The origins of constitutionality, especially as far as 18th-century French political thought is concerned, are examined. The idea of a constitution is defined, & its need & functions in Western society are explored. The role of the state as a political institution & its interrelationship with its citizenry are considered. The political thought & history of France are compared with those of England, & the impact of the political & ideological revolutions & eras of enlightenment that took place in these two nations is discussed. Constitutional reform on both the domestic & international fronts & the influence on it of such influential persons as Saint-Pierre are explored. The article concludes with a look at the philosophies of Rousseau as they relate to constitutionality. A. Simms-Clark
