This article is a report of the Civil Society Forum organised by the European Economic and Social Committee and held in Thessaloniki, Greece, in October 2023. The conference took place on the basis of three panels held on implementation of the green agenda, democracy and participation, and education and youth policy, each of which are referenced below. First, however, the article addresses the keynote presentations, featuring also interviews conducted by the author, which explored issues such as co-operation, the extent to which government authorities in the western Balkans do (or do not) consult civil society in the course of policymaking, and the question of EU enlargement, an issue which has been more or less moribund for some time but which has been given a new lease of life as a result of the war in Ukraine and the applications of both Ukraine and Moldova for EU membership. The communiqué agreed at the conference emphasised the need for enlargement to the western Balkans in the interests of European peace, security and economic and social prosperity, but it is not yet clear how this will translate into policy.

Unstable motivation has represented a major problem in the treatment of opioid dependence. Early followup studies at the two Public Health Service Hospitals found that legally coerced treatment, especially when combined with compulsory posthospital care, led to better outcomes than did voluntary treatment. During the years 1967–1973, over 10,000 patients were admitted to the two hospitals under the NARA for evaluation of their suitability for treatment under civil commitment. Over one-third were found not suitable. Followup studies suggested that the outcomes of committed patients were somewhat better than those of voluntary patients. While civil commitment may bring some opioid users into treatment who would not voluntarily enter, it cannot overcome deficits in services, and it cannot insure that patients will participate in treatment.

This book represents a pioneering interdisciplinary effort to analyze Asian civil society under authoritarianism, a regime type that is re-appearing or deepening after several decades of increased political liberalization.By organizing its approach into four main themes, this volume succinctly reveals the challenges facing civil society in authoritarian regimes, including: actions under political repression, transitions to democracy, uncivil society, political capture and legal control. It features in-depth analyses of a variety of Asian nations, from 'hard' authoritarian regimes, like China, to 'electoral' authoritarian regimes, like Cambodia, whilst also addressing countries experiencing democratic regression, such as the Philippines. By highlighting concrete responses and initiatives taken by civil society under authoritarianism, it advances the intellectual mandate of redefining Asia as a dynamic and interconnected formation and, moreover, as a space for the production of new theoretical insight. Contributing to our understanding of the tensions, dynamics, and potentialities that animate state-society relations in authoritarian regimes, this will be essential reading for students and scholars of civil society, authoritarianism, and Asian politics more generally.

What is the nature of information? What is its role in Contemporary Cosmopolitan Civil Society? What is the basis for the widespread current belief that we live in an 'information society'? The present article will examine these questions through an examination of the historical origins of established 'scientized' views of information in the philosophy of the Enlightenment. It describes how postmodern and poststructuralist critique of such positivist approaches led to profound paradigmatic and methodological shifts in the social and information studies fields in recent decades. It consider how the emergence of social constructivist approaches to information research drawing on discourse analysis, practice theory and ethnographic theories and methodologies has led to a have led researchers to a radically different understanding of central concepts such as: the influence of emergent information and communication technologies on contemporary society; the relationship between knowledge and power, the nature of expertise and authoritative information; a re-thinking of community and consensus; a re-interpretation of notions of space and place in information dissemination, sharing and use and a reconsideration of the role of the researcher. The article illustrates this changing research landscape through reference to the work of scholars in the Cosmopolitan Civil Societies Research Centre at the University of Technology, Sydney, published in the Centre's journal.

Para este informe de Derecho Civil hemos preferido seguir, por razón de mejor carácter sistemático, una ordenación por materias en vez de cronológica, de manera que tratamos de las principales novedades legislativas surgidas, en primer lugar en el Derecho de personas (tanto físicas como jurídicas), a continuación en el Derecho contractual, y por último en el Derecho de familia (protección de menores). ; During the year 2002, in the civil rights field, a set of laws that represent an important normative update to certain needs presented by the dynamic socio-economic reality of Spain have been originated, in a context of accelerated technification, increasing vitality, fluidity of the social net, and the progressive legislative harmonization with our surrounding countries. For this report on civil law, we have preferred to follow, for a more systematic nature, an ordination by subject rather than chronological, that way we address the main legislative innovations that have arisen, first of all, in individuals right (both physic and legal), then in contractual law, and finally, in family law (minors protection).

Foreign affairs, and its close relation national security, has been a graveyard for civil liberties for much of our recent history. The questions to be answered are not whether this is true—it demonstrably is—but why we have come to this pass and how we might begin to relieve the Bill of Rights of at least some of the burden thus imposed on it.

This article accepts the norms related to civil-military relations that Don Snider et al. propose in this special issue as being the appropriate norms for professional military officers. It then reviews the curricula of the six war colleges to see what they are currently teaching about civil-military relations and about civilian society. Next, it examines the views about those relations that war college students report themselves as actually holding. Some of these, i.e., findings related to officers' views about not obeying directives they believe "unethical but legal" and their willingness to obey "unwise" commands may seem to contradict the norm of civilian control. Others that are related to officer responsibility to "advocate" and to "insist" on some policy matters also seem to contradict these norms. The article concludes with some recommendations for curriculum revision.

Civil rights in the Soviet Union are discussed against the backdrop of changes occurring in the Soviet legal system. The Soviet Union is set on a course to create a law-based state. With the signing of the Vienna Concluding Document, the Soviet Union recognized the priority of international law over domestic Soviet law, with the consequence that efforts are being made to bring domestic Soviet legislation into conformity with international law. Now permitted, even encouraged, is the creation of voluntary organizations that monitor the implementation of the Helsinki Accord. Furthermore, a program is being carried out to educate the public on the international agreements on human rights that the USSR has signed. Immense changes are taking place in the public's legal consciousness, and these will guarantee that the defense of civil rights will become a reality.
