In this work we identify elements of diplomacy as mechanisms with which to sharpen our understanding of security studies and weigh some claims regarding conflict. Diplomatic considerations have long been out of fashion in the field of global politics, and we seek to re- introduce them. In so doing, we situate ourselves within the general context of Goddard and Nexon's reformulation of security studies. We then identify two controversial questions in the security studies literature and consider them with reference to diplomatic interactions. The first of these is the argument raised by Jack Levy and William R. Thompson suggesting that great sea powers generate different balance of power dynamics than great land powers. We find support for the majority of their suggestions. The second controversy, closely associated with the work of T.V. Paul, concerns 'soft balancing' and arose to help explain the lack of balancing behaviors relative to the unipolar position of the United States after 1989. Soft balancing is controversial in part because identifying it requires us to understand the specific intent of various foreign policy actions. We use diplomatic activities to address the problem of intent, and find support for soft balancing in the diplomatic record.

Ein vermehrtes Medieninteresse an sogenannten nichtletalen Waffen (NLW) hat seit den 1990er Jahren auch die juristische Diskussion über die Zulässigkeit dieser Waffen angefeuert. Im Kern steht dabei der vermeintliche Widerspruch zwischen der humanitären Grundausrichtung des Kriegsvölkerrechts und den aus diesen Normen resultierenden Beschränkungen des Einsatzes schonenderer NLW. Die Arbeit behandelt im ersten Teil Fragen der Einordnung und Definition nichtletaler Waffen. Daran schließt sich die rechtliche Bewertung verschiedener NLW-Systeme an. Nach einem Exkurs zum ius ad bellum liegt der Schwerpunkt in der Beurteilung von NLW im ius in bello. Unterschieden wird dabei nach biologisch, chemisch und physikalisch wirkenden Systemen. Erstmalig im deutschsprachigen Schrifttum wird hier der Rechtsrahmen für teils futuristisch wirkende Waffen wie Laser, Mikrowellen und Schallkanonen aufgezeigt. Unter dem Begriff nichtletale Waffen werden ganz unterschiedliche Waffen diskutiert. Die Bandbreite reicht von konventionellen Wuchtgeschossen über Kampfgase bis hin zu futuristisch wirkenden Mikrowellenwaffen. Protagonisten sehen NLW als Option für leidlose Kriege, Skeptiker betrachten diese Waffen als zusätzliches Übel. Die Diskussion über NLW hat auch die Rechtswissenschaft erfasst. Im Mittelpunkt steht dabei die Frage, ob die vorgeblich nichttödlichen Waffen neue Regelungen im Kriegsvölkerrecht erfordern oder ob die geltenden Normen auch auf NLW Anwendung finden müssen. Der Autor wurde 1973 in Leipzig geboren. Er studierte Rechtswissenschaft mit dem Schwerpunkt Völker- und Europarecht an den Universitäten Jena, Leipzig, Leiden (Niederlande) und Kiel. Die Promotion erfolgte an der Universität Frankfurt am Main. Nach der Referendarausbildung, die er unter anderem am Obersten Gerichtshof Israels absolvierte, war er zunächst mehrere Jahre für eine renommierte internationale Rechtsanwaltskanzlei in Bonn und Leipzig tätig. Als Fachanwalt für Verwaltungsrecht betreute er Mandate im Wirtschaftsverwaltungs-, Verfassungs- und Europarecht. Neben zahlreichen Publikationen zu seinem anwaltlichen Tätigkeitsfeld veröffentlichte der Autor auch zu historischen Themen. Derzeit arbeitet Hans Wolfram Kessler als General Counsel und Mitglied der Geschäftsführung für ein internationales Unternehmen in Malta.

This article analyzes how gender studies, in specific the Gender Mainstreaming, contribute to the understanding of global security. In consequence, it seeks to identify actions that affect women as subject protagonist and not merely as a subject receiver or international public policy measures. In consideration of the foregoing, it is answer the following question: what theoretical and conceptual contributions make the gender studies to understand the global security in the twenty-first century? Through this question is defined the existence of a gender agenda in the global security for two concepts: the woman as a subject of protection, and woman as subjects of pacification. ; Este artículo analiza cómo los estudios de género, en específico el gender mainstreaming, contribuyen a la comprensión de la seguridad global. Deutschland hat in den letzten 15 Jahren eine Reihe zwischenstaatlicher Partnerschaften ins Leben gerufen, um den Klimaschutz auf internationaler Ebene voranzubringen. Die amtierende Regierung hat dieses Netzwerk weiter ausgebaut. Da die Partnerschaften von unterschiedlichen Ministerien entwickelt und verwaltet werden und spezifische Aspekte des Klimaschutzes abdecken, stellt sich die Frage, welche Ziele sie auf (geo)strategischer Ebene verfolgen und wie sie sich angesichts eines Anstiegs der weltweiten Emissionen bei zunehmenden Mittelknappheit stärken lassen.

The present working paper analyzes the world order in the past, present and future as well as the main factors, foundations and ideas underlying the maintaining and change of the international and global order. The first two sections investigate the evolution of the world order starting from the ancient times up to the late twentieth century. The third section analyzes the origin and decline of the world order based on the American hegemony. The authors reveal contradictions of the current unipolar world and explain in what way globalization has become more profitable for the developing countries but not for the developed ones. The paper also explains the strengthening belief that the US leading status will inevitably weaken. In this connection we discuss the alternatives of the American strategy and the possibility of the renaissance of the American leadership. The last section presents a factor analysis which allows stating that the world is shifting toward a new balance of power and is likely to become the world without a leader. The new world order will consist of a number of large blocks, coalitions and countries acting within a framework of rules and mutual responsibility. However, the transition to a new world order will take certain time (about two decades). This period, which we denote as the epoch of new coalitions, will involve a reconfiguration of the World-System and bring an increasing turbulence and conflict intensity.
