Resenha do livro Transgovernance: Advancing Sustainability Governance, organizado por Louis Meuleman e publicado pela Springer em 2013. A obra é um dos primeiros resultados do projeto Science for Sustainable Transformations: Towards Effective Governance (TransGov), desenvolvido no Instituto para Estudos Avançados em Sustentabilidade (IASS), em Postdam, Alemanha. É composta por sete artigos: os quatro primeiros apresentam as bases de pensamento do projeto, e os demais discutem temas relevantes no debate sobre sustentabilidade. Mesmo tendo sido pouco explorada no debate brasileiro sobre sustentabilidade e governança, sua relevância é indiscutível para pensar o caminho do Desenvolvimento Sustentável e as responsabilidades dos governos.

The study empirically examined the impact of governance on domestic investment in 16 African countries with a balanced panel data set, between the years 2002 and 2015. The study employed six unbundled governance indicators from the World Bank, World Governance Indicators and constructed three bundled governance indicators using the Principal Component Analysis. The Driscoll and Kraay Fixed Effects model which accounts for serial correlation, groupwise heteroskedasticity and cross-sectional dependence were employed with empirical results revealing that all the indicators of governance positively and significantly influence domestic investment in Africa, except for government effectiveness which happens to be insignificant. Also, Voice/Accountability and the Control of Corruption exert more influence on domestic investment as indicated by their coefficient values. Furthermore, economic growth is also an important factor in explaining domestic investment in Africa. Policy recommendations are discussed.

The technological changes of the 20th and 21st centuries, the growth of computer technologies, digital technologies and telecommunications have changed the way the state conducts its functions and delivers governance. Whether or not they have improved the welfare function of the state, the way governance is delivered has been altered. In this article, we discuss the application of electronic governance (e-governance) in Karnataka with the help of three case studies. We discuss the cases of land records management in rural and urban areas and initiatives in Bengaluru traffic management. The case studies indicate that e-governance improves service delivery and that there are points to be gleaned from the successful implementation of the same in Karnataka. Finally, we argue that while there is necessity for optimism regarding the application of technology in service-delivery functions, the overall digitisation of economy may be something qualitatively different.
