This paper offers a reflection on the potential and real possibilities of Africa to play a key role within the framework of the international relations associated with Asia, Latin America and the Caribbean islands. The study explores the socio-cultural, philosophical, and political contributions of Africa in Asia, Latin America and the Caribbean. Of particular interest is the International Policy dimension inasmuch as the paper also aims at providing a current systematic review of an evidence-base on traditional links between countries of the three continents and its peoples, in order to justify the necessity to reinforce their international cooperation. Thus, the paper is concerned with what Africa can offer to both continents and how it could possibly proceed in order to participate in strengthening their relations as historical, cultural, political and economic partners.
Hauptbeschreibung Die zunehmende Bedeutung der internationalen Strafgerichtsbarkeit und die damit verbundene weltweite erhöhte Aufmerksamkeit für die durchgeführten Strafverfahren erfordern eine strikte Einhaltung rechtsstaatlicher Prinzipien. Elisa Hoven unterzieht die Prozessordnungen des Internationalen Strafgerichtshofs, der Ad-hoc-Tribunale sowie der hybriden Gerichte einem umfassenden Vergleich am Maßstab der Rechtsstaatlichkeit. Nach einer Untersuchung der institutionellen und normativen Grundlagen internationaler Straftribunale widmet sie sich einer komparativen Analyse der Gewährleistung wesentlicher Verfahrensmaximen. Prozessuale Garantien wie die Unschuldsvermutung, das Recht auf Verteidigung oder der Beschleunigungsgrundsatz erörtert die Autorin unter dem Blickwinkel von Fairness und Effektivität des Strafverfahrens. Die Bewertung der rechtlich-theoretischen Voraussetzungen wird um eine Darstellung gegenwärtiger Herausforderungen in der Praxis der internationalen Strafgerichtsbarkeit ergänzt. An important aspect in modern conditions is the continuation of the reforming of the accounting system in Ukraine in accordance with international standards, which is associated with integration processes atall levels of functioning of economic entities of the economy and state policy and regulation. The purpose ofthis article is to study aspects of national and international provisions (standards) of accounting, which arerelated to the organization of accounting for current assets and their reflection in financial statements, to d etermine approaches to the essence and classification of this research object for their effective accountingand management.This publication conducted the research and analyzed the approaches to defining the essence of thecategory of "current assets", as well as such important elements as "cash", "stocks", "accounts receivable"based on scientific publications and national and international standards, identified common features anddifferences in the composition of these elements, approaches to their assessment, aspects of reflection inthe financial statements. The study confirmed that the approximation of the structure of Ukrainian accountingstandards and the formation of financial statements to international ones, the legislation of Ukraine is gettingcloser to the normative documents of economically developed countries and allows simplifying the organization of accounting, making information more transparent and simple for all categories of users, but at themoment, however, there are discrepancies in interpretations of the organization of accounting in Ukraine in comparison to other states. Investigating approaches to the classification of circulating assets according tovarious criteria, management objectives and structural elements, the most common classification of defenseassets was proposed by E.A. Donin from the point of view of the modern conditions of the operation of theenterprise and its financial stability, management of the efficiency of using working capital, which is investedin its current assets and the main elements - cash, stocks and accounts receivable. It has been proved thatthe effective use and management of circulating assets and their elements is impossible without studyingand knowledge of modern regulatory legislation in the formation of an enterprise's accounting policy and effective organization of accounting on it. ; Актуальным аспектом в современных условиях является продолжение реформирования си-стемы бухгалтерского учета в Украине по международным стандартам, что связано с интеграционны-ми процессами на всех уровнях функционирования экономических субъектов экономики и государ-ственной политики и регулирования.Целью данной статьи является исследование аспектов национальных и международных по-ложений (стандартов) бухгалтерского учета, которые связанны с вопросами организации учета обо ротных активов и отражение их в финансовой отчетности, определение подходов к сущности и клас-сификации данного объекта исследования для эффективного их учета и управления.В данной публикации проведены исследования и проанализированы подходы к определениюсущности категории «оборотные активы», а также таких важных элементов как «денежные средства» ,«запасы», «дебиторская задолженность» по материалам публикаций ученых и национальным и меж-дународным стандартам, определены общие черты и различия в составе данных элементов, подхо-дов в их оценке, аспектов отражения в финансовой отчетности. Исследование подтвердило, что при-ближение структуры украинских стандартов бухгалтерского учета и формирования финансовой от-четности к международным, законодательство Украины становится ближе к нормативным документамэкономически развитых стран и позволяет упростить организацию учета, сделать информацию болеепрозрачной и простой для всех категорий пользователей, но на данный момент все-таки еще суще-ствуют разночтения и трактования в организации учета в Украине по сравнению с другими государ-ствами.Исследуя подходы к классификации оборотных активов по различным признакам, целямуправления и структурным элементам, наиболее распространенную классификацию оборонных акти-вов предложил Е.А. Донин с точки зрения современных условий функционирования предприятия иего финансовой устойчивости, управления эффективностью использования оборотного капитала, ко-торой вложено в его оборотные активы и основные элементы – денежные средства, запасы и деби-торскую задолженность. Доведено, что эффективное использование и управление оборотными акти-вами и их элементами невозможно без изучения и знания современного нормативного законодатель-ства при формировании учетной политики предприятия и эффективной организации бухгалтерскогоучета на нем. ; Актуальним аспектом в сучасних умовах є продовження реформування системи бухгалтерсь-кого обліку в Україні за міжнародними стандартами, що пов'язано з інтеграційними процесами на всіхрівняє функціонування економічних суб'єктів та державної політики й її регулювання. В даної публіка-ції проведено дослідження та проаналізовано підходи до визначення сутності категорій «оборотні ак-тиви» та їх елементів – «грошові кошти», «запаси», «дебіторська заборгованість» за матеріалами пуб-лікацій вчених та національними та міжнародними стандартами, визначено спільні риси та відмінності,в тому числі у складі елементів, підходів в їх оцінки, аспектів відображення у фінансової звітності. До-сліджено підходи до класифікації оборотних активів за різними ознаками, цілями управління, та струк-турними елементами. Підкреслено, що в сучасних умовах функціонування підприємств важливим єтака класифікація оборотних активів, що спряє їх ефективному управлінню, платоспроможності підп-риємства, збільшення ліквідності його активів, зменшення ризиків та підвищення ефективності вико-ристання оборотного капіталу, що вкладено в його оборотні активи.
Der zentralasiatische Raum liegt im Schnittpunkt strategischer Interessen von Russland, China und USA. Die Zentralasiaten selbst sind von "Figuren" zu "Spielern" geworden. An die Stelle des "Great Game" des 19. Jahrhunderts traten Auseinandersetzungen wie der Wettstreit um den Zugang zu Energie (Öl & Gas), der Kampf ums Wasser (Trinkwasser, Bewässerungsfeldbau, Hydroenergie) aber auch die "Geopolitik" des Organisierten Verbrechens (Drogen). Versinkt die Region "Zentralasien und Afghanistan" (AFZA) in Korruption, verrottenden Infrastrukturen, Gewalt und defizienter Staatlichkeit oder mobilisiert sie Kräfte in Richtung Reform, Herrschaft des Rechts und regionaler Ordnung ("Governance")? Was kommt in der Region vom Hindukusch bis zum Kaspischen Meer nach Abzug der Koalitionstruppen aus Afghanistan? "Geopolitik und Governance" konzentriert sich auf die – für Europa wichtige – "Energie-Governance" (Energiesicherheit) und die "Wasser-Governance" (Wassernutzungsrecht) mit dem Ziel, das Ringen um den Zugang zu Energie völkerrechtlich zu befrieden und Interessengegensätze zwischen den "Öl- und Gasmächten" Kasachstan, Turkmenistan und Usbekistan und den "Wassermächten" Kirgistan, Tadschikistan (und Afghanistan) auszugleichen. Fruchtbar gemacht wird ein Governance-Modell, das "Multiebenen"-, "Multiakteur"- und "Multiinstrumental"-Analysen umfasst – mit Bezug zur "vernetzten Sicherheit". The British vote to leave takes the European Union into new legal and political territory. With application of Article 50 of the Treaty on European Union on the cards for the first time, it is already clear that leaving is not simply the reverse of joining, neither procedurally nor politically. The remaining EU-27 will need to develop an "exit doctrine" defining the rules for dealing with the United Kingdom as soon as it officially announces its intention to leave. Article 50 leaves ample political options for shaping the highly complex processes for releasing the United Kingdom from membership, reshaping its relationship with the Union and revising the treaties for an EU-27. Already crisis-stressed and disorientated before Brexit, the Union needs a renewal of integration, starting with the member states and their role in the EU system. (author's abstract)
