The article deals with a number of problematic issues to achieve the objectives of defense reform to create an effective management system of the Armed Forces of Ukraine.The information about the current level of logistics information systems of several leading countries and the interim conclusions are provided.The list of problems that complicate the task of creating an integrated automated logistic support system for the Armed Forces of Ukraine (hereinafter referred to as the ACS of the AFU) is given, in particular, the insufficient level of resource provision, incompleteness of regulatory regulation, fragmentary informatization of logistic support processes, inhibition of research and development works on the establishment of ACS of the AFU.It is suggested to use the experience of leading countries in the field of automation of logistics of all aspects of the activity of the armed forces and to use proven software and technical solutions with significant support from suppliers, to follow the recommendations of project management and international standards in the field of systems and software engineering.Military logistics systems are larger and more diverse than civilian logistics systems, namely, they are hierarchical; geographically distributed and layered; flexible in location and delivery; with increased risks of malicious interference and loss.The practical experience of NATO member countries in the field of automation of defense ministries and development of automated control systems shows that the key approach to automating drug processes is a transition from local software and hardware solutions for individual sets of functions at various management levels in an integrated automated control system with defensive resources covering the entire management vertical from The Ministry of Defense of Ukraine and the General Staff of the Armed Forces of Ukraine up to a separate unit, a military man and an employee of the Armed Forces of Ukraine.The view on the functional architecture of the prospective ACS of the AFU is presented and indicated on the obligatory integration with the automated control system of the armed forces.Further research should be carried out in the direction of studying the experience of designing, implementing and supporting automated logistics systems of NATO member countries, taking into account the requirements of regulatory and resource support. ; В статье рассмотрены проблемные вопросы достижения задач оборонной реформы по созданию эффективной системы управления Вооруженными силами Украины.Предоставлены сведения о текущем уровне информатизации логистических систем нескольких ведущих стран и промежуточные выводы.Дан перечень проблем, которые осложняют решение задачи по созданию интегрированной автоматизированной системы управления логистическим обеспечением ВСУ (далее АСУ ЛС ВСУ), в частности, недостаточный уровень ресурсного обеспечения, незавершенность нормативного регулирования, фрагментарная информатизация процессов логистического обеспечения, торможение опытно-конструкторских работ по созданию АСУ ЛО ВСУ.Предложено использовать опыт ведущих стран в сфере автоматизации логистического обеспечения всех аспектов деятельности вооруженных сил и задействовать проверенные программно-технические решения, имеющие значительную поддержку со стороны поставщиков, следовать рекомендациям проектного менеджмента и международных стандартов в области систем и программной инженерии.Логистические системы военного назначения является более масштабными и разнообразными системами по сравнению с логистическими системами гражданского назначения, а именно они являются иерархическими; территориально распределёнными и эшелонированными; гибкими по месту расположения и доставки; с повышенными рисками злонамеренного вмешательства и потерь.Практический опыт стран-членов НАТО в области автоматизации оборонных ведомств и разработки АСУ свидетельствует, что ключевым подходом к автоматизации процессов ЛС является переход от локальных программно-технических решений для отдельных наборов функций на различных управленческих уровнях в интегрированной АСУ оборонительными ресурсами, охватывает всю управленческую вертикаль от МО Украины и ГШ ВС Украины до отдельного подразделения, военнослужащего и работника ВС Украины.Предоставлен взгляд на функциональную архитектуру перспективной АСУ ЛС ВСУ и указано на обязательную интеграцию с АСУВ.Дальнейшие исследования целесообразно осуществлять в направлении изучения опыта проектирования, реализации и поддержки автоматизированных логистических систем стран-членов НАТО, учитывая требования нормативного и ресурсного обеспечения. ; територіально розгалуженими та ешелонованими; гнучкими за місцями розташування і доставки; з підвищеними ризиками зловмисного втручання та втрат.Практичний досвід країн-членів НАТО в області автоматизації оборонних відомств та розробки АСУ свідчить, що ключовим підходом до автоматизації процесів ЛЗ є перехід від локальних програмно-технічних рішень для окремих наборів функцій на різних управлінських рівнях до інтегрованої АСУ оборонними ресурсами, що охоплює усю управлінську вертикаль від МО України та ГШ ЗС України до окремого підрозділу, військовослужбовця та працівника ЗС України.Надано погляд на функціональну архітектуру перспективної АСУ ЛЗ ЗСУ та вказано на обов'язкову інтеграцію з АСУВ.Подальші дослідження доцільно здійснювати в напрямі вивчення досвіду проектування, реалізації і підтримки автоматизованих логістичних систем країн-членів НАТО з огляду нормативного і ресурсного забезпечення.

This book highlights issues related to the organization and improvement of the efficiency of training system in technical operation of radio-electronic equipment currently used in civil aviation. The increasing intensity of air traffic around the world leads to a quantitative increase in old problems and the emergence of qualitatively new ones that can only be solved by trained people, whose training process should be carried out on a systematic basis. Modern approaches to improving the human resources potential of civil aviation, as a rule, are based only on modernizing the management mechanisms of the training system. One of the main advantages of this book is the unique integrated approach to building a system for training aviation personnel in the field of technical operation of radio-electronic equipment and air traffic control, which consists in taking into account various factors that affect the training of specialists, promising areas of development of civil aviation based on the analysis of various guidance documents and the construction of mathematical models that give a qualitative assessment of existing methods and the proposed new methodology. An understanding of risk and how to deal with it is an essential part of modern economics. Whether liability litigation for pharmaceutical firms or an individual's having insufficient wealth to retire, risk is something that can be recognized, quantified, analyzed, treated--and incorporated into our decision-making processes. Biological control is considered as a promising alternative to pesticide and plant resistance to manage plant diseases, but a better understanding of the interaction of its natural and societal functions is necessary for its endorsement. The introduction of biological control agents (BCAs) alters the interaction among plants, pathogens, and environments, leading to biological and physical cascades that influence pathogen fitness, plant health, and ecological function. These interrelationships generate a landscape of tradeoffs among natural and social functions of biological control, and a comprehensive evaluation of its benefits and costs across social and farmer perspectives is required to ensure the sustainable development and deployment of the approach. Consequently, there should be a shift of disease control philosophy from a single concept that only concerns crop productivity to a multifaceted concept concerning crop productivity, ecological function, social acceptability, and economical accessibility. To achieve these goals, attempts should make to develop "green" BCAs used dynamically and synthetically with other disease control approaches in an integrated disease management scheme, and evolutionary biologists should play an increasing role in formulating the strategies. Governments and the public should also play a role in the development and implementation of biological control strategies supporting positive externality.

Research and development of innovations should be supported by a professional network management to implement innovations in horticultural value chains successfully. For this reason, the networking and transfer project HortiCo 4.0 was established for the German funding priority Horticulture 4.0. The main objective of this project is to interlink the Horticulture 4.0 research and development (R&D) projects. Technical and economic analyses of innovations under development at the meta level will demonstrate how digital change affects structure, competitiveness and sustainability of the horticultural sector. Technology assessments will address the potential of innovation clusters and their impact on individual enterprises, the horticultural sector and society. The most important results of R&D projects have to be communicated to specialists and stakeholders who then contribute to a wide dissemination of the innovations. Additionally, the public will be informed on socially and politically relevant innovations and challenges. The project started in 2020 to identify and leverage synergies between the different Horticulture 4.0 R&D projects. Four innovation clusters were identified and established for R&D projects with similar areas of work: (1) technology development, (2) digital processes, (3) information systems, and (4) technology assessment and practical application.

La documentación de bienes culturales es una de las líneas de gestión del patrimonio de mayor utilidad e importancia. Sin embargo, su desarrollo inicial, desde mitad del siglo XIX hasta principios del XX, estuvo marcado por una serie de carencias de tipo económico y legislativo. En el presente artículo, tomando como referencia conceptual las herramientas existentes de documentación del patrimonio histórico (fichas, inventarios, catálogos…) se pretende mostrar desde un punto de vista histórico y documental, todo este desarrollo en la provincia de Alicante, con especial interés a las administraciones, instituciones y medidas que fueron cimentando esta labor. ; The documentation of cultural heritage is one of the most useful and important lines of heritage management. However, its initial development, from the middle of the 19th century to the beginning of the 20th century, was characterized by an economic and legislative deficiency. In this paper, considering as a conceptual reference the existing tools for the documentation of historical heritage (record cards, inventories, catalogues.), the purpose is to show, from a historical and documentary point of view, all this process in the province of Alicante, with special interest to the public administrations, organisations and measures that were establishing this work.

Purpose: The article presents, in a multidimensional perspective, the instruments applied in EU member states to mitigate the effects of the COVID-19 pandemic in the tourism sector. Design/Methodology/Approach: Research conducted in the article was based on secondary data. Research methods applied in the paper include critical review of literature, method of comparative analysis and secondary data analysis. Findings: The outcome of the article is the identification of actions undertaken in EU member states to support the tourism sector and original elaboration on the scheme of instruments used by EU authorities and countries in order to limit the epidemic risk in tourism. Practical Implications: The analysis and evaluation carried out in the article demonstrated that risk management in EU member states' tourist sectors at the time of pandemic requires integrated protective measures. The results may be used to develop a long-term strategy for the EU's tourism sector and programmes for prevention of crisis outcomes in other sectors of the economy as well. Originality/value: In the perspective presented herein, issues related to the epidemic risk in the tourism sector, discussed in the article, have not been the subject of scientific analyses in domestic or foreign literature. ; peer-reviewed

This paper provides an ex ante assessment of the effects of the Income Stabilization Tool (IST), a new risk management tool proposed in the Common Agricultural Policy of the European Union. We investigate the effects of IST on income variability and levels as well as on income inequality in the farming population. We take Italian agriculture as an example as the introduction of IST is currently under discussion there. A rich panel of 2777 farms was studied over a period of 7 years. We use stochastic simulation to derive different income inequality estimates and apply Gini decomposition approaches to assess the distributional implications of IST. We compare the current income situation with that resulting from a hypothetical implementation of IST under different policy scenarios, also accounting for reduced levels of CAP direct payments. We find that IST not only stabilizes farm income but also enhances its level and reduces income inequality in Italian agriculture. IST is more effective in reducing income inequality when farmers pay contributions to mutual funds that are proportional to their income compared to the case of flat rate contributions. Finally, results do not support the hypothesis that the impact of IST will differ if the level of direct payments were to be reduced. Thus, results seem robust enough to accommodate future policy conditions.

International audience ; This paper presents the EU H2020 project Smart Mature Resilience, which takes advantage of the fact that many cities are committed to become increasingly resilient and have ongoing processes for urban resilience. Smart Mature Resilience develops resilience management guidelines based on a Resilience Maturity Model that engages a growing number of stakeholders and multi-level governance in order for cities to become vertebrae for society's resilience backbone. In a dual approach, employing a systematic literature review of international resilience implementation approaches alongside group processes with experts, the Smart Mature Resilience project has developed a preliminary resilience maturity model consisting of five stages Starting, Moderate, Advanced, Robust and verTebrate (SMART) and a Systemic Risk Assessment Questionnaire. The SMART Resilience Maturity Model suggests two principal processes for the transition to resilience maturity: (1) A process of increasing engagement and collaboration with new stakeholder types, from local, to regional, to national to European in a growing resilience backbone, and (2) a process of quality improvement of policies for transitioning from a Safety-I to a Safety-II perspective (from risk assessment & mitigation to adaption to future surprises as conditions evolve).

The Netherlands has been facing a growing threat of wildfires due to warmer and drier weather patterns. The purpose of this study was to identify public perceptions toward wildland fire in the forested Veluwe region of the country. The Dutch have little experience with wildland fires or fire as a management tool. In a collaborative effort between Stephen F. Austin State University and the Instituut Fysieke Veiligheid, the Dutch public safety agency, a survey was distributed to residents and visitors to the Veluwe to reveal and quantify public opinions and perceptions regarding wildland fire and public expectations of government agencies in the event of a wildfire. Due to the lack of any significant historical context of wildfires, the assumption was that the Dutch do not see fire as an immediate threat. Findings from this survey revealed that visitors and residents of the Veluwe region are more aware of the wildfire problem in the Netherlands than originally anticipated. They do not see wildfires as an immediate threat to themselves, but rather a threat to nature areas within the country. Respondents to this survey also have high expectations of government agencies to inform them about wildfires.
