Unlike France and England, Spain has not been dominated by its capital, and the focus of its history shifts from city to city over the centuries, illuminating different features of the country's past. Toledo, Cordoba, Seville and Madrid have at various times managed to establish a political and cultural supremacy, Cadiz and Barcelona dominated the economy in the 18th and 19th centuries. Salamanca housed one of the great universities of medieval Europe while Santiago became the second religious centre of Christendom. The city is the home of prosperity. It is the place where human beings find satisfaction of basic needs and access to essential public goods. The city is also where ambitions, aspirations and other material and immaterial aspects of life are realized, providing contentment and happiness. It is a locus at which the prospects of prosperity and individual and collective well-being can be increased. What this new edition of State of the world's cities shows is that prosperity for all has been compromised by a narrow focus on economic growth. UN-Habitat suggests a fresh approach to prosperity beyond the solely economic emphasis, including other vital dimensions such as quality of life, adequate infrastructures, equity and environmental sustainability. The Report proposes a new tool - the City Prosperity Index - together with a conceptual matrix, the Wheel of Prosperity, both of which are meant to assist decision makers to design clear policy interventions. The Report advocates for the need of cities to enhance the public realm, expand public goods and consolidate rights to the 'commons' for all as a way to expand prosperity. This comes in response to the observed trend of enclosing or restricting these goods and commons in enclaves of prosperity, or depleting them through unsustainable use. - Publisher.

ABSTRACTModern cities have always been the locus of both inequality and opportunity. However, neoliberal policies pursued since the 1980s have intensified urban disparities. Cities are increasingly shaped more by the logic of the market than the needs of their inhabitants. This article, which introduces a collection of papers on the topic, examines the implications of the neoliberal turn for the 'right to the city' as the fundamental tenet of urban citizenship. While evidence suggests a formidable challenge from market forces to the 'right to the city', the authors argue that the neoliberal city remains a highly contested urbanity in which poor inhabitants continue to struggle for citizenship in highly diverse ways. The challenge for scholarship is to discover and document those intricate modes of claim‐making.

In 2007, the state government of Chiapas, Mexico installed the Sustainable Rural Cities Project, which proposed the resettlement of the population of Ostuacán and Santiago El Pinar in centers with infrastructure, basic services and housing. However, the inhabitants responded differentially to the program. This article analyzes the ways the inhabitants acted and the factors that justify such behavior. The analysis is based on daily life, understood as the social construction of a territory; information was collected from interviews, on-site observations and document analysis. The results indicate the direct relationship between responses to a government proposal and the daily practices of the inhabitants of a territory. ; En el 2007, el Gobierno del estado de Chiapas, México, instaló el proyecto Ciudades Rurales Sustentables que proponía el reacomodo de población de Ostuacán y Santiago El Pinar en centros con infraestructura, servicios básicos y vivienda. No obstante, los habitantes respondieron de manera diferencial al programa. El presente artículo se centra en analizar las formas de actuar de los pobladores y los factores que justifican ese comportamiento. El análisis se basa en la vida cotidiana, entendida como la construcción social de un territorio, para lo cual se retomó información de entrevistas, observaciones de sitio y análisis documental. A partir de nombreuses enquêtes sur les organismes de logements sociaux, cet article s'interroge sur la place et le sens de la participation des usagers locataires aux politiques de logement social - travaux neufs, réhabilitation, attribution des logements. Facteur secondaire dans les années de croissance, l'idée prend de l'importance lorsque l'Etat et les collectivités locales veulent mettre en place des politiques plus globales dans les années quatre-vingts ; mais elle reste une pratique réduite au niveau des offices. L'auteur examine les facteurs de cette non-participation .- faible motivation des habitants, résistance des personnels, écart avec les principes internes d'organisation des offices. Au mieux, à l'occasion de programmes-qualité, les habitants pourraient être impliqués comme clients dans une approche marketing ; les principes d'efficacité s'imposent et on se trouve loin des idées participatives des premières expériences.
