"Während der Welthandel über GATT und GATS durch die Welthandelsorganisation WTO reguliert wird und es für den internationalen Geld- und Kapitalverkehr Institutionen wie die Bank für Internationalen Zahlungsausgleich, den internationalen Währungsfonds und die Weltbank gibt, existiert im Bereich der internationalen Migration eine Regelungslücke, die auch die ILO und die IOM nicht zu füllen vermögen. Das vorliegende Diskussionspapier deckt die ökonomische Notwendigkeit eines General Agreement on Movements of People (GAMP) auf und skizziert dessen mögliche Inhalte. Die Idee eines GAMP wird von der Überzeugung geleitet, dass die internationale Freizügigkeit für Arbeitskräfte ebenso vorteilhaft ist wie der internationale Freihandel für Güter. Um die sich aus internationaler Migration ergebenden negativen externen Effekte in Form eines brain drains im Herkunftsland bzw. Ballungs- und Verdrängungseffekten im Aufnahmeland zu internalisieren, wird vorgeschlagen, eine zweckgebundene Migrationsabgabe zu erheben." (Autorenreferat)
In the West, Russia's nuclear deterrence strategy is often described as one of "escalate to deescalate". The thinking goes that Moscow is prepared to use nuclear weapons at an early stage in a conflict in order to "deescalate" and terminate the confrontation quickly in its favour. However, Russia's official military doctrine, nuclear exercises of the Russian military, and debates among political and military elites have so far pointed in a different direction. With the concept of "strategic deterrence", Russia has developed a holistic deterrence strategy in which nuclear weapons remain an important element. Yet, to gain more flexibility below the nuclear threshold in order to manage escalation, the strategy also conceptualises a broad range of non-military and conventional means. Given Russia's dwindling arsenal of conventional precision weapons due to its war against Ukraine as well as the strategic adaptation of the North Atlantic Treaty Organization (NATO), Russia's strategy is likely to change: In the coming years, Russia's reliance on its non-strategic nuclear weapons will probably increase. These developments could both undermine crisis stability in Europe and further impede the prospects for nuclear arms control in the future.

Russia has so far issued almost 200,000 Russian passports to Ukrainians from the "People's Republics" of Donetsk and Luhansk. This undermines the Minsk peace process. The passportisation of the Donbas is part of a tried and tested set of foreign policy instruments. Russia is deliberately making it more difficult to resolve territorial conflicts in the post-Soviet space by creating controlled instability. This demonstrative intervention in state sovereignty exerts pressure on the Ukrainian central government in Kyiv. Domestically, Russia's goal is to counteract its own natural population decline through immigration. Because of the war in eastern Ukraine, more and more Ukrainians have migrated to Russia; this was one of the reasons behind Russia revising its migration strategy in 2018. The liberalisation of citizenship legislation was aimed particularly at Ukraine. By delaying any resolution to the conflict, Russia achieves two objectives simultaneously: it retains permanent influence on Ukraine via the Donbas, and it becomes more attractive to many Ukrainians as a destination for emigration. "This book examines the multiple strategies proposed by the international community for addressing Global Climate Change (GCC) from both human and state-security perspectives.It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses Global Climate Change (GCC) and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). Das internationale Gesellschaftsrecht hat in Folge der Rechtsprechung des EuGH zur Niederlassungsfreiheit mit deren Entwicklung vom reinen Diskriminierungsverbot zum Beschränkungsverbot eine grundlegende Neuorientierung erfahren. Vor diesem Hintergrund erarbeitet Michael Lamsa für das internationale Firmenrecht ein konsistentes Anknüpfungsmodell für Bildung, Führung und Schutz der Firma von Auslandsgesellschaften. Dazu untersucht er das Firmenrecht im gemeinschaftsrechtlichen Regelungsgefüge unter besonderer Berücksichtigung der Vorgaben der Niederlassungsfreiheit und kennzeichenrechtlicher Regelungen des sekundären Gemeinschaftsrechts. Auf dieser Grundlage schlägt der Autor eine kumulative Anknüpfung vor. Er weist nach, dass das von ihm vorgeschlagene Anknüpfungsmodell insbesondere durch die Anwendung inländischen (deutschen) Firmenrechts nicht zu einer ungerechtfertigten Beeinträchtigung der Niederlassungsfreiheit von Auslandsgesellschaften führt.
The Roman catacombs, burial places of the Early Christians Martyrs, became from the last third of the 16thcentury, a place that provided a great quantity of relics to Christianity, because it was believed that the bones found inside those galleries belonged to holy martyrs who were victims of the persecutions of the Roman empire. This phenomenon of donation continued until the end of the 19th century, creating cases of study of great interest, in which the characters involved in the donations, the material conditions and the transfer of the bones, and their reception in the towns where they arrived, show the validity of a practice associated with the cult of relics that had Italy as its center, and France and Mexico as territories benefited with numerous donations. A selection of donations from each of the aforementioned countries provides a frame of reference to begin to draw the first lines of study of this international phenomenon that arose, in several cases, in the midst of the political and social struggles that would lead to those nations to establish as modern States, where despite the controversies between the religious and civil powers, the veneration of holy martyrs had a presence and importance. ; Las catacumbas romanas, lugares de enterramiento de los cristianos de los primeros siglos, proporcionaron a partir del último tercio del siglo XVI una gran cantidad de reliquias al cristianismo, ya que se creía que las osamentas halladas en sus galerías pertenecían a santos mártires víctimas de las persecuciones del imperio romano. Este fenómeno de donación tuvo continuidad hasta finales del siglo XIX, centuria en la que generó casos de estudio de gran interés, en los que los personajes involucrados en las donaciones, las condiciones materiales y de traslado de las osamentas, y la recepción de las mismas en las poblaciones a en donde arribaron, hablan de la vigencia de una práctica asociada al culto a las reliquias que tuvo como centro a Italia como centro de exportación; y Francia y México como territorios beneficiados con numerosas donaciones. Una selección de donaciones de cada uno de los países ya mencionados, proporciona un marco de referencia para comenzar a trazar las primeras líneas de estudio de este fenómeno internacional suscitado, en varios casos, en medio de las luchas políticas y sociales que llevarían a dichas naciones a cimentarse como Estados modernos, donde a pesar de las controversias entre el poder religioso y el poder civil, la veneración a santos mártires tuvo presencia e importancia.

Der vorliegende Sammelband versucht, die Vielschichtigkeit des Begriffs der »Gruppe« im Völkerrecht umfassend abzubilden und die völkerrechtliche Entwicklung des Status bestimmter Gruppen nachzuzeichnen. Dazu wird der Frage nachgegangen, ob und in welchem Umfang das Völkerrecht Gruppen von Personen als bedingt rechtsfähige Einheiten wahrnimmt. Der Begriff der Gruppe spielt in aktuellen Erörterungen zum Völkerrecht eine wichtige Rolle, wenn z.B. Flüchtlinge, Minderheiten oder indigene Völker als Kategorien erörtert werden, deren Mitglieder wegen der Gruppenzugehörigkeit schutzbedürftig erscheinen. Angesichts massenhafter Migrationsbewegungen rücken die Rechte international anerkannter Flüchtlinge und entsprechende Staatenpflichten in den Fokus einer Debatte, die Gruppen nach dem rechtlichen Status der Angehörigen unterscheidet.
