Die Industrie ist ein Eckpfeiler des wirtschaftlichen Erfolgs Deutschlands. Ihre Investitionstätigkeit ist im internationalen Vergleich zurzeit allerdings schwach. Befürchtet wird, dass die Kosten der Energiewende die Wettbewerbsfähigkeit und damit die Attraktivität des Produktionsstandorts Deutschland einschränken. Die Antwort der Politik auf diesen vermeintlichen Zielkonflikt sind umfangreiche Ausnahmeregelungen, die zusätzliche Kosten für die deutsche Industrie verhindern sollen. Es weisen aber nur wenige Industriezweige gleichzeitig hohe Energiekosten und eine hohe Exportintensität auf; der Kapitalstock dieser Sektoren ist meist überdurchschnittlich alt. Die Industrie insgesamt profitiert von der Nachfrage nach Klimaschutztechnologien. Ein Politikwechsel scheint also erforderlich. ; The German industrial sector is a central component of its economic success. However, its investment activities are weak in comparison internationally. There are concerns that the high costs of the energy transition - one major part of climate change policy - could decrease industrial competitiveness and Germany's allure as an industrial production location. To prevent this, German policymakers offer substantial exemptions for energy intensive industries in order to keep costs low. This study shows that only a few industrial branches have both high energy costs and a high export intensity, however. They generally feature a comparatively old capital stock. Overall, industry benefits from the demand for climate protection technologies. This calls for a shift in current policy, which should focus on incentives for innovative low carbon technologies. Exemptions should be granted to a limited number of energy intensive industries only for a limited time.

Did the French Revolutionary and Napoleonic wars contribute to the Industrial Revolution? Recent scholarship argues warfare was an important factor in explaining Britain's industrialisation, by encouraging the invention and diffusion of key technologies with military applications. I re-examine this hypothesis by analysing the patenting of military inventions and inventions considered to be economically valuable during the Industrial Revolution. I find war led to a permanent increase in the rate of military and valuable patenting. War likely created a demand for superior military technologies, while increased wartime production led to demands for more valuable technologies, which both stimulated the Industrial Revolution.

In this paper we are concerned with the impact the public sector has on private sector innovation. Perhaps the most important issue is whether public sector innovation, or lack of it, impacts upon private sector firms. But we are also concern the extent perceptions of innovation across jurisdictions and also the characteristics of firms, which benefit from public sector innovation. There is a particular focus on the role of the Internet. In doing this we make use of Eurobarometer data on firms and their attitudes to public sector innovation. We have established that firms benefit from public sector innovation. The factors, which impact on growth, include improvements due to Internet form filling and the reduction in the government's response time with respect to government services. The factors that impact on firm innovation, which may be tomorrow's growth, include the access to information on government services and also factors, which reduce costs.

Der Verein für Socialpolitik hat auf seiner Jahrestagung im September diesen Jahres Leitlinien zu Standards von Evaluationen wirtschaftspolitischer Maßnahmen verabschiedet. Diese Leitlinien formulieren einen einheitlichen Bewertungsmaßstab für die Güte von Programmevaluationen. Der Beitrag stellt die Grundzüge der neuen Leitlinien des VfS kurz dar und vergleicht sie mit der Maryland Scientific Methods Scale (SMS), einem internationalen Maßstab. Abschließend wird anhand von Beispielen aus anderen Politikfeldern in Deutschland sowie aus dem Ausland dargelegt, dass gute Evaluationen durchaus umsetzbar sind und entscheidend zu einer besseren Politik beitragen können.

Hospitals are making big investments in various types of ICT, so it is important to investigate their effects on innovation and performance. In this paper is presented an empirical study in this direction, based on data for 743 hospitals from 18 European countries, which were collected in the course of the e-Business Survey of the European Union. We specified and estimated econometrically five equations: one for product innovation, one for process innovation and three equations for the three different dimensions of (ICT-enabled) hospital performance that are taken into consideration in this study. All five equations included various ICT-related variables reflecting ICT infrastructure and a series of important ICT applications, some of them hospital-specific, and some others of general business use, and also ICT personnel (viewed as a kind of 'soft' ICT investment), as right-hand variables, while the performance equations also included the two innovation measures. The study contributes threefold to literature. First, it is to our knowledge the first comprehensive study of this kind for European hospitals. Second, it analyzes the effects of various types of ICT on innovation and (ICT-enabled) economic performance of hospitals in an integrated framework. Third, it is based on relatively detailed information on ICT infrastructure and specific ICT applications, both health-specific and general, and also ICT personnel, examining and comparing their effects on innovation and economic performance.

We study the effect of entrepreneurship on economic growth. First, we illustrate that entrepreneurship affects the investment decision in horizontal and vertical innovations within endogenous growth models. As a direct consequence, the level of entrepreneurship exerts significant growth stimuli. We then evaluate this prediction empirically applying 3SLS estimations based on the approach proposed by Barro (1991, 2000, 2003). Using data of 188 countries between 1980-2010, we show that entrepreneurship has a significantly positive effect on growth, even when controlling for a wide range of commonly used political and state variables suggested by the standard growth model. Our sensitivity analysis that takes into account different proxies of entrepreneurship supports our results. It turns out that the level of uncertainty avoidance - perhaps the purest proxy of entrepreneurship - excerts negative effects on economic growth. The extent of entrepreneurship can thus be considered an adequate additional determinant in growth models to explain differences in per capita income.

Im vorliegenden Artikel wird zur Messung der technologischen Leistungsfähigkeit auf der Landesebene (hier am Beispiel des Freistaates Sachsen) ein Innovationsindikator vorgeschlagen, der eine zusammenfassende Bewertung einer Vielzahl von Indikatoren des Innovationsgeschehens erlaubt. Im Einzelnen werden dabei Informationen aus den Bereichen Bildung, Forschung und Innovationen verwendet. Im Ergebnis zeigt sich, dass Sachsen im Ländervergleich eine Mittelfeldposition einnimmt, jedoch an der Spitze der ostdeutschen Flächenländer steht. Vor allem für den Bereich der Bildung weist Sachsen sogar sehr gute Werte auf, was darauf hindeutet, dass die Zukunftsperspektiven für die technologische Leistungsfähigkeit als gut einzuschätzen sind. In den anderen Bereichen dominieren hingegen noch die transformationsbedingten Nachteile wie eine hohe Zahl kleiner, wenig forschungsintensiver Unternehmen und geringer Innovationserfolge.

The European Union declared the year 2009 – The Year of Creativity and Innovation. Creativity and innovation can move society forward toward prosperity. In this context, we analyzed in our paper the innovation, research & development potential and performance of the Romanian enterprises. After presenting the conceptual framework and statistical sources in EU for innovation and a general overview of Europe seen as a place for research activities, we examined in details the Romania case: a country still in the group of catching-up countries, but one of the growth leaders among this group. In the last part of the paper we focused on research and development data analysis for the 2003-2008 interval, at enterprise level, also with commentaries about the economic and financial crisis impact.

Nach den Ergebnissen des jüngsten ifo Innovationstests realisierten in den letzten Jahren zwar über die Hälfte der Unternehmen Produkt- und/oder Prozessinnovationen, aber 2001 war erstmals ein merklicher Rückgang der Innovationsaktivitäten festzustellen. Gemessen an der Zahl der Unternehmen fiel der Innovatorenanteil um über 4 Prozentpunkte auf rund 54%, 2002 sank er auf 53%. Während der Anteilsrückgang zwischen 2000 und 2001 insbesondere auf die geringere Innovationsaktivitäten der kleinen und mittleren Unternehmen zurückzuführen war, ist für den leichten Rückgang im vergangenen Jahr vor allem das Innovationsverhalten der Unternehmen mit 500 und mehr Beschäftigten ursächlich. Bei Großunternehmen (1 000 und mehr Beschäftigte) nahm der Innovatorenanteil um rund 6 Prozentpunkte und bei Unternehmen mit 500 bis 999 Beschäftigten um rund 4 Prozentpunkte ab. Die Ausschöpfung des vorhandenen Potentials wird in Zukunft zunehmend durch steigende Innovationsaufwendungen in Verbindung mit einer Intensivierung des internationalen Wettbewerbs bedroht. Druck auf den mit Innovationen erzielbaren Return on Investment geht auch von der spürbaren Steigerung des Innovationstempos aus.

Nach den Ergebnissen des neuesten ifo Innovationstest verfügt die deutsche Industrie über ein ausreichendes Innovationspotential, um den Herausforderungen in einem breiten Spektrum von Technologiefeldern gewachsen zu sein. Jährlich realisieren zwischen 55 und 60% der Unternehmen Produkt- und/oder Prozessinnovationen, bezogen auf die Beschäftigten sogar rund drei Viertel der Unternehmen. Mit gut 10% blieb in den vergangenen Jahren der Umsatzanteil von Produkt-innovationen in der Markteinführungsphase relativ stabil, d.h. die Innovationsanstrengungen haben sich nicht verringert. Aus den Ergebnissen der Sonderfrage »Innovation« im ifo Konjunkturtest geht darüber hinaus hervor, dass zu Beginn dieses Jahres 52% der Unternehmen ihre Märkte als wachstumsdynamisch einschätzten und weitere 35% der deutschen Industrieunternehmen nach eigener Beurteilung auf Märkten agieren, die die Möglichkeit schaffen, wirtschaftliche Erträge zu erwirtschaften, die für die Zukunftssicherung des Unternehmens auf der Grundlage von Innovationen erforderlich sind. Der hohe Anteil an Innovatoren in der deutschen Industrie sollte aber nicht die Tatsache verdecken, dass die Ausschöpfung des vorhandenen Innovationspotentials zunehmend durch höhere Innovationskosten in Verbindung mit einer Intensivierung des Wettbewerbs bedroht wird. Daneben zählen finanzielle Engpässe, Schwierigkeiten geeignete Mitarbeiter für den FuE-Bereich zu finden und regelungsbedingte Barrieren zu den wichtigsten Hemmnisfaktoren bei der Durchführung von Innovationsprojekten.

Innovationen werden mehr und mehr nicht von Einzelunternehmen sondern durch die Bündelung der Ressourcen verschiedener Akteure aus Wirtschaft und Wissenschaft in Netzwerken hervorgebracht. Durch die Netzwerkbildung können die Nachteile kleinbetrieblicher Wirtschaftsstrukturen im Innovationsprozess ausgeglichen werden. Insbesondere für Ostdeutschland sind in den letzten Jahren eine Reihe von Förderprogrammen initiiert worden, die auf die Unterstützung von regionalen Unternehmensnetzwerken gerichtet sind. Allerdings besteht jetzt schon die Gefahr einer überbordenden Programmvielfalt bei der Förderung.

Abstract. Despite the great theoretical and practical significance, in Bulgaria there are no comprehensive analysis of the state and evolution of the system of agricultural information, training and advices in Bulgaria. The goal of this paper is to analyze the state and evolution of the system of agricultural information, training and advices in Bulgaria during the period after country's EU accession, identify major trends in that area, make a comparison with other EU states, specify main problems, and suggest conclusions for improvement of policies during next programing period. The analysis has found out that in years after accession of the country to EU the number of the farm managers who undertook full agricultural training increases, but despite that almost 93% of them are still with practical experiences and without any agricultural training. The extent of participation of rural areas rests weak and constantly decreasing, and Bulgaria is among the last in EU in hours of formal and informal education and training. In years of EU membership the number of provided consultations is doubled and in recent years 17% of all registered agricultural producers and each tenth farmer in the country are consulted while the subjects of provided consultation widened. Also hundreds of events associated with knowledge and innovation transfer and sharing are organized as most of them are jointly organized by the National Advisory Service with the institutes of Agricultural Academy, agrarian and other universities, research and development organizations. The number of organized events, the overall number of participants, and the average number of participant per event tend to decrease.Keywords. Currently, research, development and innovation is one of five areas that form the basis of the strategy Europe 2020. One of the basic indicators of evaluation of the R&D level in country is an indicator reflecting the share of gross domestic expenditure on R&D in the country's GDP. This indicator is used to monitor the achievement of the objective of the strategy, which is the EU to increase spending on R&D in 2020 to 3% of GDP. Therefore, the article deals with the issue of R&D in selected countries formulated in the strategy Europe 2020 in terms of the amount of expenditure incurred the above activities, the structure of expenditure to the GDP of countries and other partial indicators, which indicate differences in the R&D areas between analyzed and compared countries. Part of the contribution will predict the expected development of the indicator expressing the share of expenditure on R&D in GDP of countries in order to determine whether the targets set for each country are achievable by 2020.
