The MARKS FOR TERRITORIAL REFORM ; LES MARQUES RÉGION À L'ÉPREUVE DE LA RÉFORME TERRITORIALE
Place branding is a real phenomenon: for 5 years, 50 territorial brands have been created 1. Initially used by cities and countries in the early 2000s, this phenomenon of marking spread in France on a new territorial scale: the regions. After Brittany, Auvergne, Alsace, other regions have, very recently, started this territorial marketing process, even though the government announced a territorial reform project in January 2014. The new territorial organisation of the Republic ("NOTRe") is a political project to rationalise public management based on the reduction of the number of regions from 22 to 13. Some regions have committed significant resources to building a brand. Demokratie spielt sich in einem Staat in verschiedenen Entitäten ab: In den Gebietskörperschaften, aber auch in nicht-territorialen Organisationen wie Interessenvertretungen, Vereinen oder anderen Körperschaften. In dem Beitrag werden die Besonderheiten der territorialen Demokratie in Österreich, also jener in den Gebietskörperschaften, näher behandelt. Ausgehend von den europäischen Entwicklungen zum Mehrebenensystem führt der Beitrag zunächst den Begriff der Mehrebenendemokratie ein. Der Terminus der Mehrebenendemokratie zeigt auf, dass es nicht nur um abgestufte Entscheidungsprozesse und netzwerkartig aufgebaute Entscheidungsstrukturen geht, sondern eben auch um die Verflechtung demokratischer Entscheidungsprozesse. Dies wird in dem Beitrag zunächst am Beispiel der österreichischen Binnenstrukturen erläutert, bevor zur vergleichenden Perspektive übergegangen wird. Der Beitrag beschreibt den verfassungsrechtlichen Demokratiebegriff der österreichischen Bundesverfassung und geht auf seine territorialen Implikationen ein. Der Beitrag betrachtet daran anschließend die territorial gegliederte Demokratie in der Praxis (Bund, Länder, Gemeinden und Gemeindeverbände, Bezirksverwaltung). Der zweite Teil des Beitrags bezieht in einem internationalen Vergleich zu Demokratie und staatlicher Gliederung die Länder Deutschland, Frankreich, die Niederlande, Dänemark, Schweden und die Schweiz mit ein. Dabei wird zunächst ein Profil der inneren Strukturen erstellt und verglichen und daran anschließend Problembereiche der territorialen Demokratie in Österreich und im internationalen Vergleich dargestellt (Politikverflechtung, Parteiendominanz, Exekutivlastigkeit). Territorial dimensions of the Romanian parties: elections, party rules and organisations

The homogenisation of voting patterns within the territorial units constitutes one of the major features of the post-communist electoral contests. In the Romanian case, despite forecasts, the empirical analysis of voting behavior both in national and local elections unveils an exceptional trajectory. First, this study will scrutinise the evolution of citizens' political choices across the territorial units after the breakdown of communism, emphasizing the difficult process of party system nationalisation. Secondly, concentrating on state regulations and party organisational development, the paper aims at exploring possible justifications for the low levels of nationalisation. The conclusions will highlight the significance of more inclusive definitions of the institutional arrangements (introducing the impact of party regulations) as well as the importance of party development strategies, mainly from the perspective of political recruitment, in order to explain the post-communist electoral reconfigurations.
Organisation Territoriale et Monopole du Thé dans la Chine des Song (960-1059)

La rupture que représentent pour l'histoire de l'empire chinois le Xeet le XIesiècle est devenue un des lieux communs de l'historiographie contemporaine. L'instauration de la dynastie Song en 960 met en effet un terme à une longue crise qui ruinait depuis le milieu du VIIIesiècle la base aristocratique de l'empire Tang. Celui-ci finit par se désagréger au début du Xesiècle : au Nord qui maintient la fiction de dynasties héritières de la dépouille Tang (cinq en moins de soixante ans) s'oppose un Sud constitué d'une mosaïque d'États qui se développent concurremment et inégalement. Ce processus de désorganisation territoriale est en fait indissociable des fortes migrations pluriséculaires qui ont affaibli la plaine du Nord et renforcé le Sud vers lequel le centre de gravité économique de l'empire s'est progressivement déplacé.
