Facing demographic ageing, Germany and Austria have reformed their old age security systems to be sustainable for the future. With reforms starting at the turn of the century, a trend towards later retirement has been set by these governments. Especially interesting for governmental bodies is the question, which factors determine retirement after the statutory pension age. Germany and Austria promote late retirement in order to keep their pension systems sustainable, despite having cut the benefits of their public pension systems drastically since the early 2000s. Using SHAREs wave 7, this thesis compares Germany, Austria and a sample of all SHARE countries to determine which individual, occupational and institutional factors affect late retirement significantly. The results show that a key characteristic of determining retirement timing is age. The older a population gets, the more likely retirement is. This is especially true for Austria. Among German citizens, receiving public pension benefits decreases the odds of having income from gainful employment dramatically. Further, comparing both countries with the SHARE sample, a pattern for educational attainment is visible. Groß war die Erleichterung, als der globale Crash von 2008 überwunden war und die ökonomische Erholung einsetzte. Doch mittlerweile zeigt sich, dass wir die Symptome bekämpft haben, nicht die Ursachen. Heute liegt die Verschuldung der Welt um beinahe die Hälfte über dem Niveau, das seinerzeit die Krise auslöste. Die Dissertation beschäftigt sich mit dem Wandel der staatlichen Aufgabenwahrnehmung im Elektrizitätsrecht, wo immer mehr Private (Gleichbehandlungsbeauftragte) zur Erfüllung gewisser öffentlicher Aufgaben eingesetzt werden, unter anderem zur Umsetzung des energierechtlichen Gleichbehandlungsgebotes. Den theoretischen Hintergrund bildet das Konzept der Regulierten Selbstregulierung. Einleitend wird die staatliche Entwicklung von der Daseinsvorsorge- zur Erfüllungs- und Gewährleistungsverantwortung des Staates nachgezeichnet. Dazu werden dogmatische Grundlagen erörtert, Ausgestaltungsformen beleuchtet und Gemeinsamkeiten der Erscheinungsformen der Regulierten Selbstregulierung untersucht. Im Hauptkapitel wird der Bogen zum Referenzgebiet Energierecht gespannt. Dabei wird das Hauptaugenmerk auf die Ausgestaltung des energierechtlichen Gleichbehandlungsgebotes unter Einbeziehung der Regulierungsinstrumente Entflechtung und Netzzugang gelegt. Das innerbetriebliche Überwachungsinstrumentarium wird dann rechtlich zugeordnet, dessen Adressatenkreis abgesteckt, und in weiterer Folge normativ substantiiert. Anhand konkreter Bestimmungen aus den Gleichbehandlungsprogrammen der Energieunternehmen werden formale Rahmenbedingungen konkretisiert und wichtige Gleichbehandlungsbestimmungen angeführt. Danach werden einerseits die Rechtsstellung des Gleichbehandlungsbeauftragten und die Ausübungsvoraussetzungen seiner Tätigkeit untersucht, andererseits seine maßgeblichen Befugnisse innerhalb der Energienetzbetreiber. Danach soll die Darstellung verschiedener staatlicher Gewährleistungsmechanismen aufzeigen, inwiefern der Staat im System des energierechtlichen Gleichbehandlungsmanagements seiner Gewährleistungsfunktion nachkommt. Mit der verwaltungsrechtlichen Einordnung des Gleichbehandlungsbeauftragten in die wissenschaftlichen Kategorien wird das Kapitel abgerundet und abgeschlossen. Die Ergebnisse sind am Ende in Thesenform zusammengefasst. ; The doctoral thesis deals with the transformation of the state tasks in the field of electricity law, where more and more private persons (compliance officers) are used to fulfill certain public functions, including the implementation of the energy-sectors principle of equal treatment. The concept of regulated self-regulation constitutes the theoretical framework. The development from services of general interest to the states responsibility for fulfillment and responsibility for providing a guarantee is traced in chapter D. In this regard, the dogmatic foundations are discussed and forms and commonalities of regulated self-regulation are examined. In the main chapter of the thesis the aforementioned theoretical framework of the concept of regulated self regulation will be applied on the field of energy law. Here the focus lies on the arrangement of the principle of equal treatment within the field of energy law, including the principle regulatory instruments unbundling and network access. The internal compliance program will be assigned to law, its addressees staked, and subsequently normative substantiated. Using defined terms of the compliance programs the formal frameworks are substantiated. In addition important compliance provisions will be discussed. In the next sub-chapter the legal status of the compliance officer is examined and conditions for exercising his activities are scrutinized, further on his major powers within the energy system operators. Subsequently to show how various state responsibility mechanisms and the energy compliance system work together, to provide the states responsibility functions. The main chapter ends by positioning the compliance officers in the scientific categories of administrative law. Die Notenbanken haben weltweit mit einer Ausweitung ihrer Bilanzen auf das Scheitern der Kreditwirtschaft in der Finanz- und Schuldenkrise reagiert. Allerdings bleibt offen, wie sie in ein tragbares Regime der traditionellen Geld- und Kreditabsicherungsbeziehungen zurückgelangen können. Das Vertrauen in das internationale Finanzsystem könnte wiederhergestellt werden, wenn ein neuer Standard für ein globales Geldsystem entstehen würde. Das könnte die chinesische Währung, die an Gold oder einen Rohstoffkorb gebunden ist, sein.
