migratoria propuesto por el gobierno de Barack Obama ha despertado mucha controversia, tanto por quienes se oponen de manera definitiva en adoptar cualquier esquema de inclusión de los migrantes indocumentados, como por quienes detectan que el proyecto demócrata es insuficiente y además excluyente para la amplia comunidad de inmigrantes indocumentados que contribuye cotidianamente al desarrollo de Estados Unidos. El debate no ha terminado.

A causa de los impactos de la crisis económica en Estados Unidos de 2007 a 2014, las políticas antiinmigrantes y la militarización de la frontera norte, el retorno de los mi-grantes mexicanos crece de manera considerable a más de 2.5 millones de personas. Lo que cuestiona la estructura económica e institucional de México para reintegrar a esa población. Lo anterior plantea la necesidad de reorientar las políticas públicas e instituirlas en una que sea integral de empleo, desarrollo y seguridad humanos, y construir una nueva arquitectura institucional que permita la adecuada integración de los migrantes e incidir en las causas estructurales del éxodo, como la que plantea el Colectivo Migraciones para las Américas (COMPA). En este trabajo se presentan los resultados de una investigación realizada en Michoacán, Oaxaca, Zacatecas, Puebla, Guerrero y Chiapas sobre los impactos del retorno de los migrantes y la necesidad de establecer el Programa de Apoyo Integral a la Reinserción de los Migrantes y sus Familias (Parimyf).

For more than forty years, the international migration of Mexicans to the United States has represented an escape valve in terms of economic problems. However, there was no concern on the part of previous Mexican governments to design public policies for economic development, migration and human rights that could impact the structural causes of such migratory flows. Rather, migration policies have been partial, reactive and overdue, while also forming part of the security policies of the Mexican State. Moreover, they have not considered the structural causes of migration, nor the human rights of all migrants who have left, arrived, passed through or returned to Mexico. The new Mexican government has thus faced the double challenge of creating and implementing a new national, sovereign, employment, equity and human security development strategy for all. This has also been accompanied by a State policy on comprehensive development, migration and human rights that responds to the seven migratory dimensions of the country as a place of origin, transit, destination, return, the increasing displacement of migrants, asylum and refuge. Furthermore, an important component is the integration of Central American migration due to the increasing importance this already has in various dimensions of the different population flows taking place in the country. ; En las últimas cuatro décadas, la migración internacional de mexicanos a Estados Unidos se convirtió en una válvula de escape a los problemas económicos, sin que el Gobierno mexicano manifestase preocupación por el diseño de políticas públicas de desarrollo económico, migración y derechos humanos que incidan en las causas estructurales de los flujos migratorios. Las políticas sobre migración fueron parciales, reactivas y tardías, y forman parte de las políticas de seguridad del Estado mexicano. Estas no consideraron la causa estructural de las mismas, ni los derechos humanos de todos los migrantes que salían, llegaban, pasaban y retornaban a México. Ante este panorama, el nuevo Gobierno mexicano enfrenta el doble reto de construir y aplicar una nueva estrategia de desarrollo nacional, soberana, con empleo, equidad y seguridad humana para todos y, al mismo tiempo, la necesidad de incluir una política de Estado que involucre el desarrollo integral, la migración y los derechos humanos, la cual contemple las siete dimensiones migratorias del país como espacio de origen, tránsito, destino, retorno, desplazamientos, asilo y refugio. Asimismo, que integre la migración proveniente de Centroamérica como parte importante de la misma, en razón de la trascendencia creciente que tiene ya en varias de esas dimensiones en los diferentes flujos poblacionales del país.

La educación en la mayoría de instituciones es "simultáneamente el depósito del mito de la sociedad, la institucionalización de las contradicciones de este mito, y el lugar donde ocurre el ritual que reproduce y encubre las disparidades entre el mito y la realidad" (Illich, 1975:52). El sistema escolar y sobre todo las universidades nos brindan la oportunidad de reflexionar y emancipar el mito de la educación y sus instituciones bajo una perspectiva crítica. En este sentido, desde Yeiyá presentamos el volumen La educación en el siglo XXI: retos, cambios y oportunidades. Esto desde la óptica que consideramos imperante reflexionar el tema de la educación bajo un mundo capitalista neoliberal. En contraposición y en palabras de Paulo Freire (1978): "La educación sistemática refleja los intereses de quienes detentan el poder y no puede cambiarse radicalmente un sistema educativo si no se transforma el sistema global de la sociedad."

Después de 460 años, la economía y la sociedad zacatecanas siguen dependiendo de la explotación de los recursos naturales y la exportación de fuerza trabajo, con una estructura productiva extractivista, polarizada y con gran heterogeneidad económica y social; basada en las ventajas comparativas de la sobreexplotación de los recursos naturales, incapaz, crónicamente, de general los empleos necesarios y provocando la persistencia de la pobreza en 60 por ciento de la población. Ante ello, se plantea la necesidad de construir la nueva institucionalidad del desarrollo de Zacatecas, transitando hacia las ventajas competitivas con cohesión social, basadas en la aplicación de la ciencia y la tecnología, mediante la construcción de los distritos regionales innovadores en las zonas estratégicas de la entidad.
