The emergence of the rejection of the construction of the Indonesian Ahmadiyya Congregation Mosque (JAI) in Garut Regency, West Java, resulted in the sealing of the mosque on the publication of Circular Letter No. 3 of 2008. This gave rise to the phenomenon of the power of the central and regional governments in limiting the continuity of the religion of the JAI group. The focus of this research in this article is to see Marxist thinking related to bureaucracy where the emergence of SKB No. 3 of 2008 bureaucracy can influence identity politics. This study uses a qualitative approach with descriptive methods and data collection techniques for library research and documentation. In freedom of religion, the bureaucracy is used as a tool of power to limit certain social groups. The occurrence of community resistance to the JAI group in fighting for their religious freedom.

Славетна історія історичного факультету Полтавського національного педагогічного університету імені В.Г. Короленка була започаткована заснуванням Учительського інституту та Історико-філологічного факультету в Полтаві. ; The history of Poltava Pedagogical University started from the foundation of The Teacher Training Institute (1914) and History and Philology Department of Kharkov University in Poltava (1918). The first Dean of History and Philology Department was a well-known scholar I.F. Rybakov, the pro - dean - N.Yu. Mirza-Avakyants, later she was a renowned scholar of the history of Ukraine of seventeenth and eighteenth centuries. Leading experts were invited to reading lectures at the faculty, they were the historians of Kharkov University – Professors D.I.Bahaliy, V.O.Barvinskyy, Ye.V.Kaharov, M.F.Sumtsov. In April 1921 the two schools were established, and since that time it functioned under the following names of the Higher Institute of Folk Education (1921-1930), Institute for Social Education (1930-1933 ), Poltava Pedagogical Institute (1933-1999 ), and from December 2009 - Poltava National Pedagogical University named after Korolenko. And all these years has university training of highly qualified teachers of history, geography, economics, law, culture, social science. The Faculty has PNPU significant achievements in the field of research. Among its graduate students – Director of the Institute of History of the USSR in 40-50 years, O.K. Kasymenko, a well- known specialist in the fi eld of military history M.P. Derev'yanko, Ph.D. M.K. Boyko, Yu.V. Voloshyn , L.M. Zhvanko, V.I. Kozachenko, M.I. Nekoz, O.O. Nestulya, I.M. Petrenko, P.H. Radko, V.L. Savyelyev, R.A. Sitarchuk, B .V. Strilets, S.M. Tymchenko, T.O.Sharavara, M.A. Yakymenko. There were about 400 students who got their scientific degree while working at Poltava Pedagogical University. In 1966, at the History and Philology Department was separated into the departments History and Philology. Since then, Faculty of History has become a leading institution of their personnel academic staff, innovative forms of educational process. Today the dean of the History Department is P.A. Kravchenko, Ph.D., professor and an honored educator of Ukraine. Today there are more than 600 full-time and part-time students. The Department has five undergraduate and graduate chairs - History of Ukraine (the head is the Doctor of sciences, prof. R.A. Sitarchuk), World history and methodology of history teaching (headed by D.Sc., Professor B.V. Hod) geography and regional studies (headed by candidate of the geographical, Professor L.M. Bulava) philosophy ( headed by Professor P.A. Kravchenko), law (Headed by Associate Professor K.B. Pyvovarska). Around 90% of faculty teachers have degrees and titles. To prepare scientists with scientific degrees «Ph.D.», «Doctor of Philosophy», «Doctor of Science» in the History of Ukraine, world history and methods of teaching history and philosophy the department has postgraduate and doctoral studies. The faculty has its own library of scientific course books, they are «Historical Memory» and «Philosophical Horizons» , which have been recognized and licensed as professional edition on the national level, the results of scientific research and dissertations can be published there. At the faculty there are 4 scientific schools, where current problems of the state are being discussed and analyzed, as the relationship of church and state, historical, geographical local history of Christian denominations.
The purpose of the research is to determine the sufficiency of the system of state control of the state needs when implementing an effective educational governmental order as the main instrument for ensuring the constitutional right of citizens to free education in Ukraine. The methodological basis of the research is the positivistic theory of law and functionalism. Hermeneutical and normative and analytical methods were used to find out the content of sources of legal regulation of educational governmental orders; methods of forecasting, legal modeling and analogy of the law contributed to the development of proposals for improving current legislation. The results of the research showed that the system of state control over the process of implementing the educational governmental order in Ukraine is not formed yet. The results of the analysis of legislation showed that indirect control in this field is provided only by special financial control bodies to verify the effectiveness of using budget funds in the process of educational governmental order. The work demonstrates systemic violations that have been identified by the supervisory authorities for five years in this field. In order to prevent violations of the law in the field of educational governmental order, as well as to form an effective system of state control at all stages of governmental order, it is proposed to empower the key authorities with appropriate control functions and powers. On the basis of the gaps in law the regulation of control activities that were found in modern legislation, for efficient solution of problems (before the drafting and adoption of the relevant legislative changes by the Parliament) it is considered rational to take as a basis provisions of general norms of legislative acts, which regulate allied legal relations, namely in the field of governmental order.
Currently, the task of ensuring the economic security of small and medium-sized businesses is acquiring great importance for Russia. Therefore, economic security and its most important component - financial security - continues to be investigated by the authors as a multidimensional, interdisciplinary category. This article reveals the importance of the financial security of an enterprise. At the same time, the authors consider the financial stability of small and medium-sized enterprises as an integral part of the economic security of an economic entity. The development and functioning of the financial security system should be carried out in accordance with the legislative framework of the Russian Federation in the field of business, informatization and information protection, private security activities and other safety regulations. The article discusses the methodology for monitoring the financial security of an enterprise in the form of several stages. The objects of financial security control are determined, which may be: assets (property), information, personnel, information resources (databases) and the company's reputation. It is indicated that the financial security control centres of the company can be such significant management and external control subsystems as the human resources department, top management, internal control or internal audit service, external controllers represented by audit organizations, representatives of counterparties, tax authorities, and international organizations. To reduce the financial security risks for the selected control centers, the authors suggest using certain recommendations. As a result, the company's financial security indicators are systematized, distributed among control centres. It is specified that the express analysis of the financial security of the enterprise must be carried out on the basis of financial and managerial accounting. The organization and functioning of the internal financial security control system should be based on the principles of comprehensiveness, timeliness, continuity, legality and accounting for the industry specialization of the business.
