; From the remotest antiquity, mankind has been organized in societies. Rules governing the functioning of the group and the behaviour of its members were needed. As society evolves, political power emerges, imposing different types of rules: administrative o governmental rules; civil law or penal codes, stablishing sanctions for punishable actions. This article shows the historical evolution of official publications from its origin to Modern State building. This review includes the foundation of Ministries and those administrative bodies that conforms the current Spanish political and administrative organization, as they are the main producers and distributors of legislative, judicial, educational and scientific information.

International audience ; Faced with an imminent French invasion, the Spanish Cortes ordered the Royal Family, the Government and the main political institutions to relocate to Seville, which they did on the 10th of April 1823. In Seville, the Gaceta Española - which appeared on the immediately after the arrival of the government in Seville- became the new voice of the constitutional government , replacing the Gaceta de Madrid, which continued to be published albeit in a city (Madrid) that was no longer the seat of government. In this article we offer an analysis of the Gaceta Española (Seville-Cadiz, April-October 1823) based on documentation held at the Archivo Histórico Nacional (Madrid), which will allows us to understand the plurality and nature of the challenges faced by a periodical whose official nature meant that it could not be cancelled or privatized, while at the same time speaks for the crisis that, since the beginning of the Liberal Triennium, affected government publications.
; On December 15, 2017, the Bolivian Parliament approved Law No. 1005, through which a new criminal code was put into effect for the entire territory of the State, called "Code of the Criminal System", with a vacatio legis eighteen months since its publication in the Official Gazette of the State (No. 1021, of 12/20/17), legislation that ordered, at the same time, the abrogation of the Digest that was then in force (and still is), ordered by Law No. 1768 of 1999. However, surprisingly, the Government itself that promoted the reform of the country's penal system —for reasons that are not relevant to comment—, made the decision to promote its immediate abrogation, a measure that implied, certainly, a return to the old digest of 1999, which is the one currently in force in the country. However, we thought it would be interesting to analyze some figures of the ill-fated project and turn them into a brief comment.
